“We purchased our house in August 2016. The yard consisted of the apple tree and dead weeds. We knew that we didn’t want a traditional lawn, so the next spring we built a few raised beds and started vegetables from seed. Every year since then, we have added beds or redesigned the ones we have. Each year it is different, flowers have become more prominent, and somehow it keeps getting more varied, fuller, and maybe a little bit chaotic by late summer, but we love it.”

LAB TECHNICIAN
City of The Dalles
Closing Date: Open until filled, first review of applications August 30, 2024.

This is a Union eligible position at the City Water Treatment Facility. The position is classified as Safety Sensitive and subject to pre-employment drug testing as well as extensive criminal history check. Under the supervision of the Water Quality Manager, this employee serves as laboratory director of an ORELAP-certified Water Quality laboratory. The employee is responsible for laboratory oversight to maintain Oregon and Washington State accreditation for bacteria and nitrate compliance analyses. They will perform water analyses, associated quality assurance and quality control (QA/QC), prepare and submit compliance reports, schedule and conduct client sample analyses, perform laboratory support work, and collect water samples. The position serves as a Lead Operator for laboratory operations and is responsible to train and guide the work of the Environmental Services Technician (EST) as it relates to biolaboratory operations. Additionally, this employee shall become certified in Water Treatment and function as a Relief Plant Operator for the Wicks Water Treatment Plant.

WORKING CONDITIONS:
Duties are performed primarily in the Water Quality laboratory and water treatment plant; but travel to meetings both in and out of the City and collection of samples outdoors is also required.

QUALIFICATIONS:
Thorough Knowledge of:
• Basic microbiology and chemistry.
• Operation and care of lab instruments.
• Wet chemistry, solutions, accurate volumetric measurement, aseptic technique, and laboratory safety.
• US-EPA, and ORELAP, rules and guidelines necessary to maintain laboratory certification status.
• Regulations applying to drinking water and wastewater.
• Mathematics and statistics necessary for routine calculations of test results and treatment plant operations.
• Computer skills in Microsoft Word, Excel, Publisher, PowerPoint, Access, QuickBooks
Ability to:
• Perform the following basic bacteriological techniques with minimal supervision: spread plate, bacteriological smears, presence/absence coliform, Quanti-tray, culture transfers, and decimal dilutions.
• Perform nitrate analysis by spectrophotometer and ion specific electrode.
• Conduct analyses with proficiency in aseptic technique.
• Effectively communicate orally, and in writing, with department staff, regulatory agencies and the general public, and make presentations to groups as may be necessary.
• Follow oral and written directions.
• Prepare neat, accurate, and complete records from data generated.
• Ascend and descend stairs and ladders.
• Perform essential job functions.

EXPERIENCE AND TRAINING:
Any equivalent combination of education and experience which meets the ORELAP requirements, and provides the applicant with the knowledge, skills and abilities to perform the job accurately with minimal supervision.
Minimum Requirements:

EDUCATION: Per ORELAP requirements: Bachelor's degree in a laboratory science field, preferably in microbiology, biology, chemistry, environmental science, physical science, or engineering.

EXPERIENCE: Academic or employment laboratory experience in test methods for which the City Water Quality Lab is accredited, and care/operation of lab equipment. Employment experience of at least one year in sanitary microbiology (water, milk or food) and inorganic chemistry is desirable

CERTIFICATIONS AND/OR LICENSES:
A valid Driver’s License is required. Oregon Class II Water Treatment Certification and Filtration Endorsement is desired within 36 months of hire.

Wage and Benefits: $64,823.92 to $77,403.15 annually with new hires typically starting in the range of $64,823.92 to $68,771.70 depending on qualifications. The City provides Medical, Dental and Vision and Life/AD&D Coverage.

The City of The Dalles Public Works Department will be painting the center and side lines on several streets throughout the community on Monday August 12 through Thursday August 15, 2024 beginning at 6:00 am each day, weather permitting.

Motorists are asked to watch for the crews and avoid driving on the wet paint. The paint truck will be preceded and followed by warning vehicles, with signs calling attention to the wet paint. The trucks will be spaced according to the necessary drying time of the paint. Attempting to pass or drive between the trucks will result in a messy striping job and paint damage to the motorist’s vehicle.

The purpose of this project is to provide clear lane and bike path designations for the safety of the traveling public.

Motorists are strongly advised to avoid the wet paint because it cannot be easily removed from vehicles.

Please proceed with caution around work areas and observe all temporary traffic control devices. Thank you for your assistance during this work.

The City of The Dalles Local Government Academy is designed to give civic-minded community members learning experiences that provide participants with the opportunity to learn more about how our local government runs as well as an in-depth view of City operations, services, and programs. The Academy will consist of classroom-style presentations, tours, and conversations with City staff and elected officials. It is our hope that these experiences will provide the necessary guidance and background knowledge that will motivate participants to engage in local government by running for elected positions or volunteering as members of City boards, committees, and commissions.

Eligibility Requirements:

• Must be at least 18 years of age (not applicable to nominated high school students)
• Have an interest in future participation in local government

The City of The Dalles is recruiting for an Equipment Operator for our Public Works Department. This full-time, union eligible position is assigned to the Transportation Division.

- Position is subject to pre-employment drug/alcohol testing and background check.

Performs a variety of skilled and semi-skilled tasks in the construction, maintenance and repair of City streets, alleyways, City rights-of-way, storm-water collection systems, and building maintenance. Use of computer to document work order response, fleet maintenance records and time entry. Operates and maintains equipment necessary to achieving these service objectives. May be assigned to assist in water distribution, wastewater collection, storm-water system activities, as well as assisting with General Service activities.

MINIMUM QUALIFICATIONS:
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job.

TRAINING: High School Graduation (or equivalent) is required. Additional training in construction safety practices complying with state and federal regulations and construction standards policy of APWA in regards to streets is desired.

EXPERIENCE: Two (2) years’ experience in street operations is desired. Developed skills in the operation of construction equipment necessary to this job.

CERTIFICATIONS AND/OR LICENSES:
A valid Class A Commercial Driver’s License (CDL) with "Tanker" endorsement within 6 months of the time of hire is required.

Pay: $56,453.54 to $67,408.48 per year plus a generous benefit package including: Medical, Dental, Vision, FSA, HRA-VEBA, Long-Term Disability AD/D, and Employee Assistance Program. Retirement contributions start after one-year all paid by the City at 13.5% of base wage.

QUALIFICATIONS:
This position requires the ability to manage multiple tasks simultaneously with knowledge of library operations. A typical way of attaining this knowledge and ability is with the following qualifications.

Education/Training: Bachelor’s degree preferred. However, any combination of education and experience equivalent to graduation from high school or GED, plus experience in a library environment would be acceptable. Bilingual, English-Spanish a plus.

Experience/Training: A minimum of two years’ experience working with youth in a similar role.

License or certificates: Driver’s License

Compensation:

TOPIC: Downtown Area Water Quality Notice

FOR RELEASE: IMMEDIATELY

On the afternoon of Friday August 2, 2024 multiple fire departments responded to a fire near the intersection of Webber Street and River Road. Fire fighting activities resulted in increased flow rates of water in the City water mains. It is possible that these increased flow rates within the mainline pipes may stir up accumulated rust and sediments from within the pipes which may cause the water in the downtown areas to look cloudy or discolored.

As the fire emergency subsides, flow rates within the City water system will return to normal. Any discolored water that customers may experience should be readily cleared by flushing your pipes before consumption. Although discolored water won’t make you sick, you might want to flush your pipes for several minutes before drinking or washing.

If the water does not clear, please contact the Public Works office at 541-296-5401, 7:00 a.m. to 4:00 p.m., after hours (541) 980-7703.

TOPIC: Reminder: Pavement Preservation Projects Continue, Week of July 29, 2024

FOR RELEASE: IMMEDIATELY

The week of July 29, 2024, City crews and contractors will apply fog seal to all streets that received chip seal treatment last month. These fog seal projects will require short duration road closures between 7:00 a.m. and 5:00 p.m. at each location. Detours will be in place during work hours.
This road work is expected to extend the service life of the pavement structure.

Please proceed with caution in these areas during construction times and observe all temporary traffic control devices. Thank you for your assistance during this work.
