The City of Redding Electric Utility (REU), in partnership with the local Self-Help Home Improvement Project (SHHIP), received approval for its new Residential Electrification Assistance Program (REAP) from Redding City Council on June 18, 2024.
REAP is designed to save REU customers money on their total utility bills while reducing carbon emissions. The program offers income-qualified owners and renters free, efficient electric equipment to replace fossil-fueled appliances. REAP enables eligible customers to replace their gas-fueled furnaces with a heat pump HVAC system for heating and cooling. Additional electrification measures may include heat pump water heaters, heat pump clothes dryers, induction cooktops, electric vehicle chargers, and some energy efficiency measures.
The California Public Utilities Commission requires utilities to collect a public benefits charge of 2.85% of all retail sales to support public benefit programs. REU has allocated $1.2 million to the program, using a combination of funding sources: Public Benefits funding for building electrification upgrades and Low Carbon Fuel Standard (LCFS) funding for transportation electrification upgrades. While electricity usage will increase, customers should anticipate a reduction or elimination of their gas utility bill.
In many cases, the improvements offered through REAP will significantly improve the home’s comfort level and indoor air quality, resulting in improved health. Customers may see an annual overall utility bill savings of roughly $400 per year and a lifetime savings of up to 17 metric tons of carbon dioxide by fully electrifying their homes.
“For over 20 years, REU has offered assistance programs to income-qualified customers, including the Residential Energy Discount, CARES, and SHARES Programs,” says Lisa Casner, REU Resources Manager. “We are proud to include REAP in our offerings, saving customers on utility costs and reducing carbon emissions for a cleaner, greener Redding Community.”
Customers who qualify for the Low-Income Home Energy Assistance Program or the Department of Energy (DOE) Weatherization Assistance Program are also eligible. Find out if you qualify for REAP by visiting cityofredding.gov/assistance, shhip.org, or calling SHHIP at 530.378.6905.
Are you a renter or homeowner and need help weatherizing your home or paying for utilities? The Self Help Home Improvement Project (SHHIP) can help. In the past year they have helped weatherize and/or repair 1,800 homes and assisted 1,500 residents with utility payments in Shasta and Tehama counties.
The City of Anderson will be hosting several free workshops where you can learn more and sign up for these assistance programs. The first one will take place, Tuesday January 23rd from 2-4 pm at City Hall.

In order to apply for assistance, bring the following to a workshop:
-All utility bills from the last 30 days
-Proof of Calfresh, if applicable
-Proof of income from the last 30 days
-Proof of ownership of the home, if applicable
-Shut off or late notices for a utility
-Social security number
-Proof of the year the home was built
-Quote for 100 gallons of fuel if the home has propane or kerosene
