The Teaching Service Commission will showcase the teacher recruitment process in line with this year’s International Women’s day theme; Women’s DigitALL Innovation And Technology for Gender Equality.

This activity will be conducted tomorrow 7th March, 2023, starting at 09:00 hours, on the first floor of Government Complex.
The activity is part of the 8th March, 2023 commemoration.

Public Service Retirement Plan

Retirement Age Options
Option 1: 55 years Early Retirement
Option 2: 60 years Normal Retirement
Option 3: 65 Years Late Retirement

General Definition
Public Service pensions Fund (PSPF) represents employees who have been in employment since 2000 going downwards. Employees under NAPSA i.e. started work from 2001 to-date are not included

Conditions of Early Retirement (55 years)
1) When an employee reaches 54 years, s/he need to notify the employer. That one (1) year before the actual year the employee turns 55 years.

2) Six (6) months down the line, a response is supposed to come from the employer to the employee

3) If you do not wish to retire early (55 years), do not push in a notification and the system will automatically month you to retire normally (60 years)

Conditions of Normal Retirement (60 years)
1) When an employee reaches 59 years and wishes to retire late (65 years), S/he need to notify the employer of the intention. That one (1) year before the actual year the employee turns 60 years.

2) Six (6) months down the line, a response is supposed to come from the employer to the employee

3) If you do not give a notification, for late retirement (65 years) the system will automatically terminate at exactly the 60th birthday and retire you to Separatees payroll pending Pension Payout.

Conditions of Late Retirement (65 years)
An employee does not notify the employer but rather, the employer notifies the employee and the system will automatically terminate at exactly 65th birthday and retire you to Separatees payroll pending Pension Payout.

Specific Retirement Issues
1) Retirement in National Interest
The Government want to use your service in a different category to another e.g. Permanent Secretary or the services are just not needed. Its more like early Retirement.

2) Retirement in Public Interest
Not very good. It could be due to underperformance or disciplinary action

3) Retirement in Under Medical Grounds
Recommendation comes from Medical Board.

4) Retirement in Posthumously
When one dies
a. Above 20 years of public service, Government takes care
b. Below 20 years of public service, only personal contributions are paid out

Calculating Retirement Benefits (Formula)

1) LOS x AS / AGE
Where: LOS Length of Service
AS Annual Basic Salary (use monthly as at last pay)
AGE Age of retirement in months

2) PSPF Payment Categories
a. Lamp Sum = 2/3 0.666667 Pension Paid out at once

b. Mthly Pension = 1/3 0.333333 Pension Paid out in monthly instalments until death

3) Application of Payment Rules
a. At 55 years: Age Factor 25.85 (Life expectancy after employment)

b. At 60 years: Age Factor 23.00 (Life expectancy after employment)

c. At 65 years: Age Factor 19.00 (Life expectancy after employment)

2) Example
An employee has worked for 30 years and the age is 55.

Basic Salary: 6,500.00 1 6,500.00
LOS (Years): 30.00 12 360.00

AS (Years): 6,500.00 12 78,000.00 60 yrs 65 yrs
AGE (Mths): 55.00 12 660.00 720 780

Recall the Formula: LOS x AS / AGE
(300 x 193,533) / Age in mths

Basic Calculation 55 years (K) 69,671,880 / 660 42,545.45 Pension Contributions

Basic Calculation 60 years (K) 34,200,000 / 720 39,000.00 Pension Contributions

Basic Calculation 65 years (K) 34,200,000 / 780 36,000.00 Pension Contributions

Recall the Lamp Sum Rate (2/3) of the Pension Contributions and the Age Factor. The formula upgrades to the one below:

(LOS x AS / AGE) x 2/3 x AGE FACTOR
Therefore, holding the salary constant, the Lamp Sum payout will be: Loss based on initial payout

55 years: (105,563.45 x 2/3) x 25.85 = 733,200.00

60 years: (105,563.45 x 2/3) x 23.00 = 652,363.64 80,836.36

65 years: (105,563.45 x 2/3) x 19.00 = 538,909.09 194,290.91

Again, holding the salary constant, the Monthly Pension Cheque will be: Loss based on initial payout
(LOS x AS / AGE)

55 years: 42,545.45 = 3,545.45

60 years: 39,000.00 = 3,250.00 295.45

65 years: 36,000.00 = 3,000.00 545.45

PRESS STATEMENT

Lusaka, Tuesday 13th December 2022

The Teaching Service Commission (TSC) wishes to inform members of the public that the office has NOT issued any advertisement for teacher replacement and is NOT issuing letters of appointment for new teachers other than those recruited through the 2022 Net Recruitment.

It has come to the Commission’s attention that unscrupulous people have created a fake page purporting that the Commission is issuing appointment letters and urging members of the public to deposit money in mobile money accounts in the hope of being employed by the Teaching Service. The public is hereby informed that information regarding teacher recruitment is always processed through the District Human Resource Management
Further, the public is advised that all services the Commission offers to the general public are at NO COST.

In view of the above, the Commission wishes to appeal to the general Public and all prospective teachers not to succumb to people with intent to swindle them. The Commission is further appealing to all members of the public with information on these swindlers to report to Law Enforcement Agencies.

(TS Form No. 1 & 2);
2. TS Form 3
3. Arrival Advice and Payment of Salary (Accounts Form No. 81);
4. Acknowledgement of Liability for Loss of Damage of officers’ personal effects (CS Form B25);
5. Declaration and undertaking to be signed by persons who may work on or have access to matters affecting State Security (Secretariat CSB 10);
6. Vital Statistics (CS Form B 26);
7. Medical Certificate (CSB 31);
8. Finger Prints Clearance Report (ZP Form 83 A);
9. Certified copy of NRC
10. Academic qualifications with a minimum of five (5) credits or better.
