The Technical Management System (TMS) Director Engr. Windel P. Diangcalan recently convened key offices under the Office of the Chief Minister involve in monitoring, learning and evaluation (MLE) that include TMS Planning and Management Division (PMD) led by Chief Lo Ivan R. Castillon, Internal Audit Office (IAO) led by Chief Hasmiene Ibrahim-Tiboron, representatives for TMS-Office of the Service Director, TMS Research and Development Division, and KAPYANAN Program Management Office (PMO) held on September 07, 2023.
The meeting was called to level off, and prepare for the conduct special program review and formulation of the MLE policy and mechanism in accordance with the Memorandum Order No. 0278 issued by the Senior Minister, by the authority of the Chief Minister, which focuses on enhancing the Baseline Assessment of Internal Control (BAICS) of the Office of the Chief Minister (OCM) Special Programs.
TMS Director Diangcalan emphasized the significant role of TMS as stated in the memorandum order in fortifying the implementation of BAICS and internal audit activities, particularly in optimizing the overall performance of Kapayapaan sa Pamayanan (KAPYANAN), one of the OCMโs Special Programs.
As stipulated in the memorandum, TMS is directed to formulate policies and mechanisms designed to support the Chief Minister in achieving efficient fiscal administration and ensuring optimal agency performance.
This directive stems from the OCMโs previous Memorandum Order No. 0195, dated March 11, 2022, where the comprehensive BAICS indicated was conducted by the OCM Internal Audit Office (IAO) and identified areas of improvement. Upon these findings, Memorandum Order No. 0278 s 2023 was issued with TMS to consolidate the findings and recommendations contained in the BAICS.
Furthermore, PMD Chief Lo Ivan Castillon lent his support to the idea that rather than proceeding directly, the team should adopt a comprehensive approach by first assessing the on-ground situation before formulating policies. He also provided further insightful perspectives on the monitoring and evaluation process.
The discussion will continue as the team diligently works towards the implementation of the memorandum order and the realization of its objectives.

The Support to Bangsamoro Transition (SUBATRA) led by Ben-Errol D. Aspera, Key Expert on Governance, with Muslima Benito, Project Development Expert paid a visit to the Office of the Service Director of the Technical Management Service (TMS) on September 4, 2023, for a follow-through meeting about their technical assistance to the TMS during the 3rd Year Implementation Period.
The purpose of this visit was to discuss SUBATRA's ongoing support for TMS and explore collaborative initiatives to further improve the operations of the Technical Management Service - Office of the Chief Minister (TMS - OCM).
Also present during the said meeting was TMS focal for SUBATRA, Theresa G. Ebol of TMS - Research and Development Division (RDD).
Some of the key topics tackled was the prioritization of intervention and activities that the SUBATRA can offer to the TMS during above-mentioned implementation period. TMS Director Engr. Windel P. Diangcalan emphasized that the service office is already grateful for the support provided by the program in previous years of implementation. No matter how big or small the amount available in the current period of program implementation will be highly appreciated.
โThe commitment of TMS is still high and the utmost objective is to deliver the desired results to carry on our mandate and functionsโ, Diangcalan added.
SUBATRAโs Ben-Errol D. Aspera expressed his willingness to support and collaborate closely with TMS, especially in the finalization of the updating of the TMS strategic plan, continuation of the organizational assessment, and enhancement of the operation manual.
Overall, the discussion revolved around enhancing the capacity of the TMS and identifying additional skills required for optimal performance.
It was agreed to sustain this collaborative effort to advance the cause of moral governance in the Bangsamoro Region. Notably, the updating of the strategic plan for the TMS is anticipated to be held within November this year.

COTABATO CITY - The Bureau of Agricultural and Fisheries Engineering (BAFE) of the Department of Agriculture and key ministries and offices of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) met on August 2, 2023 at the Conference Hall of the Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), Bangsamoro Government Center (BGC). The coordination meeting aimed to address issues and concerns related to the advancement of agricultural and fisheries, and Halal development in the region.
Present from the BARMM during the meeting were representatives from MAFAR, Ministry of Finance and Budget Management (MFBM), Ministry of Trade, Investment and Tourism (MTIT), and the Technical Management Service-Office of the Chief Minister (TMS-OCM).
Engr. Neomi Carpio, Engineer V, BAFE, stated, "this meeting was meant to discuss matters that will have a direct impact on the agriculture and fisheries in the region, especially on farm mechanization and innovations". The meeting went further on inquiring the status of allocation of funds from the General Appropriations Act (GAA) of the Department of Agriculture (DA) to the MAFAR. Moreover, collaborative interventions to support the region's agricultural development and the integration of data foundations among MAFAR, DA, and BAFE was deliberated.
According to BAFE, MAFAR submits regular physical and financial reports to both DA and DBM on a quarterly basis. The purpose of this process is to ensure transparency and accountability in the utilization of funds, furthering the objectives of agricultural growth within the BARMM.
Director Engr. Windel P. Diangcalan of the Technical Management Service โ Office of the Chef Minister stressed that, โagriculture, fisheries and forestry sector serves as the backbone of the BARMM economy we have achieved much, but there is much more to be doneโ. He enjoined everyone in the room to sustain this collaborative effort to propel their actions towards attaining socioeconomic growth target in this sector. He further conveyed appreciation to the DA thru the BAFE for their continued support to the BARMM.

The Technical Management Service (TMS) of the Office of the Chief Minister (OCM) participated in the 1st Development Administration Committee (DACom) Special meeting on August 11, 2023 held at BPDA Conference Hall 2, Bangsamoro Government Center, Cotabato City. During this session presided over by MILG Director General Khalid A. Dumagay, the proposed resolution adopting the Bangsamoro Development Investment Program (BDIP) 2023-2028 from the Development Administration Sector was discussed and approved.
In his address, DG Dumagay emphasized that programs and projects of BARMM ministries, offices, and agencies (MOAs) within the DevAd Sector must gain DACom approval. He expressed his desire for these initiatives to be responsive, hoping that the BDIP could reinforce the institutionalization of the planning and budgeting mechanisms of the Bangsamoro Government.
In her presentation, BPDAโs Macro-economic Planning Division (MEPD) Chief Camelia de Vera-Dacanay highlighted that the BDIP translates the 2nd Bangsamoro Development Plan (BDP) 2023-2028 into priority programs and projects.
Furthermore, the committee agreed to endorse the approved DACom Resolution to the Bangsamoro Economic and Development Council (BEDC) for information and approval. DACom operates as one of the five sectoral committees within BEDC.
The involvement of TMS-OCM in the special meeting ensures the integration of the Chief Ministerโs strategic objectives, special programs, and the implementation plans of various offices falling under its direct jurisdiction.
Attendees at the meeting included representatives from various offices and ministries, such as OCM-Administrative Management Services, OCM-Office of the Cabinet Secretariat, Office for Other Bangsamoro Communities (OOBC), Bangsamoro Information Office (BIO), Office for Settler Communities (OSC), Bangsamoro Attorney Generalโs Office (BAGO), Bangsamoro Transition Authority (BTA) Parliament, Ministry of Human Settlements and Development (MHSD), Ministry of Finance and Budget and Management (MFBM), and the Development Academy of the Bangsamoro (DAB).

With the facilitation and assistance of the Technical Management Service-Planning and Management Division (TMS-PMD), the Support to Local Moral Governance-Project Management Office (SLMG-PMO) successfully conducted its Project Implementation Review at Club Samal Resorts, Island City of Samal, on July 26โ27, 2023. The two-day event assessed the initial year of the program's operation, identified gaps and challenges, and crafted strategic action plans for improved performance.
SLMG Project Manager, Engr. Mohammad Nur A. Abdulmaguid, in his opening remarks, gave emphasis to the vital purpose of the activity that would help SLMG review and assess its accomplishments and plans for fiscal year 2023.
Project Evaluation Officer III, Engr. Almuhandez D. Omar of the Technical Management Service-Planning and Management Division (TMS-PMD) served as the resource speaker, where he shared valuable insights on the relevance of the Monitoring and Evaluation (M&E) system in SLMG's operations and implementation. He discussed the SLMG's integral role in the OCM Strategic Direction and OCM Tri-Performance Assessment Framework.
The participants were presented with a comprehensive overview of the SLMG program, recognized as one of the Special Programs of the Office of the Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The presentation also clarified the SLMG mandate aligned with the OCM Vision, Mission, Goals, Objectives, and Strategies, along with the Bangsamoro Development Plan (2023-2028) and the Enhanced 12-Point Priority Agenda of the BARMM.
The activity involves workshop sessions that helped the participants realize their actual physical accomplishments with facilitating factors and hindering factors; identify issues and concerns with corresponding recommendations; and formulate proposed or planned activities based on the work and financial plan for fiscal year 2023 with timelines and mitigating measures.

COTABATO CITY, BARMM - The Bangsamoro Research and Development Council (BRDC) convened for the 4th council meeting held on August 2, 2023 at the Conference Hall II of the Bangsamoro Planning and Management Authority (BPDA). It gathered the heads of various member ministries and offices as the permanent members of the Council, as well as some representatives as alternate permanent members. Engr. Windel P. Diangcalan, Director III of Technical Management Service โ Office of the Chief Minister (TMS-OCM) was represented by Research and Development Division (RDD) Chief Anabelle V. Esmael-Zailon as the alternate permanent member.
The meeting was chaired by the BRDC Chairperson, Engr. Aida M. Silongan. She serves as Member of the Parliament and concurrent Minister of the Ministry of Science and Technology (MOST). In her opening address, Council Chair Silongan emphasized the importance of engaging in a productive and thorough discussion to address the critical matters outlined in the meeting agenda.
At the forefront of the agenda was the resolution for the establishment of the Ligawasan Marsh Research and Development Center (LMRDC). The proposal received thoughtful consideration and sparked an engaging exchange of ideas. The MENRE Minister representative Chief Jessie S. Ondoy of Planning Division, suggested the harmonization of all studies and policies related to Ligawasan Marsh with the prevailing research and development agenda of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). His vision centered on avoiding redundancy in research efforts and effectively utilizing the center as a repository of completed research, serving as a reference for the future endeavors.
MP Silongan supplemented the ideas, stating, "It has come to our attention that numerous agencies are currently engaged in research and development activities, and some research proposals have already been completed. To prevent duplication and optimize resource utilization, establishing a dedicated center where all completed research related to Ligawasan can be compiled is indispensable. Moreover, the center will play a significant role in overseeing future research to ensure alignment with the existing body of knowledge."
In addition to the LMRDC proposal, the meeting tackled several other crucial matters, including the Draft Executive Order for the Establishment of the LMRDC, a Resolution to include the Bangsamoro Transition Authority โ Policy Research and Legal Services (BTA-PRLS) as a regular member of BRDC, a Draft Bill aimed at Strengthening Research and Development in BARMM and Allocating Funds for it, Draft scoresheets for selecting representatives from academia, industry, and CSOs for the BRDC, and an Activity proposal focused on enhancing the harmonized BARMM R&D agenda (HBRDA) 2026-2030.
Each item underwent review and amendments for some considerations, incorporating valuable suggestions and comments from BRDC members to further refine the drafts. The BRDC team will finalize the versions of the proposals which will be submitted to the Bangsamoro Transition Authority (BTA) for approval.
The next BRDC meeting is slated in the month of September 2023. Upon BTA's endorsement, the resolution will pave the way for the creation of an act, further fortifying the foundation of its implementation.
The establishment of the Ligawasan Marsh Research and Development Center, coupled with the active involvement of key stakeholders like BTA-PRLS in the decision-making process, is poised to significantly enhance the Bangsamoro region's research and development capabilities.

COTABATO CITY, BARMM โ The Office of the Chief Minister (OCM) recognized the importance of being deliberative and purposeful in setting priorities to achieve its mandates as outlined in the Bangsamoro Administrative Code. Pursuant to this goal, the OCM successfully conducted its Strategic Plan Refinement for 2023-2028 from July 17 to 21, 2023, at the Grand Summit Hotel in General Santos City. The event convened heads and representatives of offices, services, Special Programs, and Attached Agencies under the OCM.
With salient points on the recently published 2nd Bangsamoro Development Plan (2023-2028) and the Enhanced 12-Point Priority Agenda, the strategic plan refinement aimed to review and improve the OCM Strategic Plan, ensuring its relevance and responsiveness to the changing needs of clients and stakeholders. This is especially crucial as OCM approaches the third year of implementing its strategic priorities.
In his opening message, Engr. Windel P. Diangcalan, Director III of the Technical Management Service (TMS), emphasized the importance of engaging in meaningful dialogues to establish clear and aligned standards, systems, and procedures. He reassured participants that the environment fostered open discussions and exchange of ideas. He said โThis is a safe place for all participantsโ.
Assistant Senior Minister, Abdullah M. Cusain, delivered an inspiring message encouraging participants to draw inspiration from the struggles of past and present Bangsamoro leaders. He reminded them to envision the challenges these leaders faced and use that motivation to drive their work forward. โWhen we feel that our work is getting too hard for us, let us envision the struggles that our leaders had suffered for usโ. Cusain said.
One of the key achievements of the event was the updating of OCM's goals, which are as follows:
1. Institutionalize rational systems, processes, and structures and foster Moral Governance and a culture of excellence towards an efficient and effective bureaucracy in the Bangsamoro.
2. Ensure effective and enabling policy formulation and ex*****on in support of informed decision-making and proactive oversight in the Bangsamoro government.
3. Commit to delivering quality services that are inclusive and attuned to the needs of the Bangsamoro constituents.
4. Improve transparency and accountability in government operations and strengthen stakeholder engagement and participation.
Cabinet Secretary Mohd Asnin K. Pendatun conveyed the Chief Minister's vision for significant change and results of the years of transition. He stressed the importance of efficiency and challenged all participants to take proactive steps to prevent potential risks while recognizing their contributions to the Bangsamoro government.
During the closing message, Dir. Narcisa D. Macog of the Administrative Management Service (AMS) expressed her appreciation for the progress made in OCM's program implementation. She expressed confidence in OCM's capacity through a refined Strategic Plan to advance from its current position to new heights, ultimately bringing the Bangsamoro government closer to its people.
As the OCM moves forward with its refined Strategic Plan for 2023-2028, it strives to become more encompassing and transparent, further strengthening its impact on the lives of the Bangsamoro people. OCM remains committed to fulfilling its mandates with a focus on inclusivity, transparency, and uplifting the lives of its constituents especially in listening to their voices.

The Technical Management Service - Research and Development Division (TMS-RDD) concluded a two-day data validation in connection with the profiling of the personnel of offices and agencies of the Office of the Chief Minister (OCM), in collaboration with the Administrative Management Service - Human Resource and Management Division (AMS-HRMD), on July 20-21, 2023.
This activity aimed to ensure the accuracy of the collected data from the Executive Offices, Bangsamoro Management Service Offices (BMSO), Special Programs, Services, and Attached Offices under the OCM thru a vetting process with the information at the HRMD of the Administrative Management Service (AMS).
Prior to this validation, the TMS-RDD conducted a profiling survey of OCM personnel from May to June 2023. It culminated in the completion of the data collection and cleaning phase. This data gathered will be utilized as crucial input to the OCM human resources database system.
It was also discussed during the activity that the derived insights are expected to facilitate more informed decision-making processes concerning hiring, promotions, competency assessments, leadership development, and management strategies to achieve OCM's strategic goals and objectives.

As part of ongoing intitutional efforts to deliver results, the TMS Research and Development Division (RDD) successfully conducted its mid-year review and assessment on July 14, 2023, at the Blue Palm in Libungan, North Cotabato. The purpose of this activity was to comprehensively analyze the division's achievements, goals, opportunities, and practices during the first semester.
In her opening remarks, Anabelle V. Esmail-Zailon, the RDD Division Chief, wholeheartedly congratulated the RDD team for their remarkable accomplishments. She emphasized the importance of fostering unity among team members and encouraged collaboration to propel the division's objectives forward.
During the event, Theressa G. Ebol, Development Management Officer IV, discussed the rationale of the activity. She highlighted its significant role in identifying knowledge gaps, reevaluating development goals, and making timely course corrections. Ms. Ebol stated, "By addressing these aspects, RDD can ensure its alignment with the evolving landscape of research and development."
Jhomra M. Tabara, Communication Development Officer I of the TMS Office of the Director (OD), had the honor of sharing the inspirational message of the TMS Director Engr. Windel P. Diangcalan, extending acknowledgement and appreciation to the RDD team for their invaluable contributions to the TMS - Office of the Chief Minister (OCM).
Director Diangcalan, in his message, also highlighted a few key points to keep in mind. Firstly, he stressed the significance of striving to start with sincere and pure intentions in every endeavor. Secondly, he emphasized the resilience required during challenging times. Thirdly, he recognized the vital role played by the RDD in providing technical support to the OCM. Lastly, he reminded the team of their great responsibility as privileged servants of the Bangsamoro people.
The research section head, Juahira M. Juanday, presented the Work and Financial Plan (WFP) of the RDD for FY 2023, while Norhaya B. Samal, the policy section head presented the RDDโs first and second quarter accomplishment reports (ARs). The activity involved exchanging ideas, especially regarding the ways forward of the team. The discussion also addressed the possible concerns and issues and formulation of effective catch-up plans for undelivered projects in the upcoming semester.
In closing, the team presented Jhomra M. Tabara with a token of appreciation in recognition for the TMS-ODโs support and commitment. Tabara sincerely appreciated the effort of the team and expressed thanks on behalf of OD for recognizing the role and support of the Office of the Director. Said activity was hosted by the RDD Development Management Officer II Katrina Micah C. Siong.

The Office of the Chief Minister (OCM), with its attached offices, recently presented their proposed budgets and plans to further enhance services in the Bangsamoro region. These proposals were part of the overall budget deliberation for the fiscal year 2024, which aimed to promote socioeconomic development and improve the living conditions of marginalized sectors in the Bangsamoro region.
The Technical Budget Hearing panel, led by the Ministry of Finance and Budget Management (MFBM), carefully reviewed the proposals during the three-day deliberation from July 10 to 12, 2023. The goal was to ensure that the allocation of resources aligns with the priorities of the Bangsamoro people and contributes to the strategic direction of the Chief Minister.
The proposed budget encompasses a wide range of activities and programs under various offices of the OCM, including policy formulation and development, financial management and development, administrative and organizational development, planning, research, and data management.
In addition to these internal programs, the OCM implements various initiatives that directly impact the Bangsamoro community. These include the Ayudang Medikal mula sa Bangsamoro Government (AMBAG), Tulong Alay sa Bangsamorong Nangangailangan (TABANG), Kapayapaan sa Pamayanan (KAPYANAN), Support to Local Moral Governance, Marawi Rehabilitation Program (MRP), and Strengthening Access to Living Assistance to Marginalized Bangsamoro (SALAM).
The budget deliberation also includes presentations from attached offices of the OCM, namely the Bangsamoro Information Office (BIO), Bangsamoro DarulโIfta (BDI), Bangsamoro Information and Communications Technology Office (BICTO), Office for Settler Communities (OSC), and Bangsamoro Board of Investment (BBOI). Their proposals were reviewed to ensure alignment with the OCM's goals and objectives.
As the OCM engages in the budget deliberation process, transparency, careful analysis, and strategic planning will guide the allocation of resources. The proposed budget aims to effectively address the needs of the Bangsamoro people, foster inclusive growth, promote peace and security, enhance access to healthcare, provide humanitarian assistance, support local governance, and contribute to the overall development of the Bangsamoro region.
The Technical Management Service (TMS), comprising the Planning and Management Division (PMD) and the Research and Development Division (RDD), plays a crucial role in the OCM by facilitating strategic planning, policy development, and research studies. They contribute to performance evaluation, target setting, and provide technical assistance to OCM offices, special programs, and attached offices. Their functions encompass various aspects of planning, policy support, and technical expertise to ensure effective decision-making and operational efficiency within the OCM, especially during budget preparations.

COTABATO CITY โ Technical Management Service (TMS) attended the Development Administration Committee (DACom) 2nd Regular Committee Meeting on June 29, 2023 at the Bangsamoro Planning and Development Agency (BPDA), Bangsamoro Government Center (BGC).
The TMS is a part of the DACom, one of the sectoral committees under the Bangsamoro Economic and Development Council (BEDC) of the Bangsamoro Government that promotes the socio-economic development in the Bangsamoro region. The DACom is in charge of assisting the BEDC in carrying out its mandates and functions specified in the Bangsamoro Administrative Act (BAA).
The meeting focused on ensuring efficient electoral processes, effective governance, and sustainable peace and development in preparation for the upcoming Barangay and Sangguniang Kabataan (SK) Elections. Measures to safeguard peace and security, including a gun ban, liquor ban, and strict prohibition of campaigning, were discussed. The disclosure of personnel hiring and promotions in government offices was also addressed, as it is strictly prohibited during the 2023 Barangay and SK Elections.
During the meeting, Bangsamoro Transition Authority (BTA) Parliament Director Atty. Abdel Diangcopan presented an update on BTA Bill No. 30, also known as the Bangsamoro Local Governance Code (BLGC). Atty. Diangcopan emphasized the bill's significance in establishing a more responsive and accountable government through decentralization. This includes enhancing the supervisory power of the Bangsamoro Government through the Ministry of Interior and Local Governance (MILG). The MILG, in turn, informed the committee about its Local Government Functionality Appraisal (LoGFA), which aims to assess the functionality of Local Government Units (LGUs) in the Bangsamoro region.
Other important agenda items included the issuance of parallel planning, the establishment of a Regional Technical Management Team (RTMT), research on housing regulation and development control, and the creation of a Bangsamoro Steering Committee (BSC). The RTMT would ensure the implementation of effective local governance practices in planning and fiscal management. Research initiatives focused on housing regulation, development control, and comprehensive measures pertaining to water, sanitation, and hygiene, with the aim of establishing comprehensive regulations and measures that enhance the quality of services provided by Bangsamoro Government to its constituents.
The creation of the BSC was specifically designed to identify and recognize outstanding Filipino volunteers and organizations particularly in Bangsamoro region for their exemplary performance and achievements in empowering communities and promoting the spirit of volunteerism.
Chief Lo Ivan R. Castillon of the TMS โ Planning and Management Division (PMD) represented the TMS. Whereas Director General Khalid Dumagay, who represented the committee chair Atty. Naguib Sinarimbo of MILG served as the presiding officer of the meeting.
