NATCA is proud to represent air traffic control specialists at 142 Federal Contract Towers, managed by Midwest Air Traffic Control Services, Robinson Aviation (RVA), Inc., RVA-CI Squared Aviation, Inc., and Serco Management Services, Inc. These towers typically employ between five and 10 controllers, many of whom are retired FAA and military personnel.

Additionally, NATCA represents specialists at Department of Defense (DoD) towers, including Marine Corps Air Station Cherry Point (NKT), Kalaeloa Tower (JRF), Los Alamitos Army Airfield (SLI), Wheeler Army Airfield (HHI), and 259th ATC Squadron Louisiana National Guard (AEX).

Today, we’re thrilled to spotlight and welcome the members from these newly organized facilities who recently voted to join NATCA in the past few months: Stennis Federal Contract Tower (HSA), Jefferson City, Mo. (JEF), Cuyahoga County FCT (CGF), Charlottesville, Va. (CHO), Lebanon FCT (LEB), Burke Lakefront FCT (BKL), Columbus/Ohio State FCT (OSU), Austin Executive FCT (EDC), Vance AFB (END).

EAA AirVenture Oshkosh is the largest airshow on the planet, and this week hosts the busiest airspace in the world, drawing more than 10,000 general aviation pilots. With such a high volume of aircraft, the presence of a NATCA Critical Incident Stress Management (CISM) representative is essential. NATCA’s CISM team offers NATCA member controllers confidential, peer-to-peer support to aid recovery after difficult experiences.

CISM Representative Gregory “Tacklebox” Craven (Washington Center, ZDC) is on-site throughout the event, ready to offer assistance to our pink shirt controllers. His role underscores NATCA’s commitment to the well-being of the aviation community, ensuring that our members have access to any support they may need, even during this intense and exhilarating week.

At EAA AirVenture Oshkosh on Thursday, NATCA members Rachel Gilmore (Indianapolis Center, ZID) and Jared Gregg (Southern California TRACON, SCT) discussed the impact of NextGen technologies like ADS-B (Automatic Dependent Surveillance-Broadcast) and CPDLC (Controller Pilot Data Link Communications) on EAA Radio. They explained how these advances enhance the flying experience for both single-engine and larger aircraft, offering improved communication and safety in the skies.

During flights conducted under Visual Flight Rules, pilots navigate using visual references rather than relying on instruments. This class addressed VFR pilots’ common avoidance of controlled airspace and highlighted the benefits of engaging with ATC and using flight following. Attendees learned about common misconceptions, phraseology tips, and discovered how to more efficiently navigate the system while flying VFR.

During a live interview today on EAA Radio at EAA AirVenture Oshkosh, NATCA members Paul Behan (Jacksonville Center, ZJX) and Greg “Tacklebox” Craven (Washington Center, ZDC) discussed the importance of making ATC part of your team. They highlighted the need to keep controllers in the loop when troubleshooting problems or when something feels off, ensuring ATC can provide the necessary support.

FAA and NATCA Reach Agreement to Address Controller Fatigue by Providing More Rest Between Shifts: A well-rested workforce is integral for the safety of the flying public.

Today, the Federal Aviation Administration (FAA) announced an agreement with the National Air Traffic Controllers Association (NATCA) to ensure air traffic controllers receive adequate rest between shifts and can continue to safely do their essential work. This agreement will enable the implementation of long-term, systematic changes following the identified opportunities in the report from a panel of experts. “The science is clear that controller fatigue is a public safety issue, and it must be addressed. Today, after collaborating with NATCA, we are pleased to announce important progress for the flying public on the issue of fatigue.” said FAA Administrator Mike Whitaker. “This is the beginning of our work, not the end. We will continue to collaborate and take steps to prioritize controllers’ health and well-being on behalf of the public.”

“NATCA is pleased that the FAA recognized the importance of working with NATCA to address the issue of fatigue.” said NATCA President, Rich Santa. “NATCA has been voicing concern regarding controller fatigue for years and we are happy to join with the FAA to implement changes that will begin to provide relief to this understaffed workforce.”

“We commend the FAA and NATCA for taking these actions that reflect the Scientific Expert Panel findings and will significantly address air traffic controller fatigue risks including the four priority opportunities identified, and improve the safety of the National Airspace System,” said Dr. Mark Rosekind, Dr. Erin Flynn-Evans, and Dr. Charles Czeisler, the members of the Scientific Expert Panel on Air Traffic Controller Safety, Work Hours, and Health.

As schedules are negotiated for next year, the FAA and NATCA agree that:

Controllers will receive 10 hours off between shifts and 12 hours off before and after a midnight shift.
Controllers will have limitations on the number of consecutive overtime assignments.
There will be procedures in place, including providing the necessary education to the workforce, for more effective use of current recuperative breaks.

The FAA and NATCA, in consultation with scientific experts, will establish a collaborative workgroup and expand the existing FAA’s Fatigue Risk Management System Fatigue Safety Steering Committee to develop recommendations addressing the opportunities identified in the April 2024 expert report.

In addition to addressing controller fatigue, the FAA is committed to growing the controller workforce. The agency is on track to meet its goal of hiring 1,800 controllers this year. The agency has also expanded the training pipeline to increase hiring and training.

All NATCA members must read the registration guidelines to learn how to be put onto the national excused absence list for CFS.
● There are no consequences for requesting an excused absence only to find out later you can’t attend.
● Placing your name on the Excused Absence Request Form is NOT an automatic approval and release from your facility to attend. This is determined locally based on staffing and other circumstances.

In preparation for EAA AirVenture Oshkosh fly-in convention in Oshkosh, Wisc., NATCA members helped put on the EAA SimVenture program, held from July 11-14. This online simulation event featured live pilots and air traffic controllers working together to virtually replicate the annual fly-in at Oshkosh, providing a vital training tool for pilots and controllers alike.

“EAA SimVenture is an excellent training tool and helps prepare pilots for the actual event,” Oshkosh FacRep Nick Luce said. “The collaboration between pilots and air traffic controllers over the web was seamless, mirroring real-world scenarios.”

NATCA members annually put on their renowned pink shirts reflecting their role at Oshkosh, and are known for their expertise and calm, encouraging communication, helping pilots navigate safely through the intense air traffic.

"I watched the livestream of the operation, and it was a testament to the dedication and professionalism of our NATCA members,” Luce said. “This event highlighted the safety and preparedness we strive for, ultimately benefiting pilot expectations and performance."

The EAA SimVenture program reinforced the importance of preparation and coordination, showcasing the dedication of NATCA members and their critical role in ensuring the safety and success of aviation events.
