A coordination meeting between the Ministry of Labor and Employment (MOLE)-BARMM and International Labour Organization (ILO) was held on Thursday, November 17 at MOLE Office, inside Bangsamoro Government Center, Cotabato City.

The ILO team was led by Ms. Marie Allysa Dacasin, national project coordinator of the Bridging Recruitment to Reintegration in Migration Governance: Philippines (BRIDGE) Programme.

The latter discussed to MOLE-BARMM Minister Muslimin G. Sema about their upcoming Consultation on Operationalizing Migrant Resource Center and Reintegration support to Bangsamoro Region on November 18, 2022 at Em Manor Hotel and Convention, Cotabato City.

Moreover, the upcoming Consultation on the Draft Code of Conduct for Private Recruitment Agencies on November 21, 2022 was also discussed.

Also present in the meeting were Atty. Datu Haris M. Pinguiaman (chief legal officer), Engr. D**g K. Anayatin (chief technical consultant) and Rosenclaire C. Santiago (legal assistant II) of MOLE as well as Katrina Pascasio, administrative assistant from the ILO.

Supervising Labor and Employment Officer Willie B. Concepcion of the Department of Labor and Employment (DOLE)Regional Office XII paid courtesy visit to Minister Muslimin G. Sema of the Ministry of Labor and Employment (MOLE)-BARMM on Wednesday, November 16, 2022.

During the visit, the latter discussed a plan to provide an emergency employment to areas mostly affected by the Tropical Storm Paeng in Maguindanao.

Beneficiaries of emergency employment will be given 10-day cash income opportunity and will receive payment based on the existing minimum wage set in the locality.

Furthermore, beneficiaries will be enrolled in group micro-insurance scheme.

MOLE technical consultant Engr. D**g K. Anayatin and and Chief labor and employment officer Abdulrakman S. Nor were also present in the meeting.

The Ministry of Labor and Employment through its Bureau of Labor Relations and Standards in partnership with the Local Government Unit of Marawi City conducted Formation of Tripartite Industrial Peace Council for the Province of Lanao del Sur on Wednesday, November 16, 2022 at Bagumbayan Hall, 3rd Flr., City Hall, Islamic City of Marawi.

The formation of Provincial TIPC aims to institutionalize social dialogues and tripartite consultations on policies and programs affecting labor and management.

Moreover, it provided venue for the social partners whom were labor, employers and government to discuss relevant policy issuances on labor and employment.

The Ministry of Labor and Employment (MOLE)-BARMM, led by Minister Muslimin G. Sema as chairperson of the Bangsamoro Tripartite Wages and Productivity Board awarded productivity champions on Wednesday, October 19, 2022 during the conduct of Bangsamoro Labor Consultative Summit 2022 cm Bangsamoro Productivity Olympics (BPO).

The Rap & Tell General Merchandise from Parang, Maguindanao and Hanna’s Empanada from Bongao, Tawi-Tawi won as productivity champions during the culmination activity.

The said productivity champions received plaque of recognition and cash prize amounting to 50 thousand pesos.

Other entries also received plaque of recognition and cash prizes. Here's the following list of winners:

1st runner-up, Louella Seph General Merchandise (Parang, Maguindanao) – P30,000.00

2nd runner-up, Wrap Sarap (Bongao, Tawi-Tawi) – P20,000.00

The Bangsamoro Labor Consultative Summit 2022 cm Bangsamoro Productivity Olympics with the theme “Sustaining Productivity, Bridging Economic Recovery” was conducted by the Ministry of Labor and Employment (MOLE)-BARMM on Wednesday, October 19.

MOLE-BARMM Minister Muslimin G. Sema recognized the efforts of the employers who fostered in uplifting and advancing the rights of the workers by showing compassion in promoting safe and enhanced working conditions.

“I believe that this consultative assembly will bolster the cooperation between and among the employers, the workers, and the government in shaping labor, social and economic policies and programs of the government,” Sema said.

Meanwhile, the guest speaker was Director Jerome P. Yanson of the National Wages and Productivity Commission discussed the significance of productivity in the economic recovery.

Yanson said the rich culture, the good people, and the vast and rich natural resources of the BARMM have an impact on productivity and economic recovery.
“Regardless of your religion, political affiliations, your belief, your color, there is only one thing about productivity”, he added.

“More equitable and sharing of gains lead to productive workforce,” Yanson emphasized.

Engr.Jonathan P. Acosta,Mr. Datu Haron U. Bandila, and MTIT Minister Abu Amri Taddik represented by Deputy Minister Sukarnu Abas who are the labor, management, and government representative respectively, of the wage board also delivered messages.

Moreover, owners of different establishments shared their best practices in coping up under the new normal.

Partners from non-government organizations such as the International Labour Organization and Kaagapay OFW were also present in the event.

4. Must have a monthly salary of not more than Thirty Thousand Pesos (Php 30,000.00) or its equivalent as indicated on the employment contract submitted to MOLE;
4. Must not be gainfully employed at the time of application;
5. Must submit the following documents to designated MOLE-BARMM:
- Photocopy of passport or travel document;
- Photocopy of proof of overseas employment [e.g valid verified employment contract, overseas employment certificate (OEC), and work permit visa];
- Photocopy of arrival stamp issued by the Bureau of Immigration upon arrival in the Philippines;
- 2x2 ID photo with nametag and signature (2 pcs.);
- Original copy of Barangay Certificate; and
- Photocopy of airline ticket or boarding pass (if available).

1. Only Overseas Bangsamoro Workers (OBWs) who arrived in the Philippines on January 1, 2021 to present are allowed to apply. Furthermore, this Reintegration Program is for OBWs who have no intention to find employment abroad again.

The Bangsamoro Tripartite Wages and Productivity Board (BTWPB) of the Ministry of Labor and Employment (MOLE)-BARMM conducted its 8th Board Meeting on October 17, 2022, at the MOLE Conference Room, Al Nor Building, Cotabato City.

MOLE-BARMM Minister and BTWPB Chairperson Sir Muslimin G. Sema presided over the board meeting. Minister Sema was accompanied by Board Secretary Madam Bailyn E. Nanding.

Present also in the said meeting were Vice-Chairperson Sir Abuamri A. Taddik, Minister of MTIT-BARMM; Sir Datu Haron A. Bandila, Management Representative; Engr. Jonathan Acosta, Worker's Representative.

BTWPB Senior Labor Employment Officer Ms. Jennifer S. Nur presented the finalists for the Bangsamoro Productivity Olympics (BPO), which is slated on Wednesday, October 19, 2022, to the Board during the meeting.

Aside from the presentation of BPO finalists, the Board Meeting also discussed the schedule of public consultations in Cotabato City, Marawi City, Lanao del Sur, Basilan, Sulu, Tawitawi and in Special Geographic Areas (SGA) in North Cotabato province.

The said Board Meeting was organized by BTWPB thru its Board Secretary Madam Bailyn E. Nanding.

The Ministry of Labor and Employment (MOLE)-BARMM, led by Minister Muslimin G. Sema, is set to conduct a region-wide Labor Consultative Summit cm Bangsamoro Productivity Olympics on October 19, 2022, in Cotabato City.

Bearing the theme, “Sustaining Productivity, Bridging Economic Recovery”, the ministry aims to convene labor and management representatives from the private sector and other stakeholders as key players in the economic recovery.

Furthermore, the activity is composed of two parts. The first part is the consultative summit which will give the participants an avenue to discuss the challenges encountered during the hard-hit of pandemic and present their best practices for coping.

Meanwhile, the second part is the Bangsamoro Productivity Olympics which will award micro, small, and medium enterprises (MSMEs) as productivity champion who exhibits exemplary productivity improvement after getting technical assistance from the Ministry.

BPO is an advocacy strategy to heighten consciousness and commitment and commitment to quality and productivity and showcase best-designed and successfully implemented productivity improvement programs and practices.

The Ministry of Labor and Employment (MOLE) - BARMM thru its Maguindanao Field Office (MFO) conducted an orientation for the Bangsamoro Government Internship Program (GIP) on October 14, 2022.

112 GIP-qualified applicants in total will gain access to the program.

The GIP aimed to help recent graduates gain experience working in government, with the hope that the knowledge gained in this program would lead to more job opportunities.

The activity, led by MOLE-MFO Provincial Head Hamsa G. Nul, MOLE-MFO Assistant Head Datu Rudy D. Payag, MOLE-BLRS Focal Person Abdulmanan S. Manalasal, and MOLE-BTWPB Focal Person Theng L. Salipada.

This was co-facilitated by Labor Employment Officer I Bai Laida A. Sampiano along with Administrative Aide I Kathleen Marie D. Gani, and Administrative Aide I Bai Johana P. Esmail, who acted as the Lady of Ceremony.

The Ministry of Labor and Employment (MOLE) -BARMM initiated a two-day Releasing of Fund Assistance under the Bangsamoro Rural Employment through Entrepreneurial Development (BREED) Program at MOLE - Field Offices in Lanao del Sur and in Marawi City on October 12-13, 2022.

The said regular program was led by MOLE-BARMM Minister Muslimin G. Sema, represented by MOLE-Bureau of Labor Relations and Standards (BLRS) Director Hatta T. Jumdain, CE, MSAMgt, and co-facilitated by the Supervising Labor and Employment Officer, Ms. Norolain T. Dimaluna, Provincial Head of MOLE - Lanao del Sur and Marawi City.

The awarding of fund assistance started with an invocation led by Ustadz Badrodin S. Mangodatao, one of the presidents of the qualified associations, and followed by the opening remarks of MOLE Provincial Head Norolain T. Dimaluna.

During the activity, Director Jumdain emphasized that BREED is a regular flagship program of MOLE-BARMM in providing livelihood assistance to the Registered Bangsamoro Workers Association (RBWA) of the provinces in the BARMM area.

The members of 21 qualified associations were former combatants of Moro National Liberation Front (MNLF), Moro Islamic Liberation Front (M**F), Overseas Bangsamoro Workers (OBWs), and other organized informal sector workers in Marawi City and in some municipalities of Lanao del Sur province.

MOLE-BARMM provided cash assistance to each of the 21 qualified associations in the amount of 25 thousand pesos through BLRS.

Each association will use the funds received as a start-up capital for their proposed business or projects.

The Ceremonial Awarding of Checks was witnessed by the presidents of the said association and assisted by the MOLE-BLRS Labor Welfare Division Chief Maynard S. Jamolod along with Senior LEO Jasmine A. Alawi,JD, LEO I Norhan M. Kuga, and Sharif Timhar H. Habib Majid.

A "Consultation Dialogue on Special Development Fund (SDF) Livelihood Assistance in the Province of Maguindanao and Cotabato City" was conducted today, October 11, 2022, at Robinson's Mall in Cotabato City, almost 200 potential recipients took part.

At the aforementioned event, MOLE-BARMM Minister Muslimin G. Sema delivered an inspiring message.

"The Bangsamoro Government is a fruit of a long and winding road of the peace negotiations”, according to MOLE-BARMM Minister Sema.

Participants in the mentioned consultation dialogue were former combatants (Mujahideens/Mujahidats) of the Moro National Liberation Front (MNLF)and Moro Islamic Liberation Front (M**F), Overseas Bangsamoro Workers (OBWs), and other stakeholders from Cotabato City and Maguindanao on the implementation of the MOLE's special programs under SDF.

SDF is a nationally-funded Bangsamoro Government project for rebuilding, rehabilitating, and developing conflict-affected communities.

Present also in the said activity were: Deputy Minister Tommy J. Nawa; Chief Technical Consultant and also SDF Adviser Engr.D**g K. Anayatin; MOLE Bangsamoro Director General Designate and current Administrative and Finance Services Director Datu Surab A. Abutazil; MOLE-BLRS Director Hatta T. The Bureau of Employment Promotion and Welfare brought two of its Programs in Marawi City and these are Advocacy and Awareness Campaign On Illegal Recruitment Trafficking In Person (CAIRTIM).

The Awareness on CAIRTIM happened in City Gymnasium on October 6, 2022 with 113 attendees.

Meanwhile, the Career Coaching and Employment Coaching led by Dr Yahiya Sabal was conducted in Lake Lanao College.

CAIRTIM was attended by Office Heads from Social Welfare and Development, City Agriculture, Disaster Risk Reduction, Public Service Employment, and Barangay Local Government Units, Social Work Interns and other sectors of society.

Newly appointed SuLEO of Lanao del Sur Norolain Dimaluna was also present together with Field Offices’ newly hired personnel, volunteers and Contract of Service.

In a meeting between BEPW Director Sara Jane Sinsuat and Mayor Majul Gandamra after the orientation, the chief executive expressed his sincerest gratitude to Ministry of Labor and Employment for coming to his city and extended the programs and services to his constituents.

He also expressed his willingness to accept beneficiaries of Government Internahip Program (GIP) and he promised to shoulder the 25% salary of GIPs.

“I will also help you convince some Recruitment Agencies coming to this office to seek accreditation from MOLE,” Mayor Gandamra said.

Marawi City LGU has established its PESO and appointed the Manager.

PESO Manager Cabsaran Pacasum referred several issues faced by PESO and short coaching was conducted.

Last Wednesday, Saguiaran, Lanao del Sur was also the recipient of CAIRTIM and CGECGS Orientations.

In Saguiaran, CAIRTIM and CGECGS were conducted simultaneously last October 5.

The Philippine National Police, Bureau of Fire Protection, Saguiaran Ulama Council, Informarion Office and Barangay Local Government Units were present and based on the Orientation’s evaluation form, the participants told they liked the presentation and the lecture.

There were 92 Barangay officials who promised to support CAIRTIM.

Saguiaran Chief of Police Lt. Joel Lebrilla encouraged BLGUs to report the incidence of movement, transporting, enlisting and illegal recruitment.

On her part Atty Lara said BFP personnel are not just firefighters but can also give legal assistance.

The Overseas Worker Welfare Bureau (OWWB)of the Ministry of Labor and Employment (MOLE)-BARMM conducted a two-day "Orientation Seminar and Biometric Enrollment of Overseas Bangsamoro Workers Beneficiaries under Repatriation and Assistance Program" on October 6-7, 2022 at MOLE-BARMM Conference Room, Cotabato City.

MOLE-BARMM Minister Muslimin G. Sema stressed the significance of the cash support given to the OBWs beneficiaries in his motivational speech provided via virtual.

The activity,led by OWWB Dir. Annuarudin U. Tayuan along with OWWB-RAD Chief Arthur A. Dalid, Jr., was participated by 40 OBWs beneficiaries from different municipalities of Maguindanao province.

Director Tayuan advised the aforementioned recipients to recall the topics discussed during the orientation, but he made clear that "they were not promoting anyone to work abroad as domestic servants but because of poverty they were forced and obliged to do such job abroad".

"That's why the MOLE has its Repatriation and Assistance Program through OWWB-RAD to help and assist OBWs who were abused and neglected by their employers abroad", Director Tayuan said.

This was co-facilitated by MOLE Maguindanao Field Office Head Senior LEO Hamsa G. Nul with the supporting staff of OWWB namely OWWB-PEAD-OWWO II Zaika A. Mandi, OWWB-RAD Administrative Assistant III Fatimadeya Ontuwa, and OWWB Administrative Aide I Jhayabai M. Salik. Also, OWWB PEADD Chief OWWO V Abdulatip D. Pinguiam was present during the mentioned activity.

OWWB-RAD Chief Dalid spoke on "Life Challenges and Realities of Working Abroad"; while the "Financial Planning and Budgeting Tips" was discussed by OWWB-PEAD-OWWO II Mandi: and the "Starting a Small Business" was also discussed by Administrative Aide I Salik.

After the discussion and open forum, certificates were awarded to the said OBWs beneficiaries.

Finally, the closing remarks was delivered by MOLE Maguindanao Field Office Senior Leo Head Nul.

The lady of ceremony was OWWB-RAD Administrative Assistant III Ontuwa.

Former combatants of Moro Islamic Liberation Front, Moro National Liberation Front and former overseas Bangsamoro workers participated in the consultation dialogue conducted by the Ministry of Labor and Employment in partnership with the Centre for Humanitarian Dialogue on Tuesday, October 4.

The consultation is part of the information advocacy on the Special Development Fund of the ministry. A nationally funded project which aims to the rebuilding, rehabilitation, and development of conflict-affected communities in the region.

Moreover, Adnan Mangondato, Labor and Employment Officer II of BLRS-MOLE discussed the implementing guidelines of the Bangsamoro Employment and Entrepreneurial Development Program and Capability Building Program for repatriated and reintegrated OBWs.

Said programs are designed to provide beneficiaries with start-up capital for chosen business venture.

Currently, the Chairman of Moro National Liberation Front (MNLF) and also the Minister of MOLE-BARMM is Sir Muslimin G. Sema.

While the Chairman of Moro Islamic Liberation Front (M**F) and also the BARMM Chief Minister is Sir Ahod B. Ebrahim.

The Overseas Worker Welfare Bureau (OWWB)of the Ministry of Labor and Employment (MOLE)-BARMM conducted the "Orientation Seminar and Biometric Enrollment of Overseas Bangsamoro Workers Beneficiaries under Repatriation Program" on September 29, 2022 at MOLE-BARMM Conference Room, Cotabato City.

During the said activity, MOLE-BARMM Minister Muslimin G. Sema delivered his message, through virtual, on the importance of the assistance awarded to the said qualified beneficiaries.

The activity,led by Bangsamoro Director General Designate and Bureau of Administrative and Finance Services DirectorDatu Surab A. Abutazil,Jr., OWWB Dir. Annuarudin U. Tayuan and OWWB-RAD Chief Arthur Dalid, Jr., participated by 29 OBWs Beneficiaries.

This was co-facilitated by MOLE Cotabato City Field Office OIC-Head Engr. Dimaporo Diocolano, OWWB-RAD OWWO I Jasmin S. Mango, LPT, OWWB-RAD Administrative Assistant III Fatimadeya Ontiwal, and Administrative Aide I Ms. Jhayabai M. Salika.

The Ministry of Labor and Employment (MOLE)-BARMM Gender and Development (GAD) Focal Point System headed by GAD TWG Chairperson Director Sara Jane S. Sinsuat, MPA, JD held its second batch of two-day Gender Sensitivity Training (GST) at Alnor Convention, Mall of Alnor, Cotabato City on September 29-30, 2022.

Resource Speakers were: Ms.Helen M. Rojas from United Nation Population Fund, who discussed the “Gender Biases”; Deputy Program Manager Ms. Janette M. Rojas from Zuellig Family Foundation, who talked about the “Addressing Gender Biases”, “Gender and Development and Gender Mainstreaming”, and “Women Peace and Security”; and Ustadz Buharie Lintang shared his knowledge about “Gender in Islam”.

The said training aimed to promote and increase their level of awareness about gender in terms of biological, gender roles and gender equality.

The GST was facilitated by the MOLE GAD Focal Person Senior LEO Jennifer S. Nur; Alternate Focal Person Administrative Aide IV Farida M. Ebrahim and Yiannie Olalisan, who acted as the Lady of Ceremony during the training.

On the last day of training, GAD TWG Chairperson Director Sara Jane S. Sinsuat, MPA, JD expressed her gratitude for the MOLE Employees who actively participated in GST.

The Recruitment and Accreditation Division, Bureau of Employment Promotion and Welfare (BEPW) of the Ministry of Labor and Employment (MOLE) -BARMM conducted the Career Guidance Employment Coaching to the Graduating Students on October 5, 2022 at Marawi Islamic College in Municipality of Saguiaran, Lanao Del Sur province.

The MOLE-BARMM is currently under the leadership of Minister Muslimin G. Sema.

The Program is regularly implemented by the BEPW-MOLE headed by Dir. Sara Jane S. Sinsuat. The activity was led by the focal person Dr. Yahiya Sabal, Chief LEO of the Recruitment and Accreditation Division together with LEO I Fatimahaisah P. Unda, BEPW Staff Zaidsrah Rakim.

The Career Guidance and Employment/Job Hunting, which enlightened learners in choosing career,course and strand/tracks in the near future, was lectured by Dr. Sabal while LEO l Unda shared her knowledge on Financial Literacy and budgeting skills.

53 graduating students from Grade 12 and College level participated who became BEED and from various strand and track in Senior High School of Marawi Islamic College.

The goal of this program is to capacitate the skills and learning on career or course to take in college, job hunting/searching, financial literacy, and opportunities they need to secure a career, decide on job choices and life decisions.

The Ministry of Labor and Employment (MOLE)-BARMM, led by Minister Muslimin G. Sema, paid a courtesy visit to Cotabato City Mayor Mohammad Ali Bruce Matabalao at the People's Palace in this city today, October 5, 2022.
The programs of the Bureaus were presented at the said visit by MOLE representatives through the Ministry's Planning Division Chief Ramil Tiolo.
At the conclusion of the presentation, Mayor Matabalao and Minister Sema both agreed to work closely together to implement programs that will primarily benefit the MNLF and M**F communities, overseas Bangsamoro workers, children who worked to support their families' basic needs, and underprivileged but deserving students and recent graduates.
Minister Sema also expressed his gratitude to Mayor Matabalao for their gracious hospitality throughout the visit.
Mayor Matabalao was grateful as well.

MOLE holds consultation with OBWs, MNLF, M**F combatants

Bongao, Tawi-Tawi - The Ministry of Labor and Employment of the Bangsamoro Autonomous Region in Muslim Mindanao conducted consultation dialogue with former combatants of Moro National Liberation Front, Moro Islamic Liberation Front, former overseas Bangsamoro workers and other stakeholders on Saturday, October 1.

Consultation was held to strengthen information drive on the implementation of the Special Development Fund (SDF)of the ministry.

Engr. D**g Anayatin, chief technical consultant, said the ministry is fortunate to have the special development fund in able to reach the Bangsamoro people with the programs that will uplift their economic condition.

“Tuturaan namin kayo kung paano gumawa ng project proposal at edi-discuss namin sa inyo kung ano ang mga guidelines,” he emphasized.

“Ite-train namin kayo kung paano i-implement at gagawa tayo ng implementation plan,” Anayatin added.

Haipa Jumdain, provincial head of Tawi-Tawi Field Office stressed further that field office is always open to assist them when it comes to the programs and services of the ministry.

Implementing guidelines of the Bangsamoro Employment and Entrepreneurial Development Program (BEEDP) as well as the Capacity Building Program (CBP) with provision of livelihood/financial assistance for repatriated and reintegrated OBWs were also discussed in the consultation.

Towards the end of the consultation activity, a workplan was crafted which was agreed by the stakeholders to ensure the immediate implementation of the project.

The SDF is a nationally funded project of the Bangsamoro Government which aims to provide socioeconomic development projects to conflict-affected areas in the region to transform them into productive communities.

A total of 88 participants attended the consultation.
