The Ministry of Local Government and Rural Development has trained Public Relations Officers, Social-Economic Planners and Information Technology Officers on the content upload and management of the recently developed websites for all 116 Local Authorities in the country.
The training was done by the Ministry of Local Government and Rural Development in conjunction with the e-Government Division (SMART-Zambia) with support from the Zambia Devolution Support Programme.
Members of the public will now have an opportunity to just visit the website of each council they wish to know something, as opposed to physically visiting the council offices for such information.
To this effect, Ministry of Local Government and Rural Development Permanent Secretary for Administration, Mr Haamaundu,said the websites should provide the means of sharing digital information with the public on developments in the Local Authorities, citing those aligned to enhance the Constituency Development Fund – CDF.
He has implored Public Relations Officers, Social-economic Planners and Information and Communication Technology Officers from Local Authorities who have been trained in Digital Website management and content upload, to ensure the websites are regularly updated.
He said information sharing empowers people to make informed choices for themselves on developmental activities undertaken by each Local Authority.

Empowering Council Staff through Website Management Training: A Step Towards Enhanced Communication and Decentralization in the Local Authorities. The Ministry of Local Government and Rural Development with the help from cooperating partners have begun to train a selection of officers from the Local Authorities in website management at local level to enhance communication via technology.
In a dynamic era where technology serves as a catalyst for progress, Chipangali Town Council has taken a significant stride toward modernization. The Council recognizes the pivotal role of effective communication and decentralization in fostering community development. In this pursuit, the staff responsible for communication and information management namely Paul Kolala - Social Economic Planner, Pelivis Masongozi – Town Planner/Information Technology Officer and Agnes Banda – Public Relations Officer recently underwent intensive website management training to harness the power of the digital realm.
Speaking during the training, Mr. Edgar Mulwanda an environmental specialist from the Zambia Devolution Support Program stated that, “Clear and transparent communication is the backbone of any thriving community. The Ministry of Local Government and Rural Development, led by its commitment to serving the community efficiently, understands the need for accessible information. A well-maintained website serves as a virtual gateway, providing residents with timely updates, important announcements, and a comprehensive understanding of local governance”.
Through the website management training, staff members will acquire the skills necessary to streamline information dissemination. This newfound proficiency ensures that crucial details about civic projects, policies, and community events are readily available to the public, promoting a sense of transparency and engagement.
And further, decentralization lies at the heart of effective local governance. It empowers communities by distributing decision-making authority and resources. The initiative to actualize decentralization aligns with a vision of fostering community involvement and responsiveness which is embedded the Eight National Development Plan and the vision 2030 for Zambia.
The website, now under the capable hands of trained staff, becomes a tool for decentralization which local residents can access and appreciate.

Friday, 20th October, 2023 the management at Chipangali Town Council held a meeting with local contractors domiciled in Chipangali.
This was a second interactive meeting held in the last six months with the view to share knowledge, discuss development of Chipangali and sensitisation on ZPPA Act.
In attendance at the meeting was the District Commissioner, Mr. Paul Jackson Sakala who thanked management for meeting with contractors and encouraged everyone to continue to collaborate on this manner.
And speaking at the same meeting, Chipangali Town Council Secretary, Mr Francis Ndola stressed the need for contractors to ensure they delivered quality and timely service to the community.

Chipangali Constituency Development Fund Committee Chairperson - Mr. Japhet Phiri led a team of staff inspecting Mikunkhu Health Post in Mikunkhu Community, Nthope ward whose construction was completed with the use of Constituency Development Fund (CDF 2022).
The tour was meant to evaluate the status of the structure and possibly check for what needed to be done for health facility to be opened to the public for use.

Hon. Andrew Z. Lushuba led a monitoring and evaluation team from Chipangali Constituency monitoring CDF projects. The team included Mr. Phiri- CDFC Chairperson, Mr. Kolala - Social Economic Planner, Mr. Simpungwe- Acting Assistant Director of Works at Chipangali Town Council, WDC members
Today's tasks was to check on the projects for what maybe lacking as the Constituency plans for CDF 2024. While on the tour, the Member of Parliament had a chance to interact with community and traditional leadership.

2024 CDF SKILLS DEVELOPMENT BURSARIES REQUIREMENTS..
1. Aperson must be a Zambian citizen with a Green National Registration Card(NRC) and a resident in the Constituency.
2. The applicant must be a resident of the Constituency for more than 6 months.
3. The applicant must be in possession of an admission or acceptance letter from any of the public TEVET institutions or the Zambia National Service(ZNS).
4. The applicant must be aged between 16-35 years of age
5. Entrepreneurs out of school that need up-skilling and re-skilling.
* Application forms must be obtained from the Local Authority or from the Ward Development Committees (WDCs) in your respective wards. These should be accompanied by all necessary documents and submitted to the WDCs in your respective wards on or before 31st October, 2023.
Acquiring a skill makes you become independent and earn a life through the same skill you possess.

CHIPANGALI TOWN COUNCIL SIGNS AND AWARDS CONTRACTS WORTH K2,194,448.71 FOR VITAL HEALTHCARE INFRASTRUCTURE PROJECTS UNDER CDF 2023
Chipangali Town Council is proud to announce a significant step towards the enhancement of healthcare infrastructure within our community. We are pleased to confirm the signing and awarding of contracts worth a total of K2,194,448.71, utilizing the Constituency Development Fund (CDF) for the year 2023. These projects are poised to bring substantial improvements to our healthcare services and facilities.
And speaking during the signing ceremony Mr. Francis Ndola – Chipangali Town Council Secretary advised the contractors to follow contractual agreement and ensure the projects are completed with the stipulated time. The New Dawn Government is in a hurry to development this country has evidenced by the enhanced CDF which is changing the lives of the community.
“I wish to remind you to ensure that you follow all regulations in construction as provided for in the National Council for Construction Act, and we also expect good quality infrastructure for the benefit of our community,” Mr. Ndola said
The breakdown of the contracts and allocations is as follows:
Construction of Maternity Annex at Mshawa Clinic - K775,753.29 in Msandile Ward
We are committed to reducing maternal health in our quest for universal health coverage. To this end, Chipangali Constituency Development Fund Committee some funds towards the construction of the maternity annex at Mshawa clinic. After the conclusion of the procurement process, we are pleased to sign a contract for the construction of a Maternity annex at a total cost of seven hundred and seventy-five thousand, seven hundred and fifty-three, twenty-nine ngwee only (K775,753.29) at Mshawa Clinic. This facility aims to provide expectant mothers with a comfortable and safe environment for childbirth, ensuring the well-being of both mothers and newborns.
Construction of Mortuary at Kasenga Mini Hospital - K693,695.42 in Kasenga Ward
Recognizing the importance of dignified handling of the deceased and the support provided to grieving families, the contract for the construction of the mortuary at Kasenga Mini Hospital at a total cost of six hundred and ninety-three thousand, six ninety-five, forty-two ngwee only (K693,695.42) has been signed.
Further in alignment with international best practices, the Local Authority has signed a contract for the supply and delivery of co**se storage facility at a total cost of seven hundred and twenty-five thousand kwacha only (K725,000.00). This investment ensures that our mortuary facilities adhere to the latest standards of preservation, maintaining the dignity of the departed.
“These projects underscore our commitment to utilizing the CDF to address critical needs within our community. The total allocation of K2,194,448.71 reflects our dedication to improving healthcare services and facilities for our residents”, said Mr. Francis Ndola.
The Council extend sincere appreciation to the contractors who have been selected to undertake these projects. Their expertise and dedication will undoubtedly contribute to the successful implementation of these initiatives which are expected to be concluded in the next four (04) months.
National HIV Counselling Testing and Treatment Day 15th August, 2023.
Chipangali Town Council joined the rest of the country in commemorating the National HIV Counselling Testing and Treatment Day.
This is a special day set aside for citizens to reflect on issues surrounding HIV, to set goals on how to fight and combat HIV, to renew commitments to ensure a Zambia that is free of New HIV infections.
And speaking during the commemoration, Chipangali Council Chairperson, Mr. Maxson Nkhoma urged the youth of Chipangali to get tested and Know their HIV status so they could make informed decisions. He added that the youth could change behaviour and get involved In more meaningful activities by taking advantage of the CDF youth empowerment programs for self sustenance and economic transformation of the district.

Chipangali Town Council commemorated and celebrated this special week in Local Government in a special way.
We concluded the week by launching two very important documents the CDF Bulletin and the Service Charter for Chipangali Town Council.

Roller Compactor Procured and Delivered to Chipangali
Chipangali, Tuesday, 9th August, 2023 – Chipangali Town Council is thrilled to announce the successful acquisition of a state-of-the-art Single Roller Compactor through the utilization of Constituency Development Fund (CDF) for the year 2022. Mr. Francis Ndola, has officially confirmed the receipt of this vital equipment, which is set to significantly enhance road construction initiatives within the district.
The Roller Compactor, a specialized heavy machinery used for compacting road surfaces, has been procured to address the pressing need for improved road infrastructure in Chipangali. This acquisition is a testament to the commitment of the Government through Local Authorities to enhance the quality of road infrastructure in the district, thereby providing enhanced mobility and convenience for residents and businesses alike.
Mr. Francis Ndola expressed his enthusiasm regarding the arrival of the Roller Compactor, stating, "This new addition to our equipment inventory marks a significant milestone in our ongoing efforts to upgrade the road network in Chipangali. With the deployment of this advanced machinery, we will be able to execute road construction projects with greater efficiency, ensuring that our community benefits from improved transportation infrastructure."
The procurement of the Roller Compactor has been made possible through prudent management of the Constituency Development Fund allocated for the year 2022, it was procured at the total cost of One million four hundred kwacha only (K1, 400,000=00). The council would like to extend its gratitude to the New Dawn government for increasing the CDF thereby recognizing the importance of road infrastructure development and supporting the endeavour to enhance the living standards of Chipangali's residents.
The newly acquired Roller Compactor is equipped with cutting-edge technology and features, designed to optimize its performance and deliver superior results. Its robust construction and advanced compaction capabilities will streamline road construction operations, resulting in stronger and more durable roads that withstand the test of time and varying weather conditions.
With the deployment of this Roller Compactor, Chipangali Town Council is confident that it will expedite the road construction projects currently underway and ensure the timely completion of future construction of roads in the district. The council's primary objective is to create a well-connected and accessible transportation network that fosters economic growth, enhances social cohesion, and improves the overall quality of life for the citizens of Chipangali.
