HIP 124: Securing IOT Governance Through Staking Rewards Passed
HIP 124 introduces rewards for veIOT holders who actively participate in governance votes on the IOT subnetwork. This proposal is aimed at boosting voting turnout in the IOT Network's governance. HIP 124 passed with 95.26% votes in favor, which is above the passing threshold. 🎉 View results here: https://heliumvote.com/iot
Next steps:
Implementation will begin after current protocol work on the IOT Network is completed, including on-chain Organizationally Unique Identifiers (OUI) as specified by HIP 116. The implementation of HIP 124 is expected to take 5-8 weeks including development and security audits.

MOBILE Network HIP 131 Implementation ✅
This is a notice for HIP 131 implementation. Service Providers now have the ability to mark Hotspots as ineligible for PoC rewards based on cellular tower correlation data called Call Detail Record (CDR). As of today, the first set of Hotspots have been added based on this expansion of HIP 125’s mandate.
The changes immediately occur for Wi-Fi hotspots and in 14 days for CBRS radios. See the list of Hotspots banned from earning PoC in the Helium Discord HIP 131 channel. https://discord.gg/helium

Less Than 24 Hours Left to Vote on HIP 124 ⏳
The clock is ticking! There are just a few hours left to cast your vote: https://heliumvote.com/iot
HIP 124 proposes to increase IOT Network voting turnout by rewarding veIOT holders who actively participate in governance.
Key Points:
* veIOT: Locking your IOT tokens already grants token holders the ability to participate in governance votes on the IOT subnetwork but if this proposal is implemented, they will also receive IOT rewards.
* Rewards: Up to 4% of total IOT emissions will be allocated as rewards to users who lock their IOT and who actively participate in voting. These rewards are drawn from the emissions previously set aside for future decentralized oracles.
* Voting Participation: To qualify for rewards, you must participate in at least 2 out of every 4 governance votes.
* Abstain: Every vote will include an "Abstain" option, allowing you to participate and earn rewards, even if you’re unsure about future proposals.
If this proposal passes, core developers will begin working on implementing this feature in the IOT Network. The authors believe it could significantly increase governance participation, safeguarding the network from potential governance attacks.
Whether you vote directly or delegate your votes to a proxy (when available), your vote is important for the Helium IOT Network's future.

MOBILE Network HIP 130 and 131 Passed ✅🎉🎉
HIP 130 passed with 96.62% votes, and HIP 131 passed with 99.37% votes, both of which are above the passing threshold.
With the passing of HIP 130, compatible Wi-Fi access points (including ones already deployed in venues all over the world, can be configured to support MOBILE Service Providers like Helium Mobile. These Data-Only Hotspots will only earn rewards for passing paid data and will not receive rewards for Proof-of-Coverage or Hex Boosting rewards. Implementation details will be released soon by Helium Core Devs and Nova Labs.
HIP 131 allows Service Providers to start affecting gaming within Oracle Hex boosting areas, as well as Service Provider Boosted hexes, but only within the highest-earning areas. This will utilize the same cellular tower correlation data called Call Detail Record (CDR) and automation that has been employed thus far for the anti-gaming HIP 125, in preparation for the full implementation of HIP 118.
After 7 days from this notice, Wi-Fi hotspots will need to be verified and mapped using tower correlation/CDR to qualify for PoC rewards in dense urban areas (defined in HIP 103). In the case of CBRS radios, that will happen in 21 days of this notice.
Understanding Carrier Offloading 🤳🏼
In the telecom industry, carrier offloading is something your cellular provider uses to increase service quality and manage costs. When mobile networks experience heavy traffic, operators redirect some of that traffic—such as data, voice, or messaging—from the main cellular network to alternative networks like Wi-Fi or other wireless technologies. 🛜📡
This process eases congestion on the cellular network, making it more reliable for users, helps operators optimize their resources, and reduce operational expenses. 🤙🏼
Imagine you're at a packed concert, and everyone around you is on their phone, trying to upload videos or message friends. The network is overwhelmed! This is where carrier offload comes to the rescue— by shifting some of that traffic to Wi-Fi, so you can stay connected even in the middle of the crowd.
Another example is when you're driving through a rural area and hit a dead zone with no cellular signal. Instead of losing your connection completely, carrier offload kicks in, switching you to an available Wi-Fi network, keeping you online even when the cellular network can't.
“The Helium Carrier Offload Program is one of the most exciting developments in recent memory,” says Nicholas Garcia, Research Analyst at Messari. Telecom carriers are tapping into Helium’s network, creating more opportunities:
- Carriers provide more reliable service.
- The Helium community benefits from increased traffic, more utilization of Helium Hotspots and more Data Transfer rewards.

🔹 HIP 130: Data Only MOBILE Hotspots
In this proposal, the concept of a Data-Only MOBILE Hotspot is introduced. Data-Only MOBILE Hotspots are any Wi-Fi Hotspots that support Passpoint authentication and do not need to be purchased from a certified Helium Hotspot vendor.
If this proposal passes, any compatible WiFi access point (including ones already deployed in venues all over the world, can be configured to support MOBILE Service Providers like Helium Mobile. Data-Only Hotspots will earn rewards for passing paid data but will not receive rewards for Proof-of-Coverage including Carrier and/or Oracle Hex Boosting.

🔹 HIP 131: Bridging Gap Between Verification Mappers and Anti-Gaming Measures
This proposal amends the measures in HIP-125 (Temporary Anti-Gaming Measures For Boosted Hexes) to be extended to “Oracle Hex Boosts” (HIP-103 - MOBILE Oracle Hex Boosting) and furthers the expectations of HIP-118 (Verification Mapping for MOBILE Network).
In order to combat new malicious activity and further bridge the gap between HIP-125 and the full implementation of HIP-118, this HIP will allow Service Providers to start affecting gaming outside of Service Provider Boosted hexes but only within the highest earning areas of HIP-103 using the same Call Detail Record (CDR) data and automation they have been using thus far for HIP-125, in preparation of the full implementation of HIP-118.

HIP 129 Passed: MOBILE Carrier Beta ✅
HIP 129 has been approved by the community! With the passage of HIP 129, all MOBILE Hotspots will be automatically eligible to participate in the carrier offloading beta.
Helium Mobile, as the manufacturer of the Hotspots has turned this on for all Hotspots as of 8/15/24. Inclusion in any carrier's beta is at the discretion of the carrier. You can see whether a carrier has selected your Hotspot to participate in a beta in the Helium Mobile Hotspot Dashboard, with an option to opt out at any time.

HIP 128: ENERGY Subnetwork⚡🔥🎈
Vote now on HIP 128! A proposal that establishes the ENERGY Subnetwork within the Helium ecosystem. This proposal outlines an economic framework to integrate decentralized energy resources, such as solar power production and battery storage, as a subnetwork, giving the community access to participate in the energy market.
It’s important to note that if HIP 128 passes, it will set the foundation for the economic structure of the ENERGY Subnetwork. However, this does not mean the ENERGY token will be immediately available as an incentive. Ownership of a compatible distributed energy resource will be required to participate directly in the network.
As this proposal sets the economic framework, ENERGY would require another launch vote similar to HIP 77. ENERGY aims to increase the addressable market of the overall Network, offer new utility for Hotspots, and increase token utility.
🗳️ Vote for this proposal if you support the economic framework, or vote against if you believe further changes are needed.
