17 TAAA Members Graduate through DA-RFO-CAR AMIA Program

Seventeen (17) members of the Tublay AMIAbles Association Agripreneurs (TAAA) successfully completed the training on “Capability Building and Competence Enhancement Activities for the Operation of the Food Processing Facility,” which was conducted by DA-RFO-CAR through its AMIA program, in partnership with Benguet State University (BSU) and LGU-Tublay.

The training commenced on July 30, with the FSRIC-BSU team, led by Lesley Dale Umayat, serving as resource speakers and trainers. The program concluded with a graduation ceremony on August 14.

Participants engaged in hands-on training to produce veggie pancit canton in four flavors: Sugarbeets, Malunggay, Carrots, and Squash. They learned the entire process, from preparing raw materials to packaging the final product.

On the final day, the graduation activity was attended by AMIA staff led by Mr. Lito Mocati, BSU staff headed by Manuel Dorado Jr., and Mr. Garp Kimayong from DA-AMAD. In his opening remarks, Mr. Dorado congratulated everyone for completing the training and reassured them that the partnership would continue.

Mr. Kimayong discussed how the products would be introduced to the market, aiming not only for national reach but also for international success. “You, members of the association, know by heart your Vision, Mission, Goals, and Objectives,” he said. Also, he stressed the importance of market linkages. Thus, he encouraged the members to utilize technologies and different media platforms such as Facebook and TikTok to market their products.

During the event, association members had the opportunity to share their experiences and express their gratitude. Joan Ajawan thanked BSU, DA-RFO-CAR, and LGU Tublay for their support. This was followed by Ms. Sunshine Dackias expressing sincere appreciation for the training and highlighting its potential impact, especially for the unemployed. She envisioned success as long as the members continued their efforts. “We strongly believe that the knowledge, skills, and experiences instilled in us, surely help us to achieve our optimum performance as AMIAbles entrepreneurs of Tublay”, Ms. Dackias said on her final note.

The training concluded with Mr. Mocati expressing gratitude to the members for their participation and to the partners for their support. He expressed hope that everyone would continue their efforts to complete the labor force and anticipated success in their endeavors.

***Department of Agriculture Conducts Successful Participatory Climate Risk Vulnerability Assessment (PCRVA) / Participatory Rapid Appraisal in Apayao

**Santa Maria, Flora, Apayao -** From July 31 to August 1, 2024, the Department of Agriculture - Regional Field Office – Cordillera Administrative Region (DA-CAR) successfully conducted a Participatory Rapid Appraisal (PRA) in Santa Maria, Flora, Apayao. This appraisal marks a significant step towards establishing a new Adaptation and Mitigation Initiative in Agriculture (AMIA) Village in the region.

The PRA was a collaborative effort involving the DA-CAR's Field Operation Division, Research Division, and the AMIA Program. A member from the Marian’s Farmer Association attended and joined the event, including Barangay Captain Ferick P. Roque, members of the Barangay Council, and representatives from the Office of the Municipal Agriculturist (OMAG).

The workshop commenced with a warm welcome from Barangay Captain Ferick Roque, setting a positive tone for the event. Municipal Agriculturist Natividad Ramos expressed gratitude to DA-CAR for their outreach to Santa Maria and stressed the importance of active participation for the PRA’s success. She urged all attendees to engage fully in the activities.

Mineralito F. Simon introduced the AMIA program, emphasizing its mission to educate farmers on climate-resilient agriculture technologies. Following this, Leah E. Mon explained the PRA process, detailing its four phases of information gathering.

To facilitate comprehensive data collection, participants were divided into three groups, each tasked with creating a village map, a historical timeline, a seasonal calendar, and a resource flow chart. These exercises culminated in group presentations where participants showcased their outputs and identified the community's priority needs.

In addition to the workshop activities, the DA-CAR team, along with Barangay Kagawad and OMAG staff, conducted a village walk. This walk was instrumental in validating the collected information and gaining deeper insights into the community’s dynamics and resources.

The successful completion of this PRA provided essential profile and baseline data crucial for establishing the new AMIA Village. Moreover, it highlighted the priority needs for future Community Participatory Action Research (CPAR) including the CRA trial, laying a strong foundation for continued community development and resilience in Santa Maria.

*** FOD AMIA – Research Div. Collaborative Meeting and Assessment Workshop for the PRA Results and CPAR Proposal in the New AMIA Villages.

The Department of Agriculture - Regional Field Office - CAR convened a meeting on July 26, 2024, bringing together staff from the Field Operation Division and Research Division to present the results of the Participatory Rapid Appraisal (PRA) conducted in newly identified AMIA (Adaptation and Mitigation Initiative in Agriculture) villages.

The event was initiated with remarks from Sr. Science Research Specialist and Project Leader Esther C. Andiso, who assured that the PRA processes in Barangay Itap and Ubao Aguinaldo, Ifugao; Barangay Butigue, Paracelis, Mountain Province; and Barangay Liwan East, Rizal, Kalinga, were meticulously followed.

During the meeting, presenters shared their findings from the PRA along with recommendations, which sparked a productive discussion to gather input for drafting the Community Participatory Action Research (CPAR) proposal. Additionally, the group presented a drafted compendium on Climate-Resilient Agriculture technologies and approaches to collect feedback for further refinement.

The event concluded with Nicasio S. Baucas expressing his gratitude to all participants for their contributions and their ongoing partnership with the AMIA Program, highlighting the successful and collaborative effort of all involved.

DA-CAR preps Cordi's new AMIA villages through PRA

The Department of Agriculture-Regional Field Office-Cordillera Administrative Region (DA-RFO-CAR), through its Field Operation Division (FOD) Adaptation and Mitigation Initiatives in Agriculture (AMIA) in collaboration with Research Division, has conducted a Participatory Rapid Appraisal (PRA) and Participatory Climate Risk Vulnerability Assessment (PCRVA) in various provinces in the region.

This initiative aims to identify suitable areas for the establishment of new AMIA Villages, emphasizing a participatory and interdisciplinary approach to project development that actively involves farmers in the process. Said activities took place on April 2-4, 2024, in Aguinaldo, Ifugao; May 7-9 in Rizal, Kalinga; and May 14-15 in Paracelis, Mountain Province.

Leah Mon, SRS II discussed the PRA process which was divided into four phases to gather essential data and encourage community participation.

In the first phase, farmers collaborated to create detailed maps of their villages. These maps included social, infrastructure, and enterprise maps, as well as topographic and transect maps. This exercise provided valuable insights into the local landscape and resources, aiding researchers in understanding the area's specific characteristics. During the second phase, participants engaged in a historical timeline exercise, documenting significant events and activities in their barangay. This included trend analysis to identify key goals and future aspirations for agricultural production, offering a clear vision of their development objectives.

The third phase focused on the creation of seasonal calendars by the participants. Farmers also conducted cost-benefit analysis for the top two commodities in their area, ensuring that the most economically viable crops were prioritized. Additionally, they developed resource flow and institutional diagrams, providing comprehensive information about the availability and movement of resources, as well as the roles of various institutions within the community. This participatory process not only enhances the accuracy of the data collected but also empowers farmers by involving them directly in development planning.

“By actively participating throughout the PRA process, farmers became integral partners in the development process, ensuring that projects are well-tailored to the specific needs and conditions of their communities,” Mon added.

The DA-RFO-CAR's approach to establishing new AMIA Villages through PRA and PCRVA is a testament to the value of participatory methods in agricultural development. By fostering collaboration and leveraging local knowledge, these initiatives aim to build resilient, sustainable agricultural communities across the Cordillera provinces.

Newly designated Regional Technical Working Group (RTWG) of the Department of Agriculture Regional Field Office-Cordillera Administrative Region (DA RFO-CAR) convened to mainstream the Agro-climatic Advisory Portal (ACAP).

Wendel Pinkihan, AMIA-CIS technical staff elaborated the definition, purpose, and ways forward of the project. He stressed that ACAP is a digital platform for the generation and dissemination of climate-weather based farm advisories, specifically; 10-day farm weather outlook, seasonal outlook, and special weather forecasts.
The project will serve as part of the local early warning system that will maximize returns of production input, minimizes potential losses and damages, therefore resulting in higher productivity and income.

Pinkihan highlighted that the platform is under development and priority crops are rice and corn. Additionally, workshops per province to operationalize the project will be conducted with provincial and municipal partners.

Anent, the RTWG are to establish location based on specific cropping calendar for the rice and corn in the region. Accordingly, members are to determine the climate risk and emerging threats in the local setting and to generate recommendations in the reduction and management of its potential impacts in the agricultural sector. The recommendations shall serve as a guide for farmers in their day-to-day farming operations.

To monitor the development of the Adaptation and Mitigation Initiative in Agriculture (AMIA) villages in Cordillera, the Department of Agriculture’s (DA) Climate Resilient Agriculture Office (CRAO) visited the established sites in Tublay, and Buguias, Benguet last May 14-16.

The activity, led by Rae Michael Barbosa, Planning Officer, Quennie May Camu, Project Development Officer, and technical staff of DA-RFO-CAR conducted field visitations and interviewed AMIA farmer members to assess the impact of the tailor-fitted interventions.

In Buguias, the team visited the two new twin greenhouses in Nakiangan and Bangao. Roselily Atopen, a member of the Northern Hills Farmers Association (NHFA) in Nakiangan showcased their standing crops such as lemons, and coffee plants which are strategically situated to protect the vegetative plantations from strong winds. A vermicomposting facility will also be constructed under the association to be utilized by the members for additional income.

Within the MACASCASA Farmers Association in Bangao are the earlier established tunnel and twin greenhouses, diversion dam, and water reservoir. Grace Bacangan, President of the association mentioned that they clean the diversion dam twice a year, ideally in June and November in preparation for the arrival of typhoons.
“Through the continuous provisions of interventions from AMIA, such as greenhouses, our produce increases and is well protected from strong winds and typhoons.” She added.
Aside from crop production, poultry and livestock integration projects were also provided to the farmer-members. In Calamagan, egg production was established, and its market is within the community and outside the municipality for bulk orders.

On the other hand, in Daclan, Tublay, under the Our Farmers Haven (OFH) association, the monitoring team visited the site for the agricultural structures, and the greenhouses are being maintained and utilized. A nursery and vermicomposting facility was established at the location.
Shirley Picpican, Secretary and farmer-member of OFH elaborated that their produce is being delivered in Baguio city. Accordingly, some of their members are with ongoing PGS assessment for guaranteed organic producers.
Windbreaks in Ba-ayan are still utilized by the recipients, and rehabilitation of the greenhouse in Ambassador is ongoing based on the initial monitoring of the technical staff.

Further, to conclude the activity, DA CRAO enumerated recommendations to fast-track the implementations of projects and utilization of allotted funds, as well as to improve the AMIA villages. Barbosa underscored the importance of strengthening the Climate information services to reach farmers in far-flung areas, thus, the establishment of bulletins in barangays. He also stressed building up marketing linkages and product packaging will progress the livelihood of the AMIA villages.//KDiwas

Yes, women farm. Grace B. Bacangan of the Buguias AMIA Village showcased the proceeds from vegetables planted in her greenhouse. The protected structure shelters crops from climatic hazards and increases cropping intensity.
Accordingly, using her extra income from her produce, she opted to add more materials to widen the structure to accommodate more crops for consumption and commercialization.

Photo entries should capture AMIA women's contributions to resilience-building in their communities or portray how AMIA villages champion gender equality and inclusivity.

The photo contest is open to all AMIA Program beneficiaries and AMIA Local Government Unit (LGU) partners. They must be willing to contribute to the AMIA Program's advocacy by allowing their entries to be used for promotional purposes.

𝐌𝐄𝐂𝐇𝐀𝐍𝐈𝐂𝐒:
- Photos can be captured using either a camera or a mobile phone.
- Submitted photos must be in JPEG format, high-resolution (600 dpi), with a maximum file size of 100MB.
- Photo manipulation and alteration are not allowed.
- Entries must not have been previously submitted to any other photo contest or published in any other materials (print and online).
- Each entry must be accompanied by a 𝐬𝐡𝐨𝐫𝐭 𝐭𝐢𝐭𝐥𝐞 and a 𝐛𝐫𝐢𝐞𝐟 𝐝𝐞𝐬𝐜𝐫𝐢𝐩𝐭𝐢𝐨𝐧 (less than 100 words) which can be in English or Filipino.

Aimed at establishing new Adaptation and Mitigation Initiative in Agriculture (AMIA) villages in the Cordillera Region, DA-RFO-CAR conducted two inception meetings with key officials in Flora, Apayao, and Paracelis, Mountain Province last March 6-7, consecutively.
The activity became an avenue to mainstream AMIA, the flagship program of the national government in mitigating the negative impacts of climate change in the Agricultural sector.
Crisante K. Rosario, Agriculturist II from the SPCS-FOD-DA-RFO CAR presented the program highlighting its four components; the Climate Resiliency and Vulnerability Assessment (CRVA), Climate Resilient Agriculture (CRA), Climate Information Service (CIS), and Climate REsilient Agri-fishery Technology-bases Enterprises (CREATE).
Steps in establishing an AMIA village were also reiterated. Rosario stressed the importance of the involvement of the LGU in setting up an AMIA village as they are at the forefront of delivering services to the community. The LGU can also provide administrative and even technical assistance to the program implementers in conducting activities.
Further, the CRVA map of the two municipality was also presented showing its high vulnerability to climate risk and weather extremes, hence, the implementation of the AMIA program.
Natividad C. Ramos, Municipal Agriculturist elaborated that Flora has an active cluster cooperative consisting of 12 Farmers Cooperative Associations (FCAs) that are continuously being sustained and assisted by the LGU through the Office of the Municipal Agriculturist (OMAG). Notably, the office has an established database management system to monitor the various FCAs.
Hon. Rodolfo B. Juan Sr., Municipal Mayor, represented by Ms. Marilou B. Valdez, Municipal Administrator mentioned that the LGU of Flora will give its full support in the implementation of the program.
On the other hand, Engr. Abraham Gaddawan, Municipal Agriculturist of Paracelis mentioned that an initial assessment was conducted by their office in various barangays to assess the situation of their constituents in the agricultural sector.
He also expressed his appreciation that a new intervention was introduced through the AMIA program which will aid in uplifting the farming community in the locality.
This was seconded by Dominga A. Cabatu, Provincial Agriculturist of Mountain Province. She highlighted that the province through the Provincial Agriculturist Office (PAO) will be hands-on in supporting the program implementers and will be overseeing together with the LGU the conduct of activities related to the program.

Representatives from the Office of the Municipal Mayor, OMAG, Municipal Social Welfare and Development Office, Municipal Disaster Risk Reduction Management Office, Municipal Planning and Development Office attended the activity, and PAO.//kDiwas
