The Tana and Athi Rivers Development Authority (TARDA) is a State Corporation established under Section 3 of the TARDA Act CAP 443 of the Laws of Kenya.

TARDA & MACHAKOS COUNTY: PARTNERING FOR SUSTAINABLE PROGRESS
The Tana and Athi Rivers Development Authority and the Machakos County Government recently held a pivotal meeting focused on advancing regional development and uplifting local communities through a robust and ongoing partnership. Hosted by the County Director Department of External Resources Mobilization, Partnerships, and M&E Mr. Mohamed Hajji Ibrahim, the discussions emphasized collaboration on several impactful initiatives.
A primary focus was the rehabilitation of Muooni Dam in Kathiani Sub-county, which plays a crucial role in supporting River Athi and sustaining the surrounding ecosystems. Conservation of Maruba Dam in Machakos Central was also highlighted, given its importance in providing clean water to Machakos residents. TARDA has actively supported this effort with three phases of conservation activities in the dam's riparian zones.
The meeting further reviewed progress on TARDA’s projects within the county and discussed establishing Technical Working Groups to streamline and strengthen project implementation. Through dedicated collaboration, TARDA and the County Government of Machakos are committed to fostering sustainable growth and creating a lasting positive impact across communities and the regional economy.
TARDA AND EMBU COUNTY: STRENGTHENING SUSTAINABLE PARTNERSHIPS
Today, we were honored to welcome EMBU County_014 Governor, Hon. Hon. Cecily Mbarire, EGH, back to the Tana and Athi Rivers Development Authority for a follow-up meeting with our Managing Director, Mr. Liban Roba. This second visit deepened our collaboration on strategic initiatives designed to drive sustainable growth and community well-being.
Our discussions explored impactful projects such as green grams, honey production, apiculture, hides and skins processing, feedlots, collaboration in the County's upcoming industrial park as well as tourism. Both teams are committed to aligning county and national priorities for enhanced agricultural productivity, job creation and environmental stewardship in Embu County.
Through synergies such as these, we are paving the way for sustainable development that benefits local communities and promotes regional growth.

Through the , the Tana and Athi Rivers Development Authority can increase rice production in Kenya by 28% with the broad objective of the Project aiming at opening up 12,000 (30,000acres) Ha of land producing approximately 84,000 MT of rice per annum. This will increase food security, reduce poverty, save on foreign exchange and improve livelihoods of communities in the Tana Delta area.
BUILDING HOPE WITH EVERY DROP: EMPOWERING NGUMU COMMUNITY THROUGH WATER SECURITY
In Garsen North Ward, Tana River County, the Ngumu Borehole Project is poised to change lives. During the During the Parliament of Kenya Committee on Regional Development's Visit to the Tana Delta Irrigation Project the Tana and Athi Rivers Development Authority proudly introduced an initiative that is more than just a water source—it's a lifeline of stability, health and hope for Ngumu village.
For years, the residents of Ngumu have faced the constant challenge of water scarcity, which has led to community conflicts and forced families into searching for water in crocodile-infested rivers for domestic use and livestock.
Now, with the Ngumu Borehole, 450 households and over 2,600 livestock will have reliable access to water close to home. This project represents a brighter future for families, children, and livestock who depend on stable water sources to thrive.
The project itself is a feat of modern engineering and sustainability. It features a solar-powered pumping system, elevated steel water tanks, water kiosks for easy access, and a secure perimeter. The borehole drilling and pump installation are complete, and the solar power systems are already in place and tested. Water kiosks are nearly ready, with the entire reticulation system expected to be completed by the end of October 2024.
By then, the Ngumu Borehole will be fully operational, providing a sustainable water supply that will bring relief and resilience to the Ngumu community. TARDA is honored to be part of this transformation, empowering communities to flourish and build a future without the constant burden of water scarcity.
This project is not just about infrastructure—it’s about nurturing hope, growth, and prosperity, one drop at a time.
PARLIAMENTARY COMMITTEE ON REGIONAL DEVELOPMENT VISITS TANA DELTA IRRIGATION PROJECT: A STEP FORWARD FOR SUSTAINABLE DEVELOPMENT
Parliament of Kenya National Assembly Committee on Regional Development visited the Tana Delta Irrigation Project to oversee ongoing rehabilitation efforts and assess progress on infrastructure for food security, water management and regional resilience. The Committee, led by Chair MP, Sigor Hon. Peter Lochakapong' were received by the Tana and Athi Rivers Development Authority Managing Director Mr. Liban Roba at the Project.
The Committee's mandate includes evaluating how well such projects align with Kenya's broader goals of sustainable regional development and national economic stability. The Project is currently undergoing extensive rehabilitation aimed at revitalizing infrastructure that supports agricultural productivity, water supply, and flood mitigation.
Among the significant improvements at the Tana Delta Project is the restoration of the Sailoni Rubber Dam, which plays a vital role in regulating water levels, managing flood risks, and ensuring a consistent water supply for irrigation. Additionally, the rehabilitation of the Tana Delta Main Canal is enhancing water conveyance efficiency, benefiting thousands of hectares of farmland that are essential to food security in the region.
Further, the reinforcement of damaged d**e sections is underway to prevent flooding and soil erosion, which directly safeguards farmland and nearby communities. Alongside these improvements, a new borehole is being equipped to enhance access to clean water, and ongoing renovations within the estate compound aim to upgrade living conditions and operational facilities for staff and community members actively involved in the Project.
The committee’s visit underscores its commitment to monitoring not only infrastructure but also the project's alignment with broader policies around resource sustainability, community development, and disaster resilience. These rehabilitation efforts contribute to TARDA's mission to create sustainable and resilient ecosystems that foster agricultural productivity, reduce water scarcity, and mitigate environmental risks for the benefit of current and future generations.
