The GPPB-TSO Launch features the Procurement Observersโ Portal (POP), the New Government Procurement Act (NGPA) Microsite, and the Billy Bayong ChatBot.

The POP, developed through the technical assistance of the World Bank, is a key initiative of the GPPB-TSO in improving public monitoring through increased observer participation in government procurement activities. The POP is an online platform where observers from Civil Society Organizations, Non-Governmental Organizations, and Commission on Audit can register, access procurement information, and submit reports to the GPPB-TSO. The POP provides the Procuring Entities (PEs) an easier way to invite potential observers in their procurement activities through the wide range of observers' directories. This initiative marks a significant step towards strengthening transparency and enhancing accountability in public procurement.

With the leadership and initiative of the GPPB-TSO Executive Director Rowena Candice M. Ruiz, the NGPA Microsite was developed and established by the Information Management Division of the GPPB-TSO to house everything about Republic Act No. 12009. This innovation will provide the public with online resources and access to information related to the NGPA. To promote inclusivity and public participation in the preparation of the IRR, the NGPA Microsite is designed to be a vital resource for all stakeholders involved in government procurement.

When the pandemic emerged in 2020, everyone suddenly shifted to online learning. To attract attention and increase social media engagement, the GPPB-TSO developed Billy Bayong as a brand ambassador for . Billy Bayong has been GPPB-TSO's partner in issuing infographic materials on updates and issuances related to government procurement.
With the government's thrust on digitalization, the GPPB-TSO leverages emerging technology by upgrading Billy Bayong from 2D infographic material to AI Chatbot deployed on the GPPB-TSOโs website and other sub-sites of the GPPB-TSO. This initiative offers ease of government services by offering 24/7 access to government procurement-related information. Billy Bayong will provide immediate response to queries, enhancing the accessibility of GPPB-TSOโs services and ensuring that stakeholder inquiries are addressed promptly and efficiently.

On 17 October 2023, the Senate Committee on Finance held a public hearing to discuss amendment bills on Republic Act No. 9184 (RA 9184) or the Government Procurement Reform Act, gathering input from various stakeholders. Concurrently, the House Committee on Revision of Laws consolidated the substitute and Administrative Bills into House Bill (HB) No. 9648. This bill was approved by the Sub-Committee on 08 November 2023 and by the full Committee on 14 November 2023. The House of Representatives approved HB No. 9648 on its Third Reading on 06 December 2023, after further debates and amendments.
In February 2024, the Senate Committee on Finance began technical working group hearings on the proposed amendments on RA 9184 and in March 2024, Senate Bill (SB) No. 2593 or also known as the New Government Procurement Act (NGPA) was filed and became the focus of Senate plenary hearings. The Senate approved SB No. 2593 on Third Reading on 21 May 2024 with unanimous support.
The legislative process concluded with the ratification of the Bicameral Conference Committee Report on SB No. 2593 and HB No. 9648 on 22 May 2024. The enrolled bill was then transmitted for the Presidentโs signature, leading to the signing and enactment of RA 12009 on 20 July 2024.
