Minnesota law enforcement officials established Operation Safety Net to ensure everyone can safely have their voices heard and that people and property are protected. Operation Safety Net’s mission:
• Preserve and protect lawful First Amendment non-violent protests and demonstrations.
• Prevent large scale violent civil disturbances, assaultive actions, property damage, fires, and looting to government buildings, businesses, and critical infrastructure.
"Our individual jurisdiction financial folks are still making sure that we’re categorizing and document that. At some point in time, whether that’s through the state, through the county, and Minneapolis Police, Metro Transit. We will have those figures for you. We are certainly documenting those ourselves,” said Chief Arradondo. Accounting for OSN is underway and we will be able to report that to the public as soon as it's available.
Update: We are in phase four of OSN. This includes scaling back on resources with the ability to quickly increase them if needed.
“Right now, we are moving into phase four, so we are actively demobilizing in a strategic way. And at the same time, we certainly have resources available as we always do. For sure through to the weekend and into the foreseeable future to make sure that we’re ready in the event that something comes up, and at the same time, very hopeful that the last few nights are indicative of the future for Minnesota,” says Col. Langer, Minnesota State Patrol.
“We have started transitioning to phase four, we are going to be maneuvering our soldiers and airmen out of the Twin Cities Metro and back to their communities, back to their families, and back to their employers,” added Maj. Gen. Manke, MN National Guard.
There were no related arrests last night. This includes all agencies.

Operation Safety Net is bringing in help from other states to assist in preserving the safety of our communities and allowing people to express their First Amendment rights.
Governor Tim Walz issued a request under the federal Emergency Management Assistance Compact (EMAC) to bring in 123 state troopers from from Ohio and Nebraska to Minnesota.
The out-of-state troopers will report to the Minnesota State Patrol and will be assigned to security missions at key state facilities, allowing Minnesota State Patrol troopers and Minnesota Department of Natural Resources conservation officers to support Operation Safety Net in the metro area.

Hundreds of people participated in peaceful protests Monday as the jury began deliberations in the trial for former Minneapolis police officer Derek Chauvin. There were no arrests and minimal damage reported. Other updates:
➡️There were three burglary reports in Minneapolis.
➡️The Minnesota DNR reported an individual smashed the window of a DNR conservation officer’s truck while it was parked at metro-area hotel. The suspect stole the officer’s service rifle. The Ramsey County Sheriff’s Office is investigating.

• We are continuing to work with community organizations to bridge gaps between law enforcement and the community.
• We are planning daily, daytime news conferences this week to keep community members informed.
• De-escalation was a key component of calming the situation outside the Brooklyn Center Police Department, and it will continue to be a key component moving forward.
• Of the more than 3,000 Minnesota National Guard service members supporting Operation Safety Net, a majority of them are from the Twin Cities metro area, and more than 500 of them live in the ZIP codes most affected by the civil unrest last May and June. They are helping to protect First Amendment rights, critical infrastructure and prevent damage to property.
• We are not aware of any outside groups coming into Minnesota to cause harm or property damage.

Most of the people gathered in front of the Brooklyn Center Police Department have dispersed.
A curfew is now in effect until 6 a.m. in Brooklyn Center and 4 a.m. in Champlin.

A group of fewer than 40 people remains gathered outside the Brooklyn Center Police Department. Thanks to the crowd for making their voices heard and remaining peaceful.
Here are the curfews we know about at this time:
➡️ City of Brooklyn Center, MN: 11 p.m. Sunday to to 6 a.m. Monday.
➡️ City of Champlin: 11 p.m. Sunday to 4 a.m. Monday.
Members of the Minnesota National Guard, and other agencies, are accompanying emergency medical and fire responders in the Twin Cities metro area to provide security for first responders, enabling them to safely treat patients and save lives. These agencies are working as part of Operation Safety Net to protect lives and property and maintain peace.
"This event highlights the volatility and tension in our communities right now. I ask for peace as we work through this difficult time."
Two members are recovering from minor injuries after a drive by shooting near Penn Avenue and Broadway in Minneapolis around 4 a.m. today. The Guardsmen were part of an Operation Safety Net security team providing neighborhood security.
• One Guardsman sustained injuries from shattered glass and was taken to a local hospital for treatment.
• One Guardsman received superficial injuries.
