The Opportunity for All Coalition Responds to Biden Administration Announcement on Expanding Protections for Undocumented Immigrants 👇
Today, on June 18, 2024, the Biden-Harris Administration announced a suite of affirmative relief policies that will provide protections to undocumented immigrants in the U.S. These policies include allowing individuals, including DACA recipients and other Dreamers, who have earned a degree at an accredited U.S. institution of higher education in the United States, and who have received an offer of employment from a U.S. employer in a field related to their degree, to more quickly receive work visas. The policies also include a new process that will help certain noncitizen spouses and children apply for lawful permanent residence – a status that they are already eligible for – without leaving the country.
The Opportunity for All coalition released the following statements in relation to the policy:
“We are encouraged to see this promising announcement from President Biden indicating that his administration understands the value of removing hiring restrictions for undocumented immigrants in the U.S. so they can continue to be active, contributing members of their communities,” said Ju Hong, Director of the UCLA Dream Resource Center. “We don't yet know what this announcement looks like in practice nor what the full scope of it will be, but we do know that everyone who calls this country home should have the tools they need to provide for themselves and their loved ones — and that means they must be able to access employment opportunities. We are all financially stronger and more resilient when everyone in our community can contribute and participate fully.”
“This does not change our current advocacy in the California state legislature to remove hiring restrictions on college campuses. Today, students are still being unjustly excluded from campus opportunities, and that needs to change now. We will continue our fight in California to ensure that all students — regardless of immigration status — have the right to pursue their educational and career dreams,” said Jeffry Umaña Muñoz, organizer with the Undocumented Student-Led Network.
The Act, AB 2586, will be heard by the Senate Judiciary Committee on June 25th. Breaking barriers! 🎓✊ Javier Diego Jacinto, who is now in pursuit of his PhD, urges legislators to pass AB2586 so undocumented students without DACA in California can work on college campuses.
Although Javier is undocumented, being a DACA recipient gives him work authorization. However, tens of thousands of his undocumented peers enrolled in higher education in California do not have access to DACA. Knowing the importance of work authorization, he is advocating for AB 2586 so his

O4A Update:
- In January, UC President Drake deferred the O4A campaign, which aimed to provide equal access to work and educational opportunities for all UC students, regardless of immigration status.
- In February, Assemblymember David Alvarez introduced Assembly Bill (AB) 2586, the Opportunity for All Act. If passed, this bill will provide equal access to job opportunities for all students at California’s public colleges and universities, regardless of their immigration status.
- In April, AB 2586 was approved by the CA Assembly Higher Education Committee and has now moved to the CA Assembly Appropriations Committee for further review.

Opportunity for All advances in state legislature with new bill - Daily Bruin This post was updated April 10 at 10:01 p.m. A new bill passed through the state assembly committee Tuesday could allow for the establishment of on-campus job opportunities for students without legal immigrant status in the UC.
Undocumented students and allies from universities and colleges across California are at the State Capitol advocating for the passage of the Act, a bill that would remove barriers to job opportunities for undocumented students at all of California’s public colleges & universities!
