Biden grants $6 billion to Micron to boost chip production

WASHINGTON —

U.S. President Joe Biden was in Syracuse, New York, Thursday to tout a deal to provide memory chip maker Micron Technology with $6.1 billion in federal grants to support the firm in building factories in the states of New York and Idaho.

“We're bringing advanced chip manufacturing back to America after 40 years,” Biden said Thursday. He said the funding, paired with a $125 billion investment from Micron, represents the “single biggest private investment ever in history of these two states.”

The investment will support the construction of two plants in Clay, a suburb of Syracuse, New York, and one in Boise, Idaho. The grant will unleash “$50 billion in private investment by 2030 as the first step towards Micron’s investment of up to $125 billion across both states over the next two decades,” the White House said in a statement.

The deal was announced last week by Senate Majority Leader Chuck Schumer, a Democrat from New York, who personally lobbied Micron to invest in his state. It’s the latest in a series of awards given by the administration, intended to shore up domestic production of advanced semiconductors using funds from the CHIPS and Science Act of 2022. The aim is to boost domestic manufacturing and reduce reliance on chip supplies from China and Taiwan.

This investment will “supercharge Micron to build the most advanced memory chip factory in the world, Schumer said Thursday. “America's future will be built in Syracuse, not in Shanghai.”

The administration recently awarded Samsung, Taiwan Semiconductor, Intel, GlobalFoundries, Microchip Technology, and BAE Systems, more than $29 billion in federal grants for chipmaking investments. It’s part of an effort to catch up in the global semiconductor manufacturing race currently dominated by China, Taiwan and South Korea.

The U.S. share of global semiconductor manufacturing capacity has decreased from 37% in 1990 to 12% today, largely because other governments have offered manufacturing incentives and invested in research to strengthen domestic chipmaking capabilities, according to the Semiconductor Industry Association.

To address such stiff foreign competition, the $280 billion bipartisan CHIPS and Science Act offers $52 billion in incentives for domestic semiconductor production and research, as well as an investment tax credit for semiconductor manufacturing.

Manufacturing revival

The announcements are part of the economic vision the president is offering to voters in his re-election bid – that he is working to create a manufacturing revival in the country, including in Republican-controlled districts such as where the Micron plant will be located.

“Micron’s total investment will be the largest private investment in New York and Idaho’s history, and will create over 70,000 jobs, including 20,000 direct construction and manufacturing jobs and tens of thousands of indirect jobs,” the White House said.

Ahead of the November presidential election, Biden’s strategy appears to be to announce investments in manufacturing facilities in Georgia, Idaho, North Carolina and Ohio, states where Democrats lack a strong foothold.

It is not clear whether the approach will succeed as voters will not immediately feel the effects. The initial phase of the Micron project, for example, would see the first plant opened in 2028 and the second in 2029.

Meanwhile, voters are concerned about high inflation, and dislike Biden’s economic job performance. A recent Reuters/Ipsos poll shows 34% of respondents approving of Biden’s approach on the economy, compared to 41% who favor the approach of former president Donald Trump, the presumptive Republican nominee.

Still, Biden’s trip to New York is an opportunity for him to celebrate another victory following a string of good news for the president. On Wednesday, he secured the endorsement of the North America’s Building Trades Unions and signed a $95.3 billion aid package for Ukraine, Israel and Taiwan after months of congressional gridlock.

FACT SHEET: Biden-⁠Harris Administration Announces New Actions and Funding to Address the Overdose Epidemic and Support Recovery

$1.5 billion awarded to all states and territories to beat the opioid crisis and support people in recovery

President Biden recognizes the devastating impact the overdose epidemic has had on this nation – reaching large cities, small towns, tribal lands, and every community in between. That’s why in his first State of the Union, President Biden made beating the opioid crisis a key pillar of his Unity Agenda, and outlined critical actions the Biden-Harris Administration is taking to address this crisis and support the tens of millions of Americans in recovery.

Awarding $1.5 Billion for all States and Territories to Address Addiction and the Opioid Crisis. The U.S Department of Health and Human Services (HHS), through the Substance Abuse and Mental Health Services Administration (SAMHSA), awarded nearly $1.5 billion to support states, tribal lands, and territories’ efforts to address the opioid crisis and support individuals in recovery. The grants are part of SAMHSA’s State Opioid Response and Tribal Opioid Response grant programs. The grant programs provide funding to states and territories to increase access to treatment for substance use disorder, remove barriers to public-health interventions like naloxone, and expand access to recovery support services such as 24/7 Opioid Treatment Programs. The funding will also allow states to increase investments in overdose education, peer support specialists in emergency departments, and allow states to invest in other strategies that will help save lives in hard-hit communities. Investing over $104 Million to Expand Substance Use Treatment and Prevention in Rural Communities to Beat the Overdose Epidemic. HHS’s Health Resources and Services Administration (HRSA) announced investments of over $104 million to public, private, and non-profit entities working to expand access to treatment and prevention services for substance use disorder in rural communities. This effort is part of the Rural Communities Opioid Response Program (RCORP), a multi-year initiative aimed at reducing the prevalence of substance use disorder and preventing overdose deaths in rural America. This funding will help create new sites that provide medication-assisted treatment for opioid use disorder in rural communities, support workforce mentorship and training, and allow communities to invest in education and outreach to prevent and treat substance use disorder.

Investing $20.5 Million to Increase Access to Recovery Supports. HHS through SAMHSA, is awarding $20.5 million in grant funding to organizations that help connect individuals who have substance use disorders with community resources. This funding will help individuals with substance use disorders who are moving through the drug court system restabilize their lives by expanding prevention and treatment programs and increasing access to community behavioral health promotion services.

Releasing New Guidance to Support and Facilitate Greater Access to FDA-approved naloxone products. Today, the U.S. Food and Drug Administration (FDA) issued guidance intended to facilitate the distribution of FDA-approved naloxone products, with the goal of saving lives by supporting the drug’s increased availability to underserved communities who need access the most. The guidance, which is effective immediately, helps to address some of the obstacles that have existed in obtaining access to naloxone and may help eligible community-based programs acquire FDA-approved drugs directly from manufacturers and distributors.

Announcing Additional Funding for Law Enforcement Officials on the Front Lines of the Overdose Epidemic. In April, to support implementation of President Biden’s National Drug Control Strategy, ONDCP announced $275 million for the High Intensity Drug Trafficking Areas (HIDTA) Program to support law enforcement officials working to reduce violent crime, improve data sharing, and dismantle illicit finance operations of drug traffickers. To further support these efforts, today ONDCP announced an additional $12 million for new HIDTAs, public health and public safety partnerships working to prevent overdoses, and efforts to prevent gun crimes associated with drug trafficking, all of which will make our communities safer and healthier.

Releasing New Guidance for Employers to Create Recovery-Ready Workplaces. The Department of Labor’s Employment and Training Administration (ETA) launched the Recovery-Ready Workplace Resource Hub with information and resources for businesses, unions, and others exploring the benefits of becoming recovery-ready workplaces. The hub was developed with support from numerous federal partners and will be updated and expanded over time.

Deploying Financial Sanctions to Disrupt Global Drug Trafficking Operations. Since the issuance of President Biden’s Executive Order (E.O.) 14059 in December, the Treasury Department’s Office of Foreign Assets Control (OFAC) has used this new authority to designate 27 individuals and 17 entities involved in drug trafficking. Recent actions include designations of individuals tied to the Cartel de Jalisco Nueva Generacion (CJNG), a violent Mexico-based organization that traffics a significant proportion of illicit fentanyl and other deadly drugs that enter the United States. Working with the U.S., foreign partners, and industries, the U.S. Department of the Treasury will use sanctions to target the global fentanyl supply chain, particularly in Mexico, to disrupt the illicit production of synthetic opioids like fentanyl, which continue to drive overdose deaths. To support these and other efforts, President Biden’s FY 2023 budget request calls for a historic investment of $42.5 billion for National Drug Control Program agencies, a $3.2 billion increase over the FY 2022. Significant increases in funding are for critical public health interventions including research, prevention, treatment, and recovery support services, with targeted investments to meet the needs of populations at greatest risk for overdose and substance use disorder. President Biden’s budget request also includes increased investments for law enforcement officials working to reduce the supply of illicit drugs like fentanyl that are driving the overdose epidemic.

Consistent with federal law, none of the initiatives or investments announced today will be used to purchase or distribute drug paraphernalia, including pipes.

A Safe Haven Foundation (ASHF), one of the largest transitional housing providers in Chicago, proposes to create an onsite Integrated Behavioral Health Center at its main facility in order to increase capacity and expand services for people experiencing homelessness. The Integrated Behavioral Health Center will include clinical treatment for Substance Use Disorders (SUDs), Co-Occurring Disorders (CODs), and mental health counseling, as well as primary care and pharmacy services. The geographic catchment area is All Chicago Continuum of Care (IL-510) encompassing a population of focus that self-identifies as: non-Hispanic Black (75%) or Hispanic/Latinx (11%); under age 24 (24%) or age 25 or older (76%); male (67%) or female (32%); and, as homeless households with children (25%). With the support of its partners - Rush Substance Use Disorder Center of Excellence at the Rush University Medical Center, West Side Heroin/Opioid Task Force and A Safe Haven LLC. - the ASHF Integrated Behavioral Health Center anticipates assessing 5,000 individuals experiencing homelessness or at risk of homelessness, annually, and intaking approximately 1,000 (25%) for SUDs, CODs, and/or mental health counseling. During the grant period of performance, ASHF endeavors to earn CARF Accreditation and status as a Certified Community Behavioral Health Center with support from MTM Services LLC for its Integrated Behavioral Health Center. ASHF's goals are :

(1) Create an onsite Integrated Behavioral Health Center for clients in ASHF's transitional housing services.

(2) Increase outreach activities to individuals who are experiencing homelessness and who need or feel the need for SUDs/CODs treatment or mental health counseling.

(3) Reduce substance use among clients participating in treatment programs from ASHF's Integrated Behavioral Health Center.

(4) Reduce symptoms among clients diagnosed with a mental health disorder who receive treatment from ASHF's Integrated Behavioral Health Center. the strategies and interventions will include a holistic approach of evidence-based practices for housing first, harm reduction, motivational interviewing, intensive case management, peer support and community reinforcement. The Center's objectives on behalf of participants are a) to treat 80% of individuals experiencing homelessness who are assessed to need SUDs/CODs/mental health treatment and b) to reduce the use of substances and mental health symptoms for 80% of clients who enroll in treatment programs. Based typically annual volume of clients, ASHF Integrated Behavioral Health Center anticipates screening 5,000 individuals per year, diagnosing 1,000 clients (25%) as candidates for SUDs/CODs/mental health treatment, intaking 800 clients (80% of diagnoses) for behavioral health services, and assisting 640 clients (80% of intakes) to reduce use of substances, to reduce symptoms of CODs and trauma over the course of the year.

6 Ways to Get Financial Help From the Government

There are federal and state grants and loans for people who are struggling to make financial ends meet. While not exactly "free money," these taxpayer-funded programs connect individuals and families with resources to help pay for such expenses as utilities, groceries, college tuition and even a down payment on a home.

Each program has its own set of qualifications, many of which are income-based. Having that information ready can make the application process go smoothly. (Find out how the government defines low income: What is considered low income?)

1. Get help with utility bills and groceries

Need help covering the costs of energy, phone service and groceries? These programs may be able to help:

The Low Income Home Energy Assistance Program helps low-income households cover heating and cooling costs. Grants are issued via states, which receive funding from the Department of Health and Human Services. Each state sets its own eligibility requirements, including income levels.

The Lifeline program offers discounted phone or internet service. You must meet certain eligibility requirements.

The Supplemental Nutrition Assistance Program, or SNAP, is for families who meet income requirements in their state. If approved, families receive benefits each month on an Electronic Benefits Transfer, or EBT, card, which works like a debit card that can be used in authorized stores. Learn ways to stretch your SNAP benefits even more.

2. Find money for child care

Child care is a major expense for many families . Annual costs for infant care range from just shy of $5,000 in Mississippi, Texas, California, Kansas, Georgia to more than $22,600 in Washington, D.C., according to the Economic Policy Institute, a nonprofit organization focused on low- and middle-income workers

The Child Care and Development Fund can help ease the burden for low-income families. Administered by the U.S. Department of Health and Human Services, the fund gives states, territories and tribes money to distribute to families to help pay for child care. Grants are income-based and typically cover care for children under 13. 3. Recover unclaimed money

Unclaimed money isn’t so much free as it is money owed to you. About 1 in 10 Americans have unclaimed money, according to the National Association of Unclaimed Property Administrators. These unclaimed funds are turned over to the state when the owner can’t be located, often due to a clerical error or companies having an old address on file. Students can apply for the Pell Grant by completing the Free Application for Federal Student Aid, or FAFSA.
