OFFICIAL GROUND BREAKING CEREMONY FOR AN ABLUTION BLOCK AT MUMUNI PRIMARY SCHOOL

Construction works of an Ablution block with flushable toilets at Mumuni Primary School have commenced.

The project which is being implemented under the 2022 Constituency Development Fund- CDF under the capital project is being constructed at total cost of k880,000.

Speaking at the event, Lusaka Central Member of Parliament, Hon. Mulambo Haimbe this project is in line with the presidential directive to ensure that all public facilities have improved sanitary conditions which include flushable toilets and running water round the clock.

Hon. Haimbe said once completed, the facility with provide learners with the decency of using facilities that are up to standard and befitting of our children in Lusaka Central Constituency.

He said this will in turn help curb health risks such as waterborne diseases that can be quite detrimental to the wellbeing of our learners if left unchecked.

Meanwhile, the MP also announced that in addition to the ablution block, Mumuni primary school will also receive 250 desks from the 4500 desks that have been procured for distribution to schools across constituencies.

The honourable added that despite the economic and social dynamics in Lusaka Central Constituency, his wish is to see an equitable distribution when it comes to basic needs such as running water and improved sanitary conditions.

He therefore called on all well meaning citizens, the cooperate world and various stakeholders to come to the table and have the much needed discussion because it must be a concerted effort approach.

Hon. Haimbe urged the end users of various facilities that are being put up including this ablution block to use and guard them jealously.

The Mayor of Lusaka, Her Worship, Ms. Chilando Chitangala has called for concerted efforts from Civic Leaders and stakeholders towards achieving positive results on climate change.

Speaking during the Commemoration of Stocktake 4 Climate Emergency held in partnership between Lusaka City Council and ICLEI in Lusaka this afternoon, Ms. Chitangala urged Civic leaders to be involved in community action starting from ground level in all communities.

The Mayor who was the guest of honour, said her administration is committed to participating in COOP28 Global to combat Climate change.

β€œThe Stocktake 4 Climate Emergency offers us the chance and opportunity to link our District plans to the National Climate Adaption Plan that was recently launched by the Ministry of Green Economy which sufficiently addresses the adoption of finance and justice which is on track with implementation,” explained the Mayor.

Ms. Chitangala also indicated that she was delighted that the Government has increased the National Budget Allocation for Constituency Development Fund (CDF) for 2024 to k30.6 million which demonstrates the Government's commitment to alleviating housing poverty, uplifting the living standards of the majority of Zambians and financing a sustainable urban future.

She disclosed Lusaka City is among the 13 cities and regions that have been selected as recipients of the Global South Fund provided by ICLEI to host this event which serves as a local-level contribution towards the first Global Stocktake led by the United Nations Climate change.

The Mayor further said it is important for cities to invest in sustainable developer strategies that benefit all residents in cities, adding that for this to happen, there is need for everyone’s input regardless of their status in society.

She stated that Climate change has significantly affected the world, and Global warming is increasing day by day, hence the need for all citizens to take responsibility and implement some of the mitigation measures to help avoid being subjected to the pattern of climate change issues.

Also in attendance were the Deputy Mayor of Lusaka, Her Honour, Ms. Ketty Nanyangwe and various Councillors from all wards.

The Zambia Chinese Association president Mr. Zhang Jian today paid a courtesy call on the Mayor of the Greater City of Lusaka, Her Worship, Ms. Chilando Chitangala.

Mr. Jian's visit was centred on discussions around the Twinning Cities programme between Lusaka City and the City of Nan Chang in China.

The programme is aimed at fostering and building good cooperation and friendship between the two countries and cities respectively.

Further, the program will thrive to share development ideologies and experience exchanges between the two cities.

Mr. Jian also disclosed that his association will maintain the road that is off Great East Road, passing by the outpatient to the Chinese Doctors' residents at Levy Mwanawasa University Teaching Hospital and plant 1000 trees and flowers along the same road.

He said the association will write to Lusaka City Council requesting them to name the road as "the China-Zambia Friendship Road as a way to enhance and cement the already existing ties between the two countries.

And Ms. Chitangala assured Mr. Jian of the council's commitment towards the collaboration between the two cities to enhance development and bilateral ties.

She welcomed the twinning cities programme, saying it will go a long way in fostering ties and development between the two cities.

Thirty-one (31) Clubs and Cooperatives in Lusaka Central Constituency have received loans worth Two Million, Nine Hundred Fifty-Seven Thousand, Seven Hundred Fifty Kwacha (K2, 957,750.00) from the 2023 Constituency Development Fund (CDF).

The loans are intended to assist the recipients in launching and expanding their businesses, allowing them to further contribute to the growth and development of their communities.

Addressing the beneficiaries, Lusaka Central Member of Parliament, Mulambo Haimbe, represented by CDF Chairperson Mr. Zack Zimba, urged the recipients to make sure that they use the money wisely to benefit from it.

Honourable Haimbe also wished them success in their businesses and encouraged them to repay the loans they had acquired.

The MP, however, highlighted the importance of the loans component in the Constituency Development Fund (CDF) as the most attractive and sensitive, yet the smallest section that needs to be increased to benefit more people.

Councillors from the constituency congratulated the recipients and advised them to work hard in running their businesses to allow themselves to benefit from the funds and pay back the loans.

Meanwhile, one of the benefiting groups' representatives, Abigail Valeta applauded the government for providing the CDF loan component, saying it will go a long way in expanding and improving their businesses and lives respectively.

Ms. Valeta also urged fellow recipients to ensure paying back the loans to help the government continue providing various services to communities.

The Lusaka City Council - LCC is making frantic efforts to provide more accessible mortuary services to the residents of Matero Constituency by constructing a mortuary facility at Matero Level One Hospital.

The contract sum of the project is Four Hundred Seventeen thousand, Nine hundred ninety-five Kwacha, Seventy-five ngwee (K417, 995.75) and is being funded by the Constituency Development Fund – CDF 2022 allocation for Matero Constituency with a view to reduce the distance residents travel to access such services.

The construction of this facility will ease the burden on the residents of Matero as it will improve the situation and make it easier for everyone to access the necessary services.

The mortuary facility whose completion rate stands at 55% was started on 14th July 2023 and is likely to be completed on 18th December 2023.

The Local Authority is committed to ensuring that the contractor completes the works according to the agreed schedule so that residents can quickly have access to the services.

We urge all residents of Matero to take ownership of the facility and protect it from vandals to ensure the facility remains intact for the benefit of both current and future generations.

Mofan Supplies Limited was engaged by the Local Authority to carry out the construction works and has committed to complete the project as per the contract schedule.

Lake Road PTA School Grade three (3) pupils today paid a courtesy call on the Mayor of Lusaka, Her Worship, Ms. Chilando Chitangala.

The pupils were on an education tour to familiarise themselves with governance matters and affairs of the Local Authority.

The Mayor and councillors were on hand to welcome the school management and the pupils.

Ms. Chitangala urged the pupils to concentrate on their education as it opens windows of opportunities in life.

Councillors also took time to explain the roles of Civic Leaders in their communities.

Pupils were given time to ask the Mayor, Councillors and council management questions bordering on what they needed to understand.

School management expressed gratitude for the gesture they received from the Mayor and her team.

Before the Borehole near Kabwata Hostels is commissioned and handed over to the Local Authority by the contractor, the residents of Kabwata living within the proximity of the facility have informally commissioned it due to erratic supply of water in the area.

The residents made a submission to the Ward Development Committee (WDC) to drill a Borehole near the Hostels so as to address the water supply challenges the people were facing.

The Borehole at the Hostels was drilled under the contract of drilling of two Hand Pump Boreholes and Solar-powered Borehole at a total contract sum of Two Hundred and Seven Thousand (ZMW) - K 207 000.

During the monitoring of Constituency Development Fund-CDF projects by Lusaka City Council Engineering Department, it was discovered that the Boreholes drilled under the mentioned contract were already being used to supply water to the residents before being commissioned because of the high demand for clean and safe water in the area.

The drilling of the Boreholes at Kabwata Hostels and in Kamulanga area of Kamwala South under the 2022 CDF projects is meant for the Local Authority to quickly respond to the needs of the people by reducing the risk of them drinking and using unclean water from uncertified Wells.

The Local Authority will continue to take the health of its residents as a priority through providing public facilities such as Boreholes for people to have access to clean and safe water.

The South African High Commission in Zambia has disclosed that it is in talks with the Zambian government on that country’s intention to exhume and repatriate the remains of some struggle icons buried in Zambia.

Speaking when he paid a courtesy call on Her Worship, the Mayor of Lusaka, Ms. Chilando Chitangala this afternoon, South African High Commissioner to Zambia GN Twala has implored the Zambian councils to help in providing information that would lead to the speedy implementation of the repatriation exercise.

Mr. Twala said this undertaking is meant to preserve South Africa’s political history as well as cement ties with neighbouring countries like Zambia that played a pivotal role during the apartheid era.

He also said the possibility of marking the graves of the heroes instead of repatriation may be considered by the team on the mission, depending on the information available.

He said his team plans to visit all the cemeteries that have information related to the remains to be exhumed and repatriated.

The High Commissioner's team included forensic archaeologists who will assist in gathering crucial information regarding the operation.

And Lusaka Mayor, Her Worship, Ms. Chilando Chitangala has assured the delegation that the council will provide assistance towards conducting the exercise.

Ms. Chitangala has also expressed her desire for the Commissioner's office to erect monuments of South African freedom heroes, in order to educate and inspire younger generations.

The newly Constructed ablution block at Chilenje General Hospital funded through the Constituency Development Fund-CDF of 2021-2022 is meant to respond to the residents' desires of priotising the differently-abled people when implementing CDF projects.

The ablution is a 1Γ—3 comprising male and female sanitary accommodation as well as one ablution specifically designed for the physically challenged people.

The ablution block was constructed at a cost of Three Hundred Ninety Two Thousand, Nine Hundred Sixty Nine Kwacha, Eighty Ngwee (ZWM)- K392, 969.80.

The ablution block was done to improve the hygiene levels at the premises as hospitals are places that have high prevalence of spread of diseases through the use of ablutions if they are not adequate to cater for a huge population.

Using the same CDF, a storage room has also been constructed next to the ablutions for purposes of storing cleaning materials for the toilets.

Clean and running water remains a requirement for all the public ablutions in the City as it is the best way of curbing some of the dieseases that are contracted through the use of unclean toilets such as fungal infections.

Furthermore, the new sanitary accommodation at the premises provide an inclusive facility for the differently-abled patients and nursing parents and this will ease their burden of using toilets that are not user friendly to them.

Additionally, the hospital is currently paving some parts of its premises using CDF funds allocated to improve the appearance of the hospital.

Lusaka City Council has continued to monitor CDF projects through its engineering department to ensure that all the constructions happening in the City with regards to CDF, are done within the stipulated timeframes and standards.

The Lusaka City Council- LCC has commenced the registration of Clubs in its effort to ease the process of grassroot participation in accessing the Constituency Development Fund - CDF through its Loans and Grants facility.

The Council begun the exercise on 29th September, 2023 and has since registered 256 Clubs which is a clear indication that the residents needed this service to be active from the Local Authority.

The Council is mandated by the Local Government Act NO. 2 of 2019 to register Clubs and monitor their performance towards their contribution to the social- economic activities of their jurisdiction.

Residents should take note that recognition of a Club under the registration of the Council can only be met if the group members meet the following requirements:

The group must pay a fee of K280 to the Council and shall be composed of members not less than ten (10) and not more than thirty five (35) and members must be holder of National Registration Cards (NRCs).

Furthermore, the Club should have an executive and three sets of minutes for their previous meetings.

The Local Authority is gratified with the the response made so far by residents towards the registration of Clubs and we have since urged the newly registered Clubs to apply for CDF Loans and Grants.

The Council would also like to encourage women and youths to actively participate in the formation and registration of Clubs as this is the great opportunity, deliberately created by the Central Government to improve people's wellbeing.

The Local Authority will remain committed to registering Clubs that are aligned with the needs, aspirations and capacities of the group members.

Twenty-four (24) unclaimed bodies have been buried by the Lusaka City Council - LCC at its established Chingwere Cemetery.

As by Law, LCC published a notice in the press about its intention to bury the bodies after receiving a request from the University Teaching Hospital (UTH).

This was done by the provisions of Section 16 (2), Paragraph 7, Sub-paragraph b of the First Schedule of the Local Government Act No. 2 of 2019 of the Laws of Zambia.

The unclaimed bodies had been laying in the UTH mortuary for some time, causing an unpleasant atmosphere at the mortuary, contrary to the Public Health Act Cap 295 of the Laws of Zambia.

The bodies also caused congestion in the mortuary hence the need to have them buried.

By the law, 14 days were provided in the notice for members of the general public to claim or identify any of the bodies and conduct burial.

At the expiry of the assigned period, no claim was made to any of the bodies hence the action by the council to bury them.

Members of the public are urged to always come forward to claim or identify any of the bodies whenever such a notice is published in the press.

This is the third time this year (2023) that the Council has buried unclaimed bodies, bringing the total number of unclaimed bodies buried to 76 so far.

Her Worship the Mayor of Lusaka Ms. Chilando Chitangala this morning joined the Zambia National Women's Lobby Group members for an Initiative Fundraising Breakfast at Asmara Hotel, Lusaka.

Speaking during the event, The Mayor said, Women's Organisations must be brave enough to stand up for women who are unfairly treated by authorities for merely performing their duties as manadated by the law.

She said it is important to ensure that women are treated fairly when matters of performance arise and numbers alone are not enough to maximise the contribution of Women in leadership to National Development.

She further commended all the Women that turned up in numbers to support the Fundraising event.

Ms. Chitangala added that issues of Gender are at the core of people's interactions with Society, saying everyone needs to get involved.

She noted that achieving gender equality is possible if everyone were to take full responsibility.

The Lusaka City Council - LCC has observed with concern an alarming surge in the number of illegal car wash businesses operating within the Central Business District - CBD.

The Central Business District has strict regulations against operating and running car wash businesses. It is therefore prohibited for anyone to do such a business activity within the CBD.

It must be noted that many of the car wash businesses in the CBD are along busy roads which has been identified as a significant contributing factor to the high number of accidents occurring in the area.

Furthermore, the Local Authority is concerned about illegal car wash businesses because they are a source of stagnant water in the CBD and other areas which has inadvertently contributed to a rise in mosquito breeding areas, hence increasing the mosquito population in the City.

The Local Authority has also observed that high level of stagnant dirty water points in the Central Business District (CBD) that flow from car wash activities puts the City at risk to the spread of diseases such as cholera.

We would like to state that all car-washers that operate in the CBD are doing this business illegally without licenses and permission from the Council.

Meanwhile, all those who are in a tendancy of cleaning cars especially window screens and side mirrors while the cars are moving along the Highway must desist from doing so.

The Local Authority will not condone any illegal set-up of businesses as it strives to bring order and sanity in the City.

Early this morning, fire broke out at Young Phiroz General Dealers shop in Matero, which was promptly reported to Lusaka City Council.

The council received a call at exactly 07:04hrs regarding the incident, and the team of firefighters was dispatched immediately.

The firefighters reached the scene at around 07:10hrs and discovered that the fire had started in the early hours of the day. On arrival, they found the fire had already engulfed the shop building, but they were able to put it out.

Unfortunately, the inferno caused extensive damage to the shop's property and goods. An investigation into the cause of the fire has since been launched.

We commend Young Phiroz General Dealers for alerting the fire brigade, which allowed them to offer their services on time.

The Local Authority is committed to protecting the business community and the public from such incidents.

Lusaka Mayor, Her Worship, Ms. Chilando Chitangala says Lusaka is among the fastest growing cities in Africa due to rapid urbanisation and climate change.

Speaking in a speech read on her behalf by Independence Ward 17 Councillor Madyenkuku Mubotu, at the International Workshop on Gendered and Just Futures in Africa at Protea Hotel Arcades in Lusaka today, Ms. Chitangala said Africa is experiencing one of the highest levels of Urbanisation and climate change globally and Lusaka has not been spared.

The Mayor added that Lusaka city is growing at about 5% yearly and is projected to be a Mega City in the next few years due to peril-urban areas losing a lot of people to the city.

She has since recommended that the workshop be an annual event so as to accommodate more mayors and Researchers to be involved in rethinking Africa's urban future.

The City mother further called on the workshop stakeholders to focus on the status quo on gender and urban justice that prioritises gender equality.

She is of the view that stakeholders need to prioritise the use of evidence through knowledge, learning and collaboration to rethinking the future of African cities to combat the rate of change that is occurring in the urban sector.

CDF UPDATE!

INSPECTION OF CDF PROJECTS UNDER KANYAMA CONSTITUENCY

Lusaka- 15th November, 2023

Lusaka City Council through its Engineering Department today inspected a number of projects being constructed under CDF in Kanyama Constituency.

The following are the projects inspected:

1. A wall fence at Makeni Villa Clinic, constructed by Macroworld Construction Limited at a total cost of K384,234, using the CDF allocation for 2022. The construction of the wall fence commenced on 16th August, 2023 and is set to be completed by 17th November, 2023.

2. The construction of Bonaventure Police Post by Avotech Enterprises Limited at a total cost of K845,057, using the CDF allocation for 2022. The construction of the Police Post commenced on 15th June, 2023 and is scheduled to be duly completed by 30th November, 2023. The current status stands at 75% completion.

3. Construction of phase 1 Maternity Wing at Linda Clinic Health Post in Munkolo ward. The contractor awarded was Keti Construction Limited. The Contractor has since set out and excavated the foundation trench.

4. Supply and delivery of 375 desks to various schools in Munkolo Ward valued at a total cost of K459,998 by Q-Line Import and Export Limited.

The Construction of Kamanga Police Post, Chainama Special School 1Γ—3 Classroom block and Gripis Clinic which were launched in June this year have reached advanced construction stages.

Kamanga Police post which was valued at a total cost of K745, 652.41 is currently at 95% completion. All project works have been completed with only Zesco connection remaining and the project will be handed over to the community soon.

Meanwhile, Chainama Special School 1Γ—3 classroom block which was valued at K1,219,906.75 is at 75% completion stage as construction works are currently ongoing and the contractor is on site to ensure everything is done.

Furthermore, Gripis Clinic which was valued at K745,224.00 is currently at 98% completion. All project works are done with only ZESCO connections left and the project will be handed over to the community.

Kamanga police post as well as Gripis Clinic are being constructed under the 2021 CDF whereas the Chinama Special School 1Γ—3 classroom block is being constructed under the 2022 CDF allocation for Munali Constituency.

Lusaka City Council remains committed to ensuring that all projects are fully completed in the stipulated time and handed over to the communities.

These projects will help reduce the crime rates reported in Munali Constituency and also lessen the difficulties people face in accessing proper education and health care services.

We therefore urge the residents of Munali Constituency to jealously guard the projects for their benefit.

It was a grand event held at the Russian Embassy's Residence in Lusaka, commemorating the strong bond between the two nations.

The Lusaka City Council - LCC has noted with concern the rise in the number of people selling their merchandise and food items using Wheelbarrows in the Central Business District - CBD.

This has become a source of concern for the Local Authority as the trend among residents is worrying and has continued to contravene Public Health guidelines.

Selling of any merchandise including food items on Wheelbarrows is prohibited as it contravenes Regulation 45 of statutory instrument No. 12 of 2008, of the Local Government Act No. 2 of the Laws of Zambia.

The Council only permits people with approved Standing buildings and certified licenses to trade within the CBD.

The people selling food among other goods from wheelbarrows do not meet the public health conditions and guidelines to conduct such a business.

Further, trading from wheelbarrows is detrimental to traffic and people's safety as it leads to serious obstructions on the road, thereby, contributing to the increasing number of accidents.

We, therefore, would like to sternly warn all those trading using Wheelbarrows in the CBD to desist from doing so, failure to which the council will move in and seize their merchandise.

Meanwhile, the Council has apprehended 697 Street Vendors for conducting business in nondesignated places, following inspections conducted between 17th July and 9th November 2023.

Residents are further, urged to always engage the Local Authority and apply for available trading slots in markets to avoid facing consequences coming with street vending.
