Saint Louis University (SLU), through the SLU Office of Global Relations and Alumni Affairs Director, Stephenie O. Busbus, PhD; and Languages and International Studies Unit Coordinator, Freda B. Paulino, PhD, gave a warm welcome to Mr. Adam Folleas, Higher Education and French Language Officer from the Embassy of France to the Philippines and to Micronesia; Mr. Victor Petit, the Deputy Director from the Alliance Franรงaise de Manille; and Mr. Paulo Udani, Education and Communication Manager from the Campus France Philippines for a meeting to explore the potential of offering French language courses to both undergraduate and graduate programs in SLU. The said meeting was held on 19 September 2024 at the Burgos Conference Room, Administrative Building, SLU Main Campus.
The meeting commenced with a courtesy meeting with the Saint Louis Universityโs (SLU) President, Rev. Fr. Gilbert B. Sales, CICM, PhD.
In the exploratory meeting, Mr. Folleas introduced the Higher Education Institutions (HEIs) of France to mobility opportunities and research initiatives for exchange programs in diverse academic efforts in partnership with the university to promote the French language and francophone cultures in the Philippines through associating with Alliance Franรงaise de Manille and Campus France.
Further, the French agencies will finance the scholarship to graduate and undergraduate students as a prerequisite for acquiring study programs offered in France through Hyflex learning providing to participate in the class virtually or onsite.
This strengthens the internationalization collaboration and accentuates the commitment to fostering educational relations that create bridges for global boundaries.
โWe look forward to working together for the benefit of the students,โ said Mr. Victor Petit, regarding exchanging visions for a probable partnership.
The French representatives, accompanied by Dr. Busbus, visited the SLU-OGRAA and toured the SLU Museum of Igorot Cultures & Arts to share the cultural heritage of the Cordillerans.
SLUโs commitment to promoting collaboration and globalization opened opportunities for the university to partner with public and private institutions to ensure productivity in producing quality materials for the Louisian community. In line with United Nationsโ Sustainable Development Goals (SDGs), specifically SDG 04 Quality Education, and SDG 17 Partnerships for Goals, Saint Louis University is committed to develop the competencies of its students and faculty through their academic and professional endeavors.

SLU School of Engineering and Architecture welcomed the Professional Regulatory Board of Architecture (PRBoA) for an inspection and monitoring of the Universityโs compliance with the quality guidelines of the Republic Act No. 9266, also known as "The Architecture Act of 2004,โ on 19 September 2024 at the SLU Main Campus.
Hon. Robert S. Sac, PRBoA Chairman, and Hon. Corazon V. Fabia-Tandoc, PRBoA member, conducted the physical inspection. With them were Professional Regulation Commission-Cordillera Administrative Region (PRC-CAR) Regional Director Juanita L. Domogen and Ivy G. Gayon, PRC-CAR representative.
The officials were welcomed by Engr. Caroline M. Bautista, Associate Dean of SLU SEA; Ar. Nestor J. Lazaga, Department Head of Architecture; Ar. Melissa C. Patano, former Department Head of Architecture; Ar. Jorden A. Bayacsan, part-time faculty member; with the support of Riane Kenneth G. Gengania, Quality Assurance Assistant of the SLU Office of Institutional Development and Quality Assurance Office.
The purpose of the visit was to ensure the quality of education being provided, to check if the programโs facilities comply with the standards, and to evaluate the professionalism and ethics of the practitioners.
The PRBoA initiated a comprehensive investigation to assess the quality assurance of the school's BS Architecture program. This evaluation considered key factors such as the program's licensure exam passing rates, facilities, and curriculum, among others. Beyond conducting a routine review, the PRBoA sought to gain insights from SLU's effective strategies for delivering exceptional learning opportunities to its students, facilitated through an in-person campus visit.
The PRBoA underscored that the assessment through the inspection is not for the purpose of finding deficiencies in an existing system. "The intention is basically, first and foremost, we would like to see things that we may be able to learn from you," Hon. Robert S. Sac said in line with evaluating the program's conducive approach. Associate Dean of SEA, Engr. Bautista guaranteed that โSLU is committed to providing quality education,โ and they are willing to learn and adapt the best practices of PRC to further improve the administration of the BS Architecture program through the visit.
As one of the institutionโs strong bearers of brand excellence, SLU-SEA continues to enhance its BS Architecture programโs capacity to produce esteemed architects through time. SLU-SEAโs symposium with the PRB-Architecture officials proves the Louisiansโ commitment in interconnecting with diverse groups and aligns with the United Nations Sustainable Development Goals (SDGs), specifically under Quality Education (SDG 4), Industry, Innovation, and Infrastructure (SDG 9), and Partnerships for the Goals (SDG 17).

Saint Louis University (SLU), through its SLU School of Advanced Studies, marked a significant milestone by signing a Memorandum of Agreement (MOA) with the Gokongwei Brothers Foundation. The signing was held on 19 September 2024 at the SLU Executive Board Room, Administrative Building, SLU Main Campus.
Rev. Fr. Gilbert B. Sales, CICM, PhD, witnessed by SAS Dean Faridah Kristi C. Wethederick, PhD, signed the MOA with Gokongwei Brothers Foundation through Executive Director Grace R. Colet, accompanied by Values Formation Officer Angel Ermie Lord Malibunas. Other witnesses to the signing include SAS Graduate Program Coordinator for Teacher Education Program Geraldine S. Wakat, PhD, SLU Office of Global Relations and Alumni Affairs Director Stephenie Busbus, GBFโs Senior Program Officer Caryn Joy Muega, and Program Associate Maria Sofia Alexi Romero.
The University President conveyed his gratitude by saying, โThat is very important, the scholarships for Teacher Education. There are very few now who are studying Teacher Education.โ He added, โWhenever I meet people like you (scholarship providers), I always push for Teacher Educationโs Scholarship.โ
The Gokongwei Brothers Foundation is a 32-year Family Foundation serving as a beacon of support for education, more particularly in the realm of Science, Technology, Engineering, and Math. However, over the past five years, the foundation embarked on a significant shift in its focus. Through extensive research and interviews with schools across the country, both public and private, a critical realization emerged: the key to unlocking proper education lies in empowering teachers.
In line with this, GBFโs Executive Director Colet stated, "It's hard to reach all the students, but maybe if we can impact the teachers and elevate and help them, then they can lead the pathway to help students."
The Gokongwei Foundationโs commitment to teacher development is a testament to its unwavering dedication to building a brighter future for all Filipinos. This event reflected the CICM Advocacy of Justice, Peace, and Integrity of Creation (JPIC) and aligned with the United Nations Sustainable Development Goals, particularly Quality Education (SDG 4), Peace, Justice and Strong Institutions (SDG 16), and Partnership for the Goals (SDG 17).

Halfway Home staffs were again re-oriented about the importance of protecting the rights of children. As staffs especially in a residential facility, the importance of child protection lies in its role in safeguarding the fundamental rights, safety, and well-being of children. Protecting children from abuse, neglect, and exploitation is crucial for their healthy development and long-term success.
Here are some of the take aways from the activity:
Every child has the right to grow up in a safe and nurturing environment. Child protection ensures that their basic rights, such as the right to safety, education, health, and freedom from exploitation, are upheld.
The UN Convention on the Rights of the Child (UNCRC) emphasizes the duty of governments, caregivers, and communities to protect children from harm.
Children are vulnerable to various forms of abuse (physical, emotional, sexual) and neglect, which can have severe consequences on their mental, emotional, and physical health.
Effective child protection systems can prevent or stop abuse before it causes long-term damage to a child's well-being, ensuring their safety and security.
Children need safe, supportive environments to develop emotionally, socially, and physically. Exposure to abuse, neglect, or exploitation can severely hinder their developmental progress.
By protecting children from harm, we enable them to reach their full potential and become healthy, confident, and productive adults.
Children who experience abuse are at greater risk of becoming perpetrators or victims of abuse later in life. Child protection interventions help break this cycle by offering children the support, care, and services they need to heal and thrive.
Early interventions in cases of family violence or neglect help address the underlying causes, reducing the likelihood of abuse being passed on to future generations.
Exposure to trauma, abuse, or neglect can lead to long-term mental health issues such as depression, anxiety, or post-traumatic stress disorder (PTSD). Child protection services provide psychological support and counseling, helping children recover and build resilience.
Ensuring children's emotional well-being lays the foundation for their future relationships, education, and life opportunities.
Children in certain situations, such as those living in poverty, conflict zones, or in institutional care, are particularly vulnerable to exploitation, trafficking, and abuse.
Child protection ensures that vulnerable children receive the care, attention, and resources they need to avoid falling victim to harmful situations.

Today, 18 September 2024, the Office of Student Affairs and Services is glad to have assisted the Provincial Government of (PGO) Quirino led by Governor Dakila Carlo E. Cua, in the implementation of its Youth Development Program in Baguio City. Mr. Jun Vincent M. Alay-ay, the focal person of this program, and his team of hardworking public servants, successfully conducted the onsite processing of scholarship aid to the Quirinian students duly enrolled in the different HEIs in Baguio. Around three hundred Quirinian students from SLU, UB, UP Baguio, UC, PCC and BSU, benefitted from this program. The focal persons of the Louisian Quirinian students were helpful as well in assisting their peers throughout the conduct of the program. The weather did not deter the people of Baguio from welcoming and witnessing the solemn canonical installation of His Excellency Rev. Fr. Rafael T. Cruz, D.D., as he becomes the third Bishop of the Diocese of Baguio.
At the very start of the event, a motorcade was done, starting from the Grand Plaza Hotel to the Cathedral, and upon the arrival of Most Reverend Rafael T. Cruz, D.D at the Cathedral Square for the civic reception, the people of Baguio warmly welcomed him. During the event, the government officials of Baguio and the province of Benguet read their formal resolutions. They also gave their symbolic keys as a reflection of their warm welcome and appreciation for Most Rev. Rafael T. Cruz, D.D. His acceptance speech followed, stating his mesmerization at the relationship and cooperation of the city government of Baguio, the province of Benguet, and the church as an excellent start.
After the event came the Eucharistic Celebration and Solemn Canonical Installation of Most Reverend Rafael T. Cruz, D.D with His Excellency Most Rev. Fr. Charles Brown, D.D, the Apostolic Nuncio of the Philippines as the installing prelate, at the start of the celebration, Rev. Fr. Roland Buyagan gave his welcoming remarks to Most Rev. Rafael T. Cruz, saying that a bishop has been given to shepherd the people of Baguio. His speech ended with a verse taken from Isaiah 52:7. Followed by Rev. Fr. Rosito Pedro Jr., who read the Apostolic Letter from Pope Francis; the letter contained the appointment of Most Rev. Rafael T. Cruz as the next Bishop of the Diocese of Baguio. Then, His Most Excellency sat at the Bishop's chair and officially became the third Bishop of Baguio. Greetings and homage to Bishop Rafael T. Cruz by the Reverend Fathers, Government Officials, Religious Order, and Parish Vicariate followed.
During the homily, delivered by His Eminence Jose F. Cardinal Advincula, D.D, the Archbishop of Manila, states the beautiful episcopal motto of Bishop Rafael T. Cruz: "What would Jesus do?". He further explained the Bishop's selfless act of surrendering Himself to the loving will of Jesus. He reiterated three (3) actions that Jesus would do: First, Jesus would gather us. We may be different from one another, but the Lord gathers us together through Bishop Rafael T. Cruz. Second, Jesus would dwell with us. The mission of the Bishop to the people is to dwell with and among us. And lastly, Jesus would offer Himself to us. Just as He did, Bishop Rafael T. Cruz selflessly provided his life to the Lord so that the life of faith would flourish within the people. Thus, Jesus' mission is also Bishop Rafael T. Cruz's mission to the people. Cardinal Advincula ended the homily by telling the people to do what Jesus would do: "Love as Jesus would love, serve as Jesus would serve."
Towards the end of the Eucharistic Celebration, His Excellency Most Rev. Fr. Charles Brown, D.D, and Bishop Rafael T. Cruz delivered their messages. In Rev. Fr. Charles Brown's message, he states that the beautiful mission of the Bishop is lifting and leading the people by his preaching, governing, and sanctifying. He also thanked Rev. Fr. Roland Buyagan for serving as the Diocese administrator for some time. To end his message, Rev. Fr. Charles Brown asked the people to pray, obey, and love the Bishop. Next, Bishop Rafael T. Cruz addressed his message to the Diocese of Baguio, both the clergy and the laity.
To the clergy, he stated, "The priests are my top priority, but the lay people are my main concern," which meant accompanying the priests in their journey to minister to the parishioners efficiently. He also gave three points to the priests of the Diocese of Baguio: first point, the collegiality or the constant oneness of each other; second point, doing what they know Jesus would do; and third point, maintaining their sense of humor.
For the laity, he also gave three points: first, communion in Christ or being together as one in Christ; second, participation, wherein there is no exclusivity among the people; and third, the challenge of fulfilling the mission in the changing times.
He also specially addressed the youth's need to use technology in promoting and proclaiming the works of Jesus just as Blessed Carlos Acutis did, but also to remember the book of Psalm 24.
His message ended with the acknowledgment of the Blessed Virgin Mary and her act of love for her son, Jesus Christ.
The celebration ended with a photo opportunity with Bishop Rafael T. Cruz with the co-celebrating Bishops, the clergy of the Diocese of Baguio, the government representatives or officials present, men and women of consecrated life, and the family members, relatives, and friends of the Bishop.

Saint Louis University (SLU) expresses its sincerest congratulations and warmest greetings to His Excellency, Most Rev. Fr. Rafael Tambaoan Cruz, D.D. in his solemn Canonical Installation as the Third Bishop of the of Baguio on 17 September 2024 at the Baguio Cathedral of Our Lady of the Atonement.
Appointed by Pope Francis as the third bishop of Baguio after 39 years of priestly ministry, he succeeded the Second Archbishop of Baguio, Archbishop Victor B. Bendico, who served the diocese from 2017 until his transfer to the archdiocese of Capiz last year.
Last September 7, Bishop Cruz received his Episcopal Ordination at the St. John the Evangelist Cathedral in Dagupan City, Province of Pangasinan in a ceremony presided by Lingayen-Dagupan Archbishop Socrates Villegas.
As the Third Bishop of the Diocese of Baguio, guided by the Seat of Wisdom, SLU looks forward to serving with the Diocese community in further strengthening the heart for missions within the Louisian Community rooted in creativity, competence, social-involvement, and Christian spirit.
๐๐๐๐: Around 10,400 aspiring lawyers conquered the three-day 2024 Bar examinations which ran on September 8, 11, and 15 held at 13 testing centers around the Philippines.
1,158 Bar takers took their exams at Saint Louis University (SLU), greeted with smiles and cheers along A. Bonifacio Street on the traditional โBar Salubongโ by their families, relatives, and Bar operations teams of different universities on the last day.
After braving the exams, Von Percival Yu Liwanag of the Angeles University Foundation (AUF) expressed his gratitude to his loved ones for their support.
โHindi ko makukuha โyung dream ko, if not for my family who supported me all the way. There were times na gusto ko nang sumuko sa law school and sila โyung sumuporta sa akin,โ Liwanag said.
Also, Lisa Bandao of Saint Maryโs University (SMU) advised future bar examinees to โenjoy the process.โ
โGawin ang lahat, ang hirap kapag mayroon kang regrets. Then, i-enjoy lang โyung process because the most important thing naman diyan is โyung experience of going through this,โ Bandao stated.

He completed his studies in philosophy at San Pablo Regional College Seminary in Baguio City; he also studied theology at Immaculate Conception School of Theology in Vigan City, Ilocos Sur, where he earned a Bachelor of Sacred Theology. He then received a Master of Arts (MA) in counseling psychology and a Doctor of Philosophy (PhD) in clinical psychology from the Ateneo de Manila University.
He was ordained a priest on September 8, 1985 on the Archdiocese of Lingayen-Dagupan.

Saint Louis University (SLU), through the SLU Office of Global Relations and Alumni Affairs, welcomed officials from its sister school, Saint Louis College of San Fernando, La Union , to benchmark on the overall framework and processes of the SLUโs University Information Office (UIO) on 16 September 2024 at the Burgos Conference Room, Administrative Building, SLU Main Campus.
The SLC representatives, led by Viviene Aisha Gugol-Baker, Head, College of Information and Marketing Office (CIMO); Monte Carlo B. Zuniega, Marketing Supervisor; and Beatrize V. Marquez, Media Assistant had a walkthrough of the operations and functions of the UIO through the presentations of the UIO staff.
The benchmarking was facilitated by OGRAA Director Stephenie O. Busbus, PhD, together with Atty. Johanne Margarette Macob, University Information Officer; Lianne Pauline Carreon, Public Relations, Media and Communications Assistant; Kaye Leah Sitchon, Writer; and Carl Kayne Valeriano, Multimedia Staff, elaborating on the importance of organizational skills, especially on aspects such as information management. In talking about the intricacies of the office, Atty. Macob said, โIt is primarily responsible in ensuring that all forms of communications and messages delivered on and in behalf of the University โ in the form of public relations and advertising, as well as those utilizing print, broadcast, or online media โ are accurately, creatively, and timely put together.โ
The benchmarking emphasized the critical importance of streamlining and optimizing internal and external communication, branding, and information management to foster an informed community and drive increased engagement across the universityโs digital platforms, including its official page and institutional website. The presenters further underscored key data and analytics insights, showcasing organic traffic trends across both platforms. They also offered strategic guidance on effectively responding to user feedback and visitor interactions.
The UIO, despite only being a year-old office, has captured the attention of different universities to learn about its pivotal role in media, communications, and institutional visibility. SLUโs unwavering commitment to quality education has established its offices as a premier benchmarking outfit for private and public universities. This aligns with the universityโs support of the United Nations Sustainable Development Goals (SDGs), primarily SDG 04 Quality Education, and SDG 17 Partnerships for the Goals.
