Cheniere Lake Citizen's Advisory Committee

We have scheduled a work day for June 1st. Come to the lodge at Area 1 at 8am. Jobs will include trimming limbs out in the lake on the boat runs, and also at the different parks. And whatever else we want to do. Bring your tools, or just a willing body and let's get some things done. Thanks from the committee

I apologize, I did forget to mention restocking. Mike Wood answered the question about restocking at the meeting. This is what Wildlife Management told him their plans were, and he did make it clear that he was only passing along to us what he was told. They will stock Florida Strain Bass fingerlings this spring in the lake at various locations. They will also stock the brood pond with fingerlings, and then release them in the lake later in the year. Mike said they would be approximately 6" when that happens.
They will gather numbers data via electroshocking (I think that's the correct term) to determine how many bass the lake needs.

Feb 20th meeting
Committee members present: Terrence Broussard, Kenneth Brown, Wayne Crowell, Jeff Greer, Jamie Hudnall, Quinten Johnson, Donnie Mann, Mike Wood
The main thing discussed was getting the parks back in good shape, as well as upgrading some of them. FYI, the parish no longer owns Areas 2, 6 ,or 9.
Some of the work falls under Public Works, so our Police Jury will be responsible for those tasks. An example would be reworking the roads in the parks, including the ones that lead to the boat ramps.
As far as things like improving or adding new pavilions, lighting, playgrounds, improving existing piers, new piers, and adding kitchen areas; this all depends on either designated funds or possible grant money. The police jury has appointed, or hired (I'm not sure which) Tom Malmay to try getting grant money. Mr Malmay was at the meeting, and briefly explained this process.
Without going into detail on every single park, the ones that we hope to get the kitchens at are Area 3 and Area 7. Area 1 already has one.
If all of this happens, the public will be able to reserve pavilions with kitchens at 1,3,& 7. Also, you will have access to bathrooms, which you will be given a key or code for.
Another neat thing in the works is signage at all boat ramps, which will include a QR Code that will help you navigate the lake, among many other things.
We decided not to do anything at Area 8, except fixing the road going down to the boat ramp until we see how things go at the other parks.
Jamie shared what was done with the skid steers around the lake edges and in The Meadows.
Lastly, the question came up concerning Duck Hunting Regulations specific to the lake. We will try to get the details, and we will post them here.
We will also let you know when the next meeting will be.

The committee is again active and working. Members of the new committee are as follows: Terrance Broussard, Kenneth Brown, Wayne Crowell, Andy Douglass, Jeff Greer, Jamie Hudnall, Quinten Johnson, Donnie Mann and Mike Wood.
The next meeting will be Tuesday, February 20th at 6pm at the lodge at Area 1. One of the topics being discussed is improving and getting back into shape the parks around the lake. Hope to see you there!

Creation by Ouachita Parish Ordinance

ORDINANCE NO. 9096

AN ORDINANCE AMENDING ARTICLE III OF CHAPTER 11 OF THE COMPILED ORDINANCES OF OUACHITA PARISH, LOUISIANA, (SECTIONS 11-36 et seq.) GOVERNING “CHENIERE LAKE” TO PROVIDE FOR AN ADVISORY COMMITTEE; AND, FURTHER PROVIDING WITH RESPECT THERETO.

WHEREAS, Article III of Chapter 11 of the Compiled Ordinances of Ouachita Parish, Louisiana, (Section 11-36 et seq.) governs “Cheniere Lake” and presently provides for an “Operating Committee” to assist the Ouachita Parish Police Jury (“OPPJ”) in operating, maintaining and generally supervising Cheniere Lake;

WHEREAS, said Operating Committee has not functioned since 1999 and in 2004 the Louisiana Attorney General issued La. Atty. Gen. Op. No. 04-0048 indicating that without specific statutory authorization a Police Jury lacks authority to create and delegate its sovereign authority to such an “Operating Committee;” and,

WHEREAS, the Ouachita Parish Police Jury finds that it would benefit from the input of a citizens’ advisory committee that could direct its attention to Cheniere Lake and make suggestions and recommendations to the OPPJ concerning the operation and improvement of the OPPJ’s Cheniere Lake property, including the various “Areas” of Cheniere Lake Park;

NOW, THEREFORE:

BE IT ORDAINED by the Ouachita Parish Police Jury in legal and Regular Session that Article III of Chapter 11 of the Compiled Ordinances of Ouachita Parish, Louisiana, (Section 11-36 et seq.) governing “Cheniere Lake” be supplemented and/or amended as follows:

Sec. 11-36. – Cheniere Lake Citizens’ Advisory Committee.

In order to advise the Ouachita Parish Police Jury (“OPPJ”) concerning the operation and improvement of the OPPJ’s Cheniere Lake property, including the various “Areas” of Cheniere Lake Park, there is hereby created the Cheniere Lake Citizens' Advisory Committee.

Sec. 11-37. - Same—Members, terms and officers.

The Cheniere Lake Citizens' Advisory Committee shall be made up of nine (9) members appointed by the Ouachita Parish Police Jury from nominations made by members of the OPPJ representing districts that include areas west of the Ouachita River. Four (4) of the members shall be residents of Ouachita Parish who own property contiguous to Cheniere Lake or one of the Areas of Cheniere Lake Park. Four (4) of the members shall be residents of Ouachita Parish who use Cheniere Lake or one of the Areas of Cheniere Lake Park but do not own property contiguous thereto; and, one (1) of the members shall be familiar with Cheniere Lake and possess a bachelor’s degree or have significant work experience in a field directly related to the management of wildlife and fisheries;

Four (4) members would serve initial terms of two (2) years and five (5) members would serve initial terms of four (4) years, with said initial terms to be allocated by the drawing of lots at the committee's initial meeting. After these initial terms, all members would serve terms of four (4) years.

At its initial meeting the committee shall elect a chairman and vice-chairman who shall serve one-year terms in such offices. The Treasurer shall designate an employee to serve as the secretary of the committee. Said secretary shall be responsible for the keeping of minutes, preparation of agendas, posting of notices, and similar clerical matters.

Sec. 11-38. - Same—Meetings.

The committee shall meet quarterly and otherwise upon the call of the chairman. Meetings shall be held at the Cheniere Area 1 Lodge or at such other location as selected by the chairman.

Sec. 11-39. - Same—Scope of duties.

The committee shall consider those matters related to the operation and improvement of the OPPJ’s Cheniere Lake property, including the various “Areas” of Cheniere Lake Park, that are referred to it by the Ouachita Parish Police Jury and make recommendations to the Ouachita Parish Police Jury regarding such matters.

By way of illustration, and not limitation, the committee shall consider matters concerning the following:

a) the regulation and control of hunting and fishing on Cheniere Lake and property adjoining, owned and controlled by Ouachita Parish.

b) the regulation and control of public boat docks and launching sites on Cheniere Lake.

c) the regulation and control of the use and operation of boats, including limitations of horsepower of motors, outboard and inboard, on Cheniere Lake.

d) the regulation and control of the water level of Cheniere Lake as recommended by Louisiana Wildlife and Fisheries.

e) plans for the continuation, improvement, funding and operation of the OPPJ’s Cheniere Lake property, including the various “Areas” of Cheniere Lake Park

Sec. 11-40. - Same—Report to police jury.

The chairman or his designee shall appear at a meeting of the Ouachita Parish Police Jury at least every quarterly to inform the police jury regarding matters considered by the committee and its recommendations, if any.

Sec. 11-41. - Same—Open meetings.

The meetings of the committee shall be considered to be meetings of a public body subject to the provisions of the Open Meetings Law (R.S. 42:4.1 et seq.) that apply to such citizens’ advisory committees. Written minutes of its meetings shall be kept as public records.

BE IT FURTHER ORDAINED that the supplemental and amending provisions set forth above shall become effective February 1, 2016.

The above Ordinance introduced on the 11th day of January, 2016.
