NSCC, Pune – The Pioneer in the RWA Movement
The National Society for Clean Cities was founded in the 1970’s in Mumbai by Begum Ali Yavar Jung, the wife of the then Governor of Maharashtra. It was founded with a single objective, that is, to make Mumbai a clean city. Her concept of a ‘Clean City’ extended to healthy governance and elimination of corruption, along with the goal of making Mumbai a pollution-free city.
This concept was taken to Pune by Shri S. L. Kirloskar, the founder of the Kirloskar group of companies, and National Society for Clean Cities, Pune was set up.
“QUALITY CITY” , was the dream of Shri S. L. Kirloskar NSCC, Pune works independently in this city and shares this basic vision. We hope to improve the quality of life of the citizens of Pune by helping to enhance infrastructure and facilities and ensure the maintenance of a green environment.
The credo of NSCC, Pune is: Pune, A Clean City, Clean in Every Way. By Clean we mean:
• Clean Physically,
• Clean Environment,
• Clean Administration and
• Clean Governance.
NSCC does not believe in merely criticizing the working of the local government bodies; we believe in searching for better alternatives. We firmly believe that more can be achieved if the people work in conjunction with the government bodies instead of being in conflict with them. This is the philosophy we use in the way we work. We are happy to join hands with various local governing bodies like the Pune Municipal Corporation (PMC), the Pune Cantonment Board, Pune Police, Maharashtra Pollution Control Board, Maharashtra State Electricity Distribution Co. Ltd., and so on. We also work with other like-minded NGOs.
NSCC, Pune is the umbrella body which guides the numerous Mohalla Committees (Residents Welfare Associations/ Parisar Samitis) in the city. Each Mohalla committee is made up of responsible citizens who are committed to improving their neighbourhood. In a country like ours, where numbers are large, it may be difficult for government officials to be in touch with the grievances plaguing the local residents. This is where Mohalla committees can make a valuable contribution. A Mohalla committee holds monthly meetings with the Ward Officer (area in-charge) and his senior staff as well as representatives from Pune Police, in attendance. Issues pertaining to environment, health and hygiene, solid waste management, water, electricity, traffic, etc are discussed and a suitable plan of action is formulated with the Ward Officer’s help. The effectiveness of the NSCC, Pune lies in its bringing together the government officials responsible for administering a ward and committed citizens willing to offer their time, energy and, sometimes, expertise along with their close knowledge of the requirements of their neighbourhood. NSCC, Pune has created a platform for interaction of citizens and PMC officials, which has been seen to be crucial for effective implementation.
In a few years NSCC, Pune has become a dynamic driving force. It has been seen that the Mohalla committees have done excellent work in pointing out and prioritizing the needs of their neighbourhoods. They also perform the important function of bringing in a transparency in matters of administration since they are involved at every stage of the implementation of a project. The budget and projects of a ward used to be unknown to the citizens who lived in that ward. A major leap forward has now been taken with participative budgeting. The Mohalla committee now have a say in how the budget assigned for the development of a ward is to be used. Participative governance is what NSCC, Pune believes in. Citizens deserve to have a say – and a hand – in how their neighbourhood is to develop. With the growing concern of citizens about effective and able governance and the desire for a better quality of life, the role of mohalla committees has become crucial.

• Leading the fight for the Green Development Plan inclusive of a Bio Diversity Park for the fringe areas.

• Cleaning the river and preserving it’s natural form
• Saving water bodies from destruction
• Pedestrians’ rights
• Neighbourhood Watch movement with Pune Police
• Traffic management
• Town Vendors Policy
• Citizens’ participation in Budget making for their wards

• Voter Registration drives & Voters’ Helpline
• Citizens Election Watch: Informing citizens on the candidates’ background using their affidavits etc.
• Organising a platform for voters to meet and discuss with their election candidates
• And there are many more initiatives taken up by NSCC, Pune and its members..

घरातच वेगळा ठेउ या.
२ सोसायटितील ,वा बंगला.कोणतीहि इमारत यातील पाला पाचोळा वेगळा ठेवा.
याचे सोसायटीला दोन फ़ायदे कि ५% पैसे मिळकत करात सवलत मिळेल व पाला पाचोळा कचरा म्हणुन जाळला जाणार नाही. खत ह्मणजे माती तयार होते.
आपलया भागात एकदा हा प्रयोग सुरु करुन राबवा.
( कचराचे नियोजन हे सोप काम घरातुन होईल जसे आपण वर्तमान पेपर साचवुन ठेवतो ) व तयाचा फायदा घेतो.
माझा अनुभव असा आहे कि असा नको असलेला अेाला कचरा एका घराचा ४०० ग्रम असतो. ह्मणजेच महिनाभरात १० किलोभर होत नाही.
आपलया दुर्लक्षामुळे पाला जाळला जातो . प्रदुशण वाढते. आपणच हैराण होतो.
आज पासुन आपलयाला *चांगलया सवईचे ३ फायदे* दिसणार आहेत.
१ वेगळ ठेवल ह्मणुन खत होणार आहे
२ पाल्याचे खतात रुपांतर ह्मणुन माती आणायला पैसे लागणार नाहित.
३ कचर्याचे ढिग नाहित व जाळला जाणार नाही.

NSCC PROFILE -
Begum Ali Yavar Jung, wife of the then-Governor of Maharashtra, Nawab Ali Yavar Jung, founded the NSCC in Mumbai in the 1970s.
NSCC's sole goal was to make Mumbai a "clean" city. Begum Ali Yavar Jung's concept of a "clean city" included healthy governance, the elimination of corruption, and a pollution-free environment through citizen participation through the establishment of Mohalla committees.
NSCC, Pune: The late S.L.Kirloskar brought this concept to Pune in 1978, with active participation by leading citizens. Several Mohalla Committees sprang up, and NSCC was on the city's NGO map. Recognized by the Pune Municipal Corporation, the cantonment authorities, the police, and other local government bodies, the NSCC has interacted and resolved citizen issues on several occasions.
The primary goal of NSCC Pune is to educate citizens about their rights and responsibilities so that they can participate in governance through Mohalla committees.
NSCC, Pune strives to improve the quality of life for Pune citizens by enhancing existing infrastructure and facilities and making recommendations that can help achieve the goal of making Pune a green, liveable city where its citizens enjoy a good quality of life.
Mohalla/parisar committees: The NSCC is an umbrella organisation made up of individual members and mohalla/parisar committee members. Each Mohalla/parisar committee is made up of local residents who come together to address quality of life issues in their communities. All NSCC members are strongly encouraged to join their local mohalla/parisar committee.
Connection with the Local Governing Bodies (PMC, PCB, MSEB, Pune Police, Forest Department, and so on): The NSCC works closely with the Pune governing bodies. The mohalla/parisar committees meet with their local ward officer and other staff on a monthly basis. The vast majority of issues affecting citizens can thus be resolved at the local level. Key NSCC members are available to assist with this process.
The NSCC has successfully established a platform through which citizens (as a force) can interact with governing bodies. This has contributed to greater transparency in governance, giving citizens a voice in improving their quality of life. One thing to keep in mind is that the NSCC does not believe in simply criticising the work of local government, but in working together to solve problems.
Case studies of success: Case studies in which the NSCC and/or mohalla/parisar committees made a difference
One of the most important activities of the NSCC has been the push for solid waste segregation and vermicomposting among city residents.
Members of the NSCC have served on The PMC's Sanitation Committee, which develops policies for citywide implementation.
Transparency in governance, citizen participation: Involvement in prioritising projects in wards, as well as citizen participation in the budget process in wards, is encouraged in the majority of Mohalla Committees.
At the local level, the NSCC interacts with Traffic Police.
Keeping open spaces and saving the hills
Leading the charge for a green development strategy.
The river is being cleaned, and water bodies are being saved from destruction.

Her concept of a ‘Clean City’ extended to healthy governance and elimination of corruption, along with the goal of making Mumbai a pollution-free city. NSCC, Pune, which works independently in this city, shares this basic vision. We hope to improve the quality of life of the citizens of Pune by helping to enhance infrastructure and facilities and ensure the maintenance of a green environment.
NSCC does not believe in merely criticizing the working of the local government bodies; we believe in searching for better alternatives. We firmly believe that more can be achieved if the people work along with the government bodies instead of being in conflict with them. This is the philosophy we use in the way we work. We are happy to join hands with various local governing bodies like the
· Pune Municipal Corporation (PMC), · the PCB,· Pune Police,· Forests Department ........ and so on and we also work with other like-minded NGOs. NSCC, Pune is the umbrella body which guides the numerous mohalla committees in the city. Each mohalla committee is made up of responsible citizens who are committed to improving their neighbourhood. In a country like ours, where numbers are large, it may be difficult for government officials to be in touch with the grievances plaguing the local residents.
