The HEA Director-General met the GTEC Director-General yesterday, Monday, 22nd July, 2024, at his GTEC office in Accra, Ghana. Professor Chinsembu is in Ghana visiting GTEC on an education exchange visit.

Do not miss the Acting Director-General of the Higher Education Authority (HEA), Dr. Martin Mushumba, tonight on ZNBC Main News as he discusses the directive from the Higher Education Authority (HEA) to Higher Education Institutions (HEIs) to revoke and rescind underqualified and underserving professors of these promotions.

HEA directed all HEIs to revoke and rescind these professorial promotions of individuals who do not meet the standards set by the Authority in its Classification of Academic Ranks and General Promotion Criteria within 30days. The 30days expire on 7th August, 2024.

HEA Appears Before Parliamentary Committee on Education, Science and Technology over ZAQA Amendment Bill

The Higher Education Authority (HEA) appeared before the Parliamentary Committee on Education, Science and Technology of the National Assembly of Zambia on Monday, 15th July, 2024.

HEA appeared before the Committee to make a presentation on the Zambia Qualifications Authority (ZAQA) Bill, N.A.B No. 7 of 2024. The Bill seeks to repeal and replace the Zambia Qualifications Authority Act, 2011.

HEA Director-General, Professor Kazhila C. Chinsembu, led the delegation from the Authority and made the presentation from HEA to the Committee. As one of the key stakeholders for ZAQA and an appropriate body as defined in the current ZAQA Act, the Authority's presentation to the Parliamentary Committee on Education, Science and Technology was cardinal.

In the presentation, HEA stated that the ZAQA Bill was an appropriate response to harmonise matters of accreditation and registration of national qualifications as it aspired to establish a synchronised system for the registration of qualifications managed through an efficient and coordinated system with the support of recognised appropriate authorities such as HEA, Technical Education, Vocational and Entrepreneurship Training Authority (TEVETA), and Examinations Council of Zambia (ECZ).

The HEA delegation comprised of Professor Chinsembu; Dr. Martin Mushumba, Director – Quality Assurance; Mrs. Tafuna Mumba-Phiri, Legal Counsel and Board Secretary; and, Mr. Birbal Boniface Musoba, Corporate Communications Officer.

Higher Education in Moral and Ethical Emergency – Professor Chinsembu

Higher Education Authority (HEA) Director-General, Professor Kazhila C. Chinsembu, has said that the higher education subsector is in a moral and ethical emergency.

Professor Chinsembu said this on Monday, 15th July, 2024, when he was paid a courtesy call at his office by the Christian Colleges and Universities Association (CCUA).

Professor Chinsembu stated that he had reiterated this message to public universities as well when he gave his maiden address which focused on transformation of university education during a meeting with Vice-Chancellors of public universities at Mulungushi International Conference Centre in Lusaka on Thursday, 25th April, 2024.

"One of the things that we highlighted (at the meeting with Vice-Chancellors) is that we are in a moral and ethical emergency and, as such, we need to have courses in morality and ethics at 1st year of university and these need to be compulsory to all our students that enter university," Professor Chinsembu said.

The Director-General stated that this guidance was given in order to address the moral and ethical decay not only in the higher education subsector, but in the Zambian society at large.

"So, we are hoping that the higher education system can contribute to the remedial actions that we seek for ourselves as a society and a nation," he said.

The Director-General further stated that many of the social, political, ethical and moral challenges that are faced by the Zambian society are due to the dysfunction of higher education.

"We want to use higher education to correct and cure this problem," he said, continuing, "therefore, we look forward to your efforts as an association and all the (Higher Education) Institutions under your umbrella of Christian Colleges and Universities Association as you are very important in providing the impetus that we require to instil values that support the fight against corruption and the fight against moral decay."

The CCUA delegation was led by the Chairperson of the Association and the Founding Chancellor of African Christian University, Dr. Conrad Mbewe.

Dr. Mbewe was accompanied by the Ambassador-At-Large and Founding Chairperson of the Association, Dr. Lazarus Phiri.

HEA ADVERT: Expression of Interest and Call for Learning Programme Experts

The Higher Education Authority (HEA) is expanding the pool and database of Learning Programme Experts (LPEs) who shall be engaged on a short-term basis for the evaluation of learning programmes. In addition, these Experts will be engaged to provide recommendations during the registration of Higher Education Institutions (HEI), learning programmes audits, and institutional audits to ensure compliance to the Higher Education Act, 2013.

Therefore, HEA is seeking for LPEs that understand the assignment of improving the quality, relevance and viability of higher education in Zambia. Further, the Authority wishes to hire experts that understand the complexity of issues in our higher education architecture and whose scholarly convictions or profiles fit and align with HEA’s new transformative mantra, values and ethos.

Thus, HEA invites expression of interest applications from scholars that are luminaries in their fields, genuine professionals that are well published in journals indexed in Scopus, academics of a high stature, experts visible in Google Scholar, and seasoned knowledge workers with a strong H-index.

Applicants must be high-end academics, consummate scholars, accomplished professionals that possess and exude intellectual ferocity, and esteemed individuals that form the cutting-edge and, therefore, command respect in their disciplines.

Applications should clearly state the academic qualifications, fields of study, and corpus of peer reviewed publications that point to an established forte. Academics that provide publications in predatory journals shall be blacklisted.

Experts in the Zambian Academic Diaspora, who would like to volunteer and be engaged on a pro bono basis, are encouraged to apply.

HEA is a statutory body established by the Higher Education Act, 2013. The mandate of the Authority is to regulate and monitor standards in Higher Education Institutions (HEIs) in order to ensure quality services and contribute to the enhancement of human capital and accelerated national development. HEA began its operations in 2015.

Zambian High Commissioner to Australia and New Zealand, Ambassador Dr. Elias Munshya, Puts Higher Education Resources Mobilisation Top of His Agenda

The Zambian High Commissioner to Australia, Ambassador Dr. Elias Munshya has pledged to put the mobilisation of resources for higher education, investments and international cooperation top of his agenda.

Ambassador Munshya pledged his support for higher education during dinner he had with the Higher Education Authority (HEA) Director General Professor Kazhila C. Chinsembu and Director Quality Assurance Dr. Martin Mushumba at Avani Victoria Falls Resort on 28th June, 2024.

The HEA Director General, Professor Chinsembu used this dinner opportunity to discuss the possibilities of attracting support in the higher education subsector from Australia and New Zealand.

Ambassador Munshya observed that both Australia and New Zealand had a lot of outstanding Higher Education Institutions (HEIs) that would be willing to expand and establish their base in Zambia. He further indicated that he would work tirelessly to ensure that he facilitated any such university that could want to set up in Zambia.

“I am going to assign my First Secretary in Charge of Education the special role of creating a strong linkage between Zambia's higher education subsector and that of Australia and New Zealand in order to attract the targeted investments and build strong collaborations that will see increased support to Zambia's higher education institutions in key areas such as research and development, staff development, and student exchanges,” he said. He also noted that, “there is an urgent need for Zambia to leverage the good relationship that the country shares with Australia and New Zealand to draw support towards the higher education sector.”

Ambassador Munshya appreciated the strides that HEA had made in raising the standards of education in Zambia and offered to facilitate collaboration with similar bodies in Australia and New Zealand in order to facilitate for knowledge exchange.

“The Authority could benefit a lot from their Australian and New Zealand counterparts by learning how they have managed to keep their higher education sector at such a competitive level, which was globally recognised,” the High Commissioner concluded. The HEA could be headed for unprecedented ties with Australia and New Zealand following the Higher Commissioner's pledge. The development would benefit the higher education sector to gain global competitiveness and recognition.

Her Honour, the Vice President of the Republic of Zambia, Mrs. W.K. Mutale Nalumango, had a conversation with the Higher Education Authority (HEA) when she toured the Authority's stand at the just ended 2024 Africa Public Service Day (APSD).

The Vice President took a moment on her tour of all the stands at the show and spoke with the HEA Team.

Mrs. Nalumango was being led at the HEA Stand by the Head of Communications at the Ministry of Education- Zambia, Ms. K***a Mando. HEA exhibited at the show under the Ministry of Education banner.

The Higher Education Authority (HEA) is currently exhubiting at the 2024 African Public Service Day (APSD) that is being held at the Piazza at East Park Mall in Lusaka from 20th - 23rd June, 2024.

The 2024 APSD is being held with the theme “Empowering a Citizen – Centric Public Service for an Inclusive and Thriving 21st Century Africa: A journey of Lifelong Learning and Technological Transformation”.

HEA is showcasing how it is the Most E-Transformed and Innovative Public Instumitution through its development and implementation of the Intergrated Management Information System (HEA-IMIS). This has enabled the Authority to from processing applications for universities, colleges and university colleges using hardcopies to using digital copies that save paper and reduce on the carbon footprint.

HEA Inspects Zambian Royal Medical University

The Higher Education Authority (HEA) inspected Zambian Royal Medical University on 12th June, 2024.

HEA conducted the inspection to verify the status of implementation of the improvement plan to address the deficiencies that were found at the private university and to investigate public concerns that circulated in the media about the Higher Education Institution (HEI).

Photo Focus: ACCA Pays Courtesy Call on Director-General

ACCA Zambia paid a courtesy call on the Director-General of the Higher Education Authority (HEA), Professor Kazhila Chinsembu.

The ACCA Zambia delegation was led by Ms. Janice Matwi, Head of ACCA Zambia, who was accompanied by Mr. Hardy Choongo, the Business Relationship Manager, and, Ms. Maambo Michelo-Mulenga, the Business Development Manager.

Speaking when he received the delegation in his office, Professor Chinsembu thanked Ms. Matwi and her team for the courtest call and stated the importance of accounting, noting that it gives him as CEO peace of mind.

"Accountancy focuses us and makes sure that there is prudence in the utilisation of public resources," Professor Chinsembu said, adding, "my work is made easier by accounting people and they cannot do that without correct skills which you provide to them."

1 Week to Go Before the Start of the Capacity Building Workshop on Quality Assurance for Universities and University Colleges

The much anticipated Four (4) Day Capacity building Workshop in Quality Assurance for Universities and University Colleges by the Higher Education Authority (HEA) is one week away!

The workshop will take place from Tuesday to Friday, 25th to 28th June, 2024, in Livingstone at Chrismar Hotel. The workshop is meant for the Deputy Vice-Chancellor – Research and Innovation, the Head of your Quality Assurance and the Registrar of the Universities and University Colleges.

Participation fee for each participant is K6,800.00.

However, Universities and University Colleges are at liberty to send as many additional personnel as necessary to empower the quality assurance of the Higher Education Institution (HEI). Each additional participant in attendance will be required to pay the prescribed fee.

The Workshop is intended to capacitate Universities and University Colleges in quality assurance in the following areas:

1) Accreditation and Institutional Audit Review Processes: Workshop participants will learn about the accreditation standards, procedures, and best practices for conducting self-institutional reviews to ensure compliance with quality assurance requirements.

2) Curriculum Development and Evaluation: This will focus on designing and assessing curriculum frameworks that align with industry needs, educational standards, and institutional goals.

3) Teaching and Learning Strategies: This will explore innovative teaching methods, assessment techniques, and learning technologies to enhance student engagement and academic achievement.

4) Quality Assurance in Online Education: With the increasing popularity of online learning through Open and Distance Learning (ODL), this subject will be about the best practices for delivering quality online courses, and ensuring student success in virtual environments.

5) Student Support Services: This subject area will focus on creating comprehensive support systems for learners, including academic advisory, counselling services, career guidance, and student engagement programs.

6) Quality Assurance in Assessment Practices: Participants will learn about fair assessment methods, grading standards, exam administration procedures, and using assessment results for continuous improvement purposes.

7) Continuous Improvement Processes: The workshop will emphasise the importance of fostering a culture of continuous improvement within institutions by exploring mechanisms of quality assurance being employed in contemporary higher education.

8) Zambia Standards and Guidelines: The participants will learn about the applicable standards that guide higher education in Zambia. The Zambia Standards and Guidelines are a basis for the enforcement of Quality Assurance and provide the minimum expectations in all key areas of quality assurance.
