🚨 Provident Community Initiative actively engaged in the County Assembly of Mombasa's public participation on the Program Based Budget (PPB) for FY 2024/2025 on June 13th and 14th. Key issues we highlighted include:
🔹 Revenue Mobilization: The PPB lacks detailed information on Own Source Revenue (OSR) streams.
🔹 Project Transparency: The document does not specify proposed project names, locations, or allocated budgets for each department/program. This information is crucial for public monitoring and accountability.
🔹 Department of Water, Natural Resources, Public Works, and Climate Change Resilience: The department's budget heavily relies on a Kshs. 1B World Bank grant, with minimal local revenue sources detailed. Total budget: Kshs. 1.33B, but only Kshs. 330M (25%) from non-grant sources.
🔹 Fiscal Responsibilities: Estimated personnel costs are 43.7% of the total budget, exceeding the 35% cap set by the Public Finance Management (PFM) Act 2012, Section 107 while Development expenditure stands at 31.6%.

🌊📊 Provident Community Initiative, in partnership with the Coast Regional Budget Hub -CRBH with support from IBPKenya recently participated in the national government's public consultation on the Program Based Budget (PBB) for FY 2024/25. We highlighted critical issues such as unmet revenue targets, excessive spending, fiscal deficits, and soaring public debt. The memorandum collectively submitted called for realistic revenue targets, prudent expenditure reforms, thorough examination of fiscal deficits, and stringent debt management to foster sustainable development in the coming financial year.

Through the support from Uraia under the Strengthening Public Accountability and Response in Kenya Project, Provident Community Initiative in partnership with Ajenda Kenya held a roundtable meeting with the Director of Budget and Economic Planning. The meeting was centered around enhancing transparency in the budget process.
The key reference point in the meeting was the three previous County Budget Transparency Surveys done by IBPKenya where Mombasa County Government. has shown great progress in availing more budget documents from the 2020 survey. The discussion highlighted the need to strengthen partnership between the office, CSOs and enhancing feedback mechanism on memorandums sent by the public on matters relating budgets.
Highlights:
1️⃣The office being allocated an officer from the ICT department to support in timely budget document uploads.
2️⃣ Need to engage with the executive & the assembly branch of the County on having meaningful & timely public participation on key budget documents
3️⃣ The need to leveraging on technology to enhance citizens involvement on budget processes.
4️⃣ Strengthening partnership with CSOs and the county in conducting public participation on budget process
5️⃣ Boosting transparency by separately sharing participation reports on the County website.
Areas for advocacy :
¹1️⃣ Having a stakeholders conversation on the existing gaps in the country's budget cycle that affects counties adhering on the budget timelines.
2️⃣ The third revenue share formula which has negatively affected the County's equitable share.
3️⃣ The recently devolved functions from the national government with resource allocation gaps.
