The City will not assess late fees on property taxes until the end of the business day on Tuesday, September 3. Anytime the City is closed on the day taxes or a utility bill is due it is automatically deferred to the end of the next business day.

The public hearing on the proposed cooperative land agreement with Lowell Charter Township has been postponed so City officials can incorporate community feedback into the agreement.

The public hearing will now take place on Wednesday, Sept. 18 at 6 p.m. at City Hall. It originally was scheduled for Sept. 3.

As part of the City’s community engagement efforts, residents have provided valuable input that will inform the cooperative land agreement for the 237-acre parcel of land at the intersection of I-96 and Alden Nash.

Washington Update - August 14, 2024

The contractor is working in a few locations on Washington Street this week. Sewer main installation is proceeding north of Grant Street and the water crew is installing new water services between Main and North Street. Once all the water services are tied over to the new main they will abandon the existing water main.

There was some obvious excitement last week on Tuesday when a utility contractor crew working for AT&T hit a gas main. The situation was resolved within about 90 minutes, but it cause an inconvenience for residents and traffic.

Municipal utility work (water, sewer, and storm) was finished in the Washington / Main intersection approximately two weeks ago. However, unmapped communication lines and structures dating back to perhaps the 1950s was found in the intersection and needed to be addressed before any grading and concrete work may begin. AT&T crews finished that work yesterday(Wednesday). We anticipate grading work in the intersection will begin late this week. Following that work, the concrete contractor will be on site to form and pour the road surface. Once placed, the concrete will require a minimum seven day cure time before Main Street can be opened to traffic again. If all goes as planned, we expect the road to be open around August 30th depending on any rain delays. Rain is in the forecast for Thursday and Friday unfortunately.

The gas leak which occurred by AT&T crews has been fixed. The Fire Department is going through their process to allow those evacuated to reenter their properties. Traffic has been reopened in the area surrounding Main and Washington.

The City of Lowell was advised that AT&T struck a gas line at Main and Washington St. Consumers Energy responded immediately and is working to contain the issue. The affected properties in the immediate area have been requested to evacuate and that process has been completed. We ask that people and vehicles avoid the area. We anticipate this will last approximately two hours. We will provide updates as necessary. Voting at City Hall is still open.

We regret to inform you that Stoney Lakeside Beach will be closed today, July 30, 2024, due to elevated E. coli levels detected in the water. The health and safety of our community are our top priorities, and we are taking immediate action to address this issue.

The beach will remain closed until further notice while we conduct thorough testing and implement necessary measures to ensure the water quality meets safety standards. We will provide updates as soon as the situation is resolved.

We appreciate your understanding and cooperation. Please avoid swimming or any water activities at Stoney Lakeside Beach until it is officially reopened.

NOTICE OF ROAD CLOSURE AND DETOUR – MAIN STREET (M-21) AT WASHINGTON STREET BEGINNING MONDAY JULY 15, 2024

Main Street (M-21) at Washington Street is scheduled to be closed beginning on Monday July 15, 2024 for approximately one month for utility replacement and road reconstruction. All M-21 through traffic will be detoured around the construction zone per the attached detour route map. Local (non-truck) traffic may seek alternate routes via Monroe, Jefferson, Kent and Avery Streets.

The closure is part of the planned work to reconstruct Washington Street between Front Street and Fremont Street and will include:
Utility replacement (water, sanitary, and storm)
Full road reconstruction

A signed detour route will be posted directing M-21 traffic around the construction zone. Signage will be posted giving notice to motorists that all businesses will be open during construction.
When we have more definitive dates of the closure we will share this information.

City of Lowell and Lowell Charter Township Implement
Odd-Even Outdoor Water Restriction Through Sept. 30

The City of Lowell and Lowell Charter Township today announced an odd-even outdoor water restriction for municipal customers that goes into effect immediately through Sept. 30.

The restriction does not affect water used for drinking and bathing purposes. It limits when residents and businesses can water their lawns and landscaping to minimize the burden on the city’s water treatment plant during the warmer months.

Under the restriction, outdoor watering is allowed on odd days for properties in the city and township with an address that ends in an odd number. For example, an address of 611 can water on the first, third, fifth, seventh, etc. day of the month. For properties with an even address – for example, 610 – outdoor watering is allowed on the second, fourth, sixth, eighth, etc. day of the month.

Lowell City Manager Mike Burns and Lowell Charter Township Supervisor Jerry Hale ask for the community’s support of the outdoor water use restriction. Burns noted the City of Lowell is currently evaluating options to expand its water treatment plant to increase capacity. In this interim, he said, compliance with the restriction will help the municipalities avoid an outright ban on landscape irrigation.

The Monday April 1, 2024 meeting of the Lowell City Council is cancelled due to a lack of a quorum. Their is a special meeting of the City Council on Monday April 8, 2024 at 6 PM in regard to the Washington Street Project. The meeting for Monday April 15, 2024 meeting is scheduled as planned.

Take a look at all of the street and utility projects planned for the upcoming year and future years. Based on records on hand knowledgeable to the City, the City has completed more road improvements between the summer of 2020 and now than we have completed in the past 50 years. The city has added and accelerated projects in the past four years that were never in the original improvement plan, but thanks to certain funding sources that have come into place in the past four years, we have moved ahead. Several projects still need to be completed, but the city believes they have the revenue in place for the projects listed up to 2029. While the significant revenue source is still uncertain, we believe it's possible to add and accelerate additional road projects. Thank you for your patience.
