65TH ASSEMBLIES OF WIPO WRAPS UP WITH MORE WINS FOR ZAMBIA

Our Registrar and CEO Mr. Benson Mpalo and his Deputy Chewe Chilufya have wrapped up their program in Geneva, Switzerland where they had gone to attend the 65th Assemblies of the World Intellectual Property Organization (WIPO).

The two senior PACRA officials alongside some officials from government also held side meetings with various stakeholders soliciting for capacity building programs on behalf of Zambian organizations such as the Zambia Music Copyright Protection Society (ZAMCOPS) and Zambia Reprographics Rights Society (ZARSO).

Mr. Mpalo and his delegation also met with officials from WIPO Academy to whom they proposed on behalf of the University of Zambia (UNZA) the introduction of a tailor-made course on Intellectual Property to students and staff of the University.

Other engagements centered around WIPO’s support to reviewing the Copyright and Performance Rights Act which is currently under review.

They leave Geneva, getting back home with a sense of accomplishment with key strides made from the global event and side engagements.

PACRA SOLICITS WIPO FOR CAPACITY BUILDING OF ZAMCOPS

PACRA Registrar and CEO Benson Mpalo and his Deputy Chewe Chilufya have continued with their stakeholder engagement in Geneva, Switzerland seeking for and strengthening partnerships in the Intellectual Property (IP) world.

On the side-lines of the ongoing 65th Assemblies of the World Intellectual Property Organization (WIPO) in Geneva, the two have held a series of meetings with various stakeholders with the latest being with officials from the Copyright Management Division of WIPO.

The PACRA delegation, presented a request for capacity building from the two Zambian Collective Management Organisations; Zambia Music Copyright Protection Society (ZAMCOPS) and Zambia Reprographics Rights Society (ZARSO).

The two organisations requested WIPO through PACRA for capacity building of their staff and assistance in fine-tuning and enhancing their operations.

PACRA has also requested for WIPO’s support to review the Copyright and Performance Rights Act which is currently under review.

And WIPO Director of the Copyright Management Division Benoit Muller, appreciated PACRA's work in the Copyright field and committed to supporting the Zambian Collective Management Organisations.

Mr. Muller also reiterated WIPO’s support to PACRA, especially in relation to the review of the Copyright and Performance Rights Act.

PACRA ENGAGES WIPO ACADEMY ON DEVELOPING TAILOR-MADE IP COURSE AT UNZA

PACRA has proposed to the World Intellectual Property Organization (WIPO) to introduce a tailor-made course on Intellectual Property (IP) to students and staff at the University of Zambia (UNZA).

The proposal was presented to WIPO Academy on behalf of UNZA by PACRA during a meeting on the sidelines of the 65th Assemblies of WIPO currently underway in Geneva, Switzerland.

PACRA further presented a request for technical support from WIPO in the quest to introduce IP in the Zambian education curriculum.

Head of the Distance Learning Program at the WIPO Academy Altayework TEDLA DESTA expressed happiness at the proposal and committed to working with PACRA to ensure introduction of the tailor-made course on IP not only at UNZA but also other universities in Zambia.

And PACRA Registrar and Chief Executive Officer BENSON MPALO thanked the WIPO Academy for its willingness to consider the proposal and its continued support in training many Zambians in IP.

Mr. Mpalo was accompanied by PACRA Deputy Registrar – Intellectual Property Chewe Chilufya and Counsellor (Economic Affairs and Trade) at the Zambian Embassy to Geneva Akashi Mwalye.

ZAMBIA REAFFIRMS COMMITMENT TO PROTECTING AND
INCENTIVISING CREATIVITY.

ZAMBIA has reaffirmed the international community of its commitment to being a part of and contributing to the community of nations which foster an environment where creativity is protected, incentivised and celebrated.

Zambia’s Permanent Representative to the United Nations Office in Geneva, Switzerland Eunice Tembo – Luambia says the role of Intellectual Property (IP) development cannot be over emphasised in an interconnected world facing unprecedented challenges.

Mrs. Luambia was speaking during the assemblies of the Member States of the World Intellectual Property Organization (WIPO) Sixty-Fifth Series of Meetings in Geneva, Switzerland.

She is leading a delegation which comprises Patents and Companies Registration Agency (PACRA) Registrar and Chief Executive Officer Benson Mpalo, his Deputy in-charge of Intellectual Property Peter Chilufya and Ministry of Commerce, Trade and Industry Chief Economist, Department of Domestic Trade and Commerce, Derrick SIKOMBE.

PACRA GETS TECHNICAL BOOST FROM US TREASURY DEPARTMENT

The United States Department of the Treasury’s Office of Technical Assistance (OTA) is engaging the Patents and Companies Registration Agency (PACRA) for support towards the Movable Property Registry System (MPRS).

The three fold support will include technical assistance, capacity building and support in enhancing the legal framework around the MPRS.

The MPRS provides for online registration of security interests in movable assets pledged as collateral, pursuant to the Movable Property (Security Interest) Act No. 3 of 2016. The overall goal of the Act is to promote movable property based lending and ultimately increase access to credit by small scale businesses.

Speaking during a meeting with officials from PACRA led by Registrar and Chief Executive Officer Benson Mpalo at the PACRA Head Office in Lusaka, OTA Consultant Maria del Pilar Bonila said the support will positively impact Small and Medium Enterprises (SMEs) in Zambia.

“The activities will include support towards enhancing the legal framework and conform it to global standards, technical assistance, and capacity building to PACRA and other stakeholders such as Universities and Financial institutions among others”, said Ms. Pilar Bonila.

And Yair Baranes another OTA Consultant said the objective of the support is to enhance inclusion, access to finance and reduce the risk of advancing credit.

“The Movable Property Registry is an important data base for the country. It is important to invest in property both tangible and intangible that is why we want to support you as PACRA to build capacity,” said Mr. Baranes.

And Mr. Mpalo expressed happiness with the support saying PACRA is keen on receiving some technical support in administration of the law.

“We appreciate the efforts of enhancing the capacity of our institution and officers as we host the Movable Property Register”, said Mr. Mpalo.
