Hampton Village Pediatrics stands in science and in solidarity and complete support of the LGBTQI Community!

DPH PUBLIC HEALTH STATEMENT AND ADVISORY: Thursday, Attorney General Andrew Bailey released a proposed emergency rule placing many new restrictions on gender affirming health care for Missourians of all ages. If approved by the Secretary of State, the onerous requirements will make it much more difficult for transgender and gender nonconforming individuals to access care. The Saint Louis County Department of Public Health stands with transgender members of our families, workplaces, and broader communities and affirms that transgender residents have the right to access clinically appropriate medical care. We denounce efforts to limit access to necessary health care services and interfere in clinical care decisions best left to individuals seeking care and their medical providers.

The Attorney General’s emergency regulations institute extreme restrictions that require: (1) medically documented gender dysphoria for three years; (2) at least 15 consecutive therapy sessions over 18 months; and (3) that all mental health conditions are treated and resolved prior to gaining access to gender- affirming care. These arduous limitations, among many other restrictions in the emergency rules, would impose barriers to care that are nearly impossible for providers, parents, and transgender people to overcome. The regulations would go into effect April 27, 2023 and expire on February 6, 2024.

There is strong consensus among medical professional organizations, including the American Medical Association, the American Psychological Association, the American Academy of Pediatrics and the Endocrine Society, that individualized gender-affirming care for transgender people is medically necessary and effective. Prohibiting evidence-based clinical care not only directly harms the health of individual patients, but also reinforces discrimination, stigma, and negative mental health outcomes for the wider transgender community. Transgender youth of color are even more vulnerable due to the added negative impacts of systemic racism and marginalization. Providing gender affirming care, on the other hand, can improve mental health outcomes for transgender and nonbinary individuals. Children and young adults receiving gender affirming care experience lower risk of depression and suicidality.

Any person affected by this rule on gender-affirming care is encouraged to contact:

• Legal Help Desk at Lambda Legal or the ACLU of Missouri for more information on their legal rights.
• Metro Trans Umbrella Group (MTUG) for local services and resources available to transgender folks. MTUG maintains a list of inclusive therapists and medical providers.
• Trans Lifeline at 877-565-8860 or the St. Louis Queer+ Support Helpline at 314-380-7774 for emotional, identity-affirming support.

We would also like to inform residents that gender affirming care is available in Illinois. It may be accessed at a variety of providers including Planned Parenthood of Illinois facilities, which provide gender affirming hormone therapy to transgender and gender nonconforming people 16 and older. Locations provide their full range of services including behavioral health, sexual and reproductive health care, and gender affirming hormone therapy in a compassionate and gender affirming manner.

DPH recommends that health care providers who have transgender patients take the following actions prior to the effective date of the emergency regulations:
• Contact transgender patients to provide referrals to out-of-state gender affirming care physicians.
• Provide immediate assistance to transgender patients requesting their medical records.
• Ensure transgender patients have the care they need, while they are still able to access it.
• Contact their medical licensing board for any needed clarification on the regulations.

Gun locks are available for pick up at city firehouses, police stations and libraries. We urge parents to get involved with Educators For Gun Safety to learn more.

“We each have to make a decision. We can either rise to this challenge, or watch more of our children needlessly die. Every adult in our community, from educators to parents to neighbors, has a role to play. Children need supervision to keep them safe. As educators, we can help parents in our city know how to safely lock and store guns, and how to talk to their kids about guns. We can help parents understand what questions to ask their kids about guns, what questions to ask about gun safety when their kids visit friends and other places. We all have to stand up. Our kids’ lives are on the line.”
