We are the HEA local affiliate of the Texas State Teachers Association/NEA.
We are committed to securing the best possible working environment for employees and the best possible learning environment for students. We participate in the political process and intend to endorse and help elect candidates for school board as well as advocate daily for our members.

HEA welcomed 40 ESP members who stopped by to pick up lunch, get a cooling towel and other goodies from the union. This was our annually summer event to honor those working year round.
Thank you to the school board members (Mr. Moreno, Ms. Ruiz, Ms. Ortiz and Mr. Luna) who stopped by at different times to show their support of the hourly workers. A special “thank you” to Capn’ Jim’s for hosting HEA. Mr. Mancha was cooking and Mrs. Mancha was preparing the meals for members.
Ovidia Molina, TSTA President, came to assistance HEA in greeting members and passing out lunch. Thank you to the HEA members who gave their time to greet and interact with their HISD colleagues, Maricruz Martinez, Debra Zuniga, Josephine Calderon, Ivonne Estrada, Helen Ortiz, Rose Maria Martinez, & Aissa Velasquez. HISD passed a 2% general pay increase of the midpoint for all employees with equity adjustment as needed.
The raise for those on the teacher pay scale is $1,275. For those on different pay grades, it is calculated at the midpoint of that scale.
$1,000 Retention Stipend in August pay check for ALL eligible employees.
You must have been employed with Harlandale ISD for the 2023-2024 School Year AND employees must return for the 2024-2025 School Year.
New Hires for the 2024-2025 school year must be employed and onboard by August 1st to receive the recruitment stipend.
Please attend and speak about a pay increase at one of the meetings listed below. The following is what was presented at the budget workshop this Wednesday.
Administration’s Budget Proposal
One time Stipend of $1,000 for eligible staff to be paid on or before 08/31/2024. This is for all employees currently hired and start work for the 24-25 school year.
Teachers: A 1% pay increase calculated as a percentage of market median salary.
Classified, Clerical/Paraprofessional, and Administrative Pay Scales: A 1% pay increase calculated as a percentage of employees’ pay grade midpoint.

Join HEA at the Special Called School Board Workshop this Wednesday, May 29 @ 6:15 PM. The administration will present their recommendations regarding the compensation plan for 24-25. Please wear your HEA t-shirt or blue. Stand with HEA as we advocate for a pay increase.
HEA members celebrated Teacher Appreciation Week. We thanked Natalie Clifford for her years of service as president and welcomed Maricruz Martinez as the new president.

TSTA Teacher Moonlighting and Morale Survey
Faculty at Sam Houston State University conduct this survey for TSTA every couple of years to update data on the reality of being a schoolteacher in Texas. Respondents are asked to answer questions about their experience, moonlighting, morale, salaries, out-of-pocket expenses, and other issues affecting their ability to do their jobs.
All responses are strictly confidential, and they are important to TSTA as we continue our work to improve salaries and working conditions for educators and learning opportunities for students. Overall results will be shared with the news media later this year.

TSTA is supporting incumbent legislators in both primaries because they stood with us against vouchers. If you haven’t voted yet and you live in one of their districts, they need and have earned your vote.
