California Fines Blue Shield for Illegally Charging Patients for Contraceptives | KQED 09/03/2024

State health regulators have fined Blue Shield of California $250,000 for illegally charging hundreds of its members for contraceptive health care services. The insurance company also paid $228,254 in reimbursements to the members who were incorrectly billed, the California Department of Managed Health Care announced on Thursday. Under state law, health insurance companies must cover contraceptive drugs, devices and products such as birth control and intrauterine devices (IUDs) at no cost to the patient.

Last week, the Members of the Medical Board of California (Board) elected Kristina D. Lawson, J.D., to continue serving as Board president. In addition, Board members chose Dr. James M. Healzer, M.D., to be the Board's vice president, and Dr. Michelle Anne Bholat, M.D., MPH, as Board secretary. Lawson has served as Board President since May 2024, and previously from November 2020 to August 2023. Dr. Healzer was previously the Board's Secretary.

Two California hospitals are moving forward with plans to suspend labor and delivery services this fall, according to local news reports. Hemet (Calif.) Global Medical Center, a 327-bed facility, plans to close its labor and delivery department this fall. ... Births and intensive care services at the 49-bed Santa Paula (Calif.) 57% of rural hospitals lack maternity care: 19 states with the biggest gaps 08/26/2024

In the past five years, over 100 rural hospitals have stopped delivering babies, contributing to the 57% of rural U.S. hospitals that lack labor and delivery services.

This finding comes from the Center for Healthcare Quality and Payment Reform. Its July report details the number of rural hospitals by state that lack maternity care services, those that do offer such services, the financial losses incurred from maternity care and the travel time to the nearest hospital providing OB services.
