West Covina Police Department Investigates Double Fatal Collision
DATE OF RELEASE: Friday, November 24, 2023
On Thursday, November 23, 2023, at approximately 5:10 PM, West Covina Police and West Covina Fire personnel were dispatched to the area of Amar Rd. and Westport St. in reference to an injury traffic collision involving a motorcycle and two additional vehicles. Upon the arrival at the location, the driver and passenger of the motorcycle were pronounced deceased.
All other parties involved sustained minor non-life-threatening injuries as a result of the collision.
The department's Major Accident Investigation Team (MAIT) responded to the scene, and at this time alcohol and drugs do not appear to be a factor in the collision, however, the cause of the collision is still under investigation.

The West Covina Police Department was awarded a $63,000 grant from the California Office of Traffic Safety (OTS). The grant will support our ongoing enforcement and education programs to help reduce the number of serious injuries and deaths on our roads.
โThis funding will strengthen our commitment to public safety in our community,โ Acting Chief of Police Tony Cortina said. โWe will be able to increase our efforts in making our roads safer for everyone and focus on critical areas such as distracted driving, impaired driving and speeding.โ
The grant will provide additional programs and resources, including:
โข DUI checkpoints and patrols focused on stopping suspected impaired drivers.
โข High-visibility distracted driving enforcement operations targeting drivers in violation of Californiaโs hands-free cell phone law.
โข Enforcement operations focused on the most dangerous driver behaviors that put the safety of people biking or walking at risk.
โข Enforcement operations focused on top violations that cause crashes: speeding, failure to yield, stop sign and/or red-light running, and improper turning or lane changes.
โข Community presentations on traffic safety issues such as distracted driving, impaired driving, speeding and bicycle and pedestrian safety.
โข Officer training and/or recertification: Standard Field Sobriety Test (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE) training.
The grant program will run through September 2024.
Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

It is with heavy hearts that we share the unfortunate news of the sudden off duty passing of one of our very own, Officer Matthew Ortiz. The Ortiz family and the West Covina Police Department family are grieving the loss of a family member and a selfless person who served his country in the Marine Corps and as a police officer.

Matthew joined the Marine Corps in July 2015 and served his country until July 2019, when he received an honorable discharge from the Marine Corps. Upon being discharged from the Marine Corps he decided to follow his familyโs footsteps and joined the Los Angeles Police Department. He served the city of Los Angeles from September 2019 until August 2022.ย

Matthew decided to relocate to Texas in September of 2022 and began working for the Grand Prairie Police Department. He worked for the Grand Prairie Police Department until February 2023, when he made the decision to move back home. Matthew began his employment with the West Covina Police Department on July 24, 2023.ย

On 10/15/23, at approximately 12:04 AM, an officer was conducting extra patrol in the area of Amar Rd and Valinda Ave. While in the area, the officer noticed an occupied vehicle loitering in the parking lot near the liquor store and bar. The officer made contact with the driver and during his investigation, the officer noticed an high-capacity firearm and an open container in plain view. A search of the vehicle also revealed the driver was in possession of co***ne and methamphetamine. The loaded firearm was also discovered to be unregistered. The driver was arrested without incident.

West Covina police detectives have arrested a 17-year-old juvenile (pictured in the surveillance video wearing the white shirt), who resides in East Los Angeles, for the murder of 34-year-old Karanvir Singh. Singh was shot and killed on October 8, 2023, while working as a clerk at Big Bobโs Liquor & Market. The Los Angeles County District Attorneyโs office has filed charges for first-degree murder. The 17-year-old is currently being held at a local juvenile detention center and is scheduled to appear at the Pomona Courthouse on 10/13/23.

Investigators have been made aware of images that have been released in relation to last night's (10/8/23) shooting investigation. At this time, the West Covina Police Department can confirm that these two individuals are persons of interest while the investigation continues. These two persons of interest entered the store and stole merchandise without offering payment. The victim attempted to confront the individuals, and was shot during the confrontation. Individuals in the area tried to render aid to the victim before contacting the West Covina Police Department. Both persons of interest were described as male Hispanics in their late teens to early twenties. The suspects fled the area in an unknown model light-colored SUV.
At this time, the investigation is ongoing. The victim's identity is still being withheld at this time, pending the notification of the next of kin. On October 8, 2023 at approximately 8:45 pm West Covina Police Department responded to a shooting at Big Bobโs Liquors & Market, located at 1413 West Puente Avenue. Upon arrival, officers discovered the 34-year-old clerk suffering from gunshot wounds to the upper torso. The victim was transported to a local hospital but did not survive.
It appears two males entered the store and stole merchandise. The victim confronted the men at which time a shooting occurred. The two men are believed to have fled in a vehicle.
Detectives are still actively investigating and do not have additional information regarding the suspects or suspect vehicle at this time.
The victimโs identity will be released by the Los Angeles County Coronerโs Office in the near future.

This morning (10/7/23) at approximately 10:35 AM, officers were dispatched to the area of Francisquito Ave and Willow Ave in response to a traffic collision with an overturned vehicle. Officers arrived on scene and located the driver of the primary vehicle stuck inside. Officers and fire department personnel were able to safely remove the driver from the overturned vehicle. Thankfully, she was okay and sustained minor non-life threatening injuries from the collision. The other two vehicles involved were parked vehicles and no other individuals were involved or injured.
Drivers please be safe when commuting on the road, pay attention to other vehicles and pedestrians. Always obey all rules of the road and donโt let yourself be distracted. Your life and the life of others depend on it. Thankfully no one was seriously injured but this could have easily turned out horribly, especially on a busy road such as this one.

Officer Garcia helping es**rt a resident safely back to her home after they conducted a residential area search for a suspect who fled.
Yesterday, 10/6/23, at approximately 12:41 pm, an officer attempted to conduct a traffic stop on a vehicle for vehicle code violations. However, the vehicle failed to yield and a pursuit was initiated. The driver eventually stopped near a residential area and fled from the vehicle on foot. A containment was set up and the officers evacuated the local residents while searching for the suspect. The suspect was eventually located and taken into custody. During the officersโ investigation it was discovered the suspect was wanted for attempted murder and carjacking.

Last night (10/3/23) at approximately 7:21 PM, an officer conducted a traffic stop on a vehicle for vehicle code violations. The officer made contact with the driver and discovered he did not have a valid driver's license and possibly had outstanding warrants. During the officer's investigation, methamphetamine and other drug paraphernalia were seized, including a loaded ghost gun that was located in a hidden compartment. The driver was arrested without incident.

The West Covina Police Department is seeking the public's assistance in providing additional information to help identify the vehicle and driver involved in a fatal traffic collision.
On 08/28/23 at approximately 8:26 pm, officers received a 911 call regarding an unresponsive pedestrian lying in the roadway on Glendora Avenue just north of the intersection with Vine Avenue. Upon arrival at the scene and through their investigation, the officers discovered the pedestrian had been struck by a vehicle that had fled the scene after the collision. The pedestrian, a 72-year-old male and resident of West Covina, was transported to a nearby hospital, where he was later pronounced deceased. Officers from the Major Accident Investigation Team (MAIT) located video surveillance that captured the incident. The suspect vehicle is described as a white or silver SUV.
The West Covina Police Department is releasing the footage of the vehicle in hopes that it will provide follow-up leads for the investigation. Anyone with any additional information or who may have been a potential witness to the incident is urged to contact the Traffic Bureau at 626-939-8513.

Although it can't be directly seen in the photograph, an officer is using a fingerprint reader to confirm the identity of an individual who was possibly providing false information.
Occasionally, our officers encounter individuals who provide false identities, often to evade arrest due to outstanding warrants or other legal issues. To assist in the investigation, our officers may use fingerprint readers, an effective tool for accurate identification. This technology helps us confirm true identities, reduce mistaken identity cases, and hold those involved in criminal activities accountable.
The result: It was confirmed the individual provided a false name. He had outstanding warrants and was arrested without incident.

On 9/22/23 at approximately 8:40 p.m., an officer conducted a traffic stop due to a vehicle code violation. The officer made contact with the driver and passenger and discovered the driver was not in possession of a valid driver's license. As the officer continued his investigation, it was also discovered the driver had an outstanding warrant and a suspended license. A search of the vehicle was conducted, and a loaded firearm, oxycodone pills, promethazine codeine syrup, NOS, balloons, and a digital scale were located. The driver was also found to be in possession of a large amount of currency. All of which are typically associated with narcotic sales. The driver was arrested without incident. Through the investigation, it was determined the passenger was not involved in the illegal activity; he was released on scene.

Yesterday, community members and personnel from the West Covina Police Department, West Covina Fire Department and Los Angeles County Fire Department all gathered to pay their respects to fallen Deputy Ryan Clinkunbroomer as he was es**rted to his final resting place.
A loss of any law enforcement member is a loss to all. No matter the uniform or badge we wear, we are all family. Our condolences continue to go out to the family and friends of Deputy Clinkunbroomer. May you rest in peace Sir, thank you for your service ๐๐๐๏ธ
