MECHANICS
1. The contest is open to all farmers, fisherfolk, and their immediate family members (mother, father, children, siblings) aged 18 and above residing in Iloilo Province.
2. Employees of the Iloilo Provincial Agriculture Office, Municipal Agriculture Office, Department of Agriculture 6 and Bureau of Fisheries and Aquatic Resources 6 are not eligible to join.
3. Participants can register and join starting September 11, 2024 through this link https://tinyurl.com/FFWPhotoContestRegistration
4. Only one (1) entry is allowed per participant.
5. Participants may feature people, places, or activities related to the theme: โNagakaigo nga Teknolohiya sa Panguma kag Pangisda, Kadalag-an sang Agrikultura sa aton Probinsya.โ
6. All entries must be ORIGINAL material personally taken by the photographer and should not include watermarks, signatures, frames, date, time, or other markings on the photo.
7. Digital manipulation is not allowed. Enhancements must be limited to basic post-processing such as contrast adjustment, minimal color balancing, sharpening, cropping, dodging, and burning.
8. Entries containing offensive, harmful, or provocative content will be automatically disqualified.
9. Photographs that have been submitted to or won in any other contests or have been published in print or online will also be disqualified.
10. Entries must be unpublished and exclusive to this contest for its duration.
11. All entries become the property of the Iloilo Provincial Agriculture Office.
SUBMISSION AND PUBLICATION
1. All photos must be in high-resolution digital format and submitted via email to [email protected] or via the registration link https://tinyurl.com/FFWPhotoContestRegistration
2. The deadline for submission of entry is on September 20, 2024.
3. Each submission must include the photo title with the participant's name and address.
4. Screening shall be done at the Iloilo Provincial Capitol. Entries shall be evaluated by a panel of judges.
5. The panel of judges will initially determine the Top 10 entries/photographs based on these initial criteria:
Relevance to the theme: 30%
Creativity: 30%
Technical Quality: 20%
Overall Impact: 20%
6. The Top 10 entries will be uploaded on September 24, 2024, to the official page of the Iloilo Provincial Agriculture Office to gain reactions
7. All participants are required to like, follow, and share the official page of the Iloilo Provincial Agriculture Office.
8. As part of the final criteria for judging the Top 10 entries in the photo contest, the number of Facebook likes and heart reactions on the uploaded photo entry on the Provincial Agriculture Page will be counted. The entries will be ranked based on these reactions, which will contribute to 5% of the total score. The cut-off period for casting votes is September 30, 2024 at 5:00 PM.
9. Judging of printed entries will be on October 1, 2024, at the Iloilo Provincial Capitol lobby as part of the "Photo Exhibit".
10. The decision of the judges is final and irrevocable.

Various key players in the Milkfish Industry of the Iloilo Province gathered and had a valuable exchange of insights on the current and recurring challenges in the sector. The meeting saw active participation from stakeholders across municipalities, including Ajuy, Anilao, Barotac Nuevo, Barotac Viejo, Leganes, Carles, and Concepcion, Philippine Crop Insurance Corporation, private entities namely RETCEM Bangus Hatchery and Alsons Aquaculture Corporation, and research institutions, including UP Visayas โ Institute of Aquaculture and Southeast Asian Fisheries Development Center โ Aquaculture Department.
Dr. Ildefonso Toledo, Provincial Agriculturist, and Director Remia Aparri, BFAR Regional Director, underscored the significance of the meeting, emphasizing the need to establish baseline data and collect insights of stakeholders in order to plan ahead for programs and projects. They highlighted the importance of consolidating stakeholders to ensure a stronger, unified voice that can effectively represent the industryโs interest and paving the way for a more integrated and effective approach to milkfish aquaculture.
Dr. Raul Banias, Provincial Administrator also expressed the utmost support of the Iloilo Provincial Government under the leadership of Governor Arthur "Toto" Defensor Jr., for the milkfish industry in the Province of Iloilo.

Twenty coastal municipalities in Iloilo, including Iloilo City, have demonstrated significant improvement in their Municipal/City Fisheries and Aquatic Resources Management Councils (M/CFARMCs), as revealed during the recent Regional Evaluation and Assessment conducted by the Bureau of Fisheries and Aquatic Resources (BFAR) Region 6. The assessment took place on August 29-30, 2024, at Goldberrylite Hotel, Iloilo City.
The evaluation, attended by Provincial Fisherfolk Representatives and Coordinators from Iloilo, Guimaras, Antique, Aklan, Capiz, and Negros, aimed to assess the progress of M/CFARMCs across the region. This assessment was guided by Fisheries Office Order No. 342 series of 2007, which classifies M/CFARMCs based on their Levels of Development (LOD) in accordance with Fisheries Administrative Order (FAO) No. 196. The evaluation utilized five key indicators set by BFAR to categorize the councils.
The municipalities evaluated are the following: Iloilo City, Leganes, Zarraga, Dumangas, Barotac Nuevo, Anilao, Barotac Viejo, Balasan, Tigbauan, San Joaquin, Guimbal, San Dionisio, Banate, Ajuy, Batad, Estancia, Miagao, Concepcion, Carles, and Oton.

"Conducting a collaborative workshop for the swine industry amidst the African Swine Fever (ASF) outbreak is crucial for building resilience and revitalizing the sector. Held at Days Hotel from August 28-30 and led by the Iloilo Provincial Agriculture and Fisheries Extension System (PAFES), this workshop brought together stakeholders to share knowledge, strategies, and innovations. By fostering collaboration, the workshop aims to develop comprehensive action plans to combat ASF, enhance biosecurity measures, and promote sustainable practices. These efforts are vital for restoring confidence in the swine industry, ensuring its long-term viability, and supporting the livelihoods of those dependent on it.
This program aligns with the MoReProGRes ILOILO mantra of the Iloilo Provincial Government under Governor "Toto" Arthur R. Defensor Jr.

"The Federation of Cattle Raisers Associations of the Philippines (FCRAP), headed by Dr. Bel Magallanes, Vice President for the Visayas, paid a courtesy visit to Governor Arthur R. Defensor, Jr. today to discuss an upcoming summit for cattle raisers to be held in Iloilo.
Dr. Ildefonso Toledo, Department Head of the Iloilo Provincial Agriculture Office, expressed optimism about the eventโs potential impact.
"Hopefully, this would be a jumpstart for a more intensive and level-up approach to cattle raising in the province, including technology updates and strategies to improve production," said Dr. Toledo.

Iloilo Provinceโs farmers and fisherfolk affected by the El Niรฑo phenomenon have received cash assistance from the Office of the President.
President Ferdinand โBongbongโ Marcos Jr. awarded a โฑ50 million check to Governor Arthur โTotoโ Defensor Jr. during his visit to Antique last June 27, 2024. This fund provides cash assistance to Iloilo's farmers and fisherfolk affected by El Niรฑo.
A total of 5,000 beneficiaries were identified, and as of date, 3,934 recipients from 10 municipalities (Tubungan, Balasan, Igbaras, Banate, Mina, Estancia, Calinog, Bingawan, Di**le, and Barotac Viejo) have received โฑ10,000 each. The assistance was distributed by the Iloilo Provincial Government through the Provincial Agriculture Office (PAGRO), with support from local LGUs.
This aid helps farmers and fisherfolk rebuild after the calamity and is part of ongoing government efforts to support the agriculture and fisheries sectors. # #

Almost 900 4-H Club members from all over the Province of Iloilo went to Passi this July 5-6, 2024, to celebrate the MUKLAT 71st Farm Youth 4-H Provincial Achievement Day.
The first day started with a Eucharistic Celebration, followed by the Opening Program and Flag Rituals of the club. The event was attended by the supportive City Officials of Passi City, led by Mayor Atty. Stephen A. Palmares. A talk on Digital Farming, including the Bakal Lokal initiative, was given by Mr. Martin Ortiz, CEO and Executive Director of Youth First Initiative Philippines. Dr. Ildefonso T. Toledo, the Iloilo Provincial Agriculturist, shared his support for the 4-H Club of the Province of Iloilo and its projects. He was joined by Dr. Mitchelene Resano, Assistant Provincial Government Department Head.
In the afternoon, members showed their skills and knowledge in contests such as singing (Himig Handog Competition), Agri-Information Pitching, Quiz Bee, Provincial Excellence Achievement Award (Head, Heart, Hands, and Health), Search for Most Outstanding 4-H Club Member, and Seed Identification.
The night ended with the Mr. and Miss 4-H Club Iloilo 2024 pageant, with winners from the Municipality of Alimodian and the Municipality of Leganes.
The second day started with a mass Zumba event called Pamukaw: Mass Zumba PASSIklaban and ended with a community clean-up and tree planting at Passi I Central Elementary School, which served as the delegates' sleeping quarters.
Overall, the MUKLAT 71st Farm Youth 4-H Provincial Achievement Day was a great success. It showcased the talents and dedication of 4-H Club members from across the Province of Iloilo. The event not only celebrated their achievements but also built a sense of community and service, leaving a positive impact on everyone involved. The support of local officials, speakers, and organizers made this memorable event possible and inspired the youth to continue their work in agriculture and community development. # #

In a meeting held last June 21, 2024, Undersecretary Asis Perez of the Department of Agriculture (DA) outlined the department's initiatives, plans, and programs with local government and stakeholders in the Province of Iloilo. Iloilo Provincial Government through BM Matt Palabrica (3rd District), BM Rolito Cajilig (Chair Committee on Agriculture - SP Iloilo) and Provincial Agricuturist Dr. Ildefonso Toledo turn-over the 4.36Million worth of Sugarcane Mechanization Set to Municipality of Bingawan, lead by Mayor Mark Palabrica and its Sanggunian Bayan Members.
The mechnization support is part of the Sugarcane Nursery Program implemented by the Provincial Agriculture Office under the Province-led Agriculture and Fisheries Extension System (PAFES).
The PAFES-Sugarcane aim to improve sugracane production through implementation of the identified programs and project in the collaborative 5 year plan for the Province of Iloilo.
This is ceremony is a symbol of the continous committment of the Province of Iloilo in Increasing the Agriculture and Fisheries production toward food sufficiency.

The MFARMC underscores the crucial role and significant contributions of the fisherfolk, encouraging their active involvement alongside local government units (LGUs) in planning, policy-making, and other fishery management activities. This collaboration aims to achieve sustainable development of fisheries and aquatic resources.
These activities are carried out in partnership with the Bureau of Fisheries and Aquatic Resources Region VI. # #

From May 27-31, 2024, the Iloilo Provincial Agriculture Office organized a Climate Field School Training of Trainers at the Eon Centennial Hotel in Iloilo City. Participants from various municipalities including Passi City, Pototan, Leon, Estancia, Leganes, Anilao, Miagao, San Enrique, San Rafael, Oton, Tigbauan, and Iloilo Provincial Agriculture personnel attended the event. A total of fifteen (15) participants successfully graduated from this comprehensive training program aimed at enhancing climate resilience in the region. # #

On May 23, 2024, the Iloilo Provincial Agriculture-Fisheries Division, led by Provincial Agriculturist Dr. Ildefonso T. Toledo and Fisheries Division Chief Felina Grace Basco, launched a significant initiative to support the local shellfish growers. As part of the Shellfish Culture Technology Demonstration Project, essential materials were distributed to the Nino Oyster Culturist Association, the Project Cooperators at Brgy. Nino, Concepcion, Iloilo. An initial budget of Php250,000.00 was allocated for this project, covering the cost of 10 units of oyster rafts for the Techno-Demo.
Ten (10) local oyster growers, serving as project cooperators, received the materials needed to implement the Oyster Raft Culture Method. This innovative approach aims to replace the traditional stake method, offering a more sustainable and efficient way to cultivate oysters.
This is a project of the Iloilo Provincial Government led by Governor Arthur โTotoโ Defensor and supported by Provincial Administrator Dr. Raul Banias. This initiative is aligned to the MoRProGRes Program, focusing on food security and better livelihood for our fisherfolk.
Through this project, the Iloilo Provincial Government continues to demonstrate its commitment to sustainable agriculture and fisheries, ensuring better futures for local communities.

A hands-on demonstration activity on fishery product value addition took place at the Lambunao Demonstration Farm in Brgy. Pandan, Lambunao, Iloilo. This was organized by the Iloilo Provincial Agriculture Office Fisheries Division in partnership with Lambunao Municipal Agriculture Office (MAO). The activity was attended by tilapia farmers, RIC members, and demonstration farm personnel.
Participants learned to prepare various fishery products, including Tilanggit (Tilapiang danggit), fish relleno using milkfish, fish lumpia, fish balls, and fish tocino made from ๐๐ข๐ฏ๐จ๐ข๐ด๐ช๐ถ๐ด ๐ด๐ฑ. (cream dory) from the ART Center, Nanga, Pototan, Iloilo.
The activity aimed to educate fisherfolks, fish handlers, housewives, youth, and the general public on proper fish handling and value-added fish products preparation, which can serve as alternative livelihood. This initiative supports sustainable local economic growth through enhanced fish processing and value-adding skills. # #

The Fisheries Division of the Iloilo Provincial Agriculture Office, led by Dr. Ildefonso T. Toledo, organized the Catfish Stakeholders Dialogue last May 21, 2024, marking an important advancement for the catfish industry in the province. This event brought together fisherfolk from various municipalities, including Zarraga, Barotac Nuevo, Dumangas, Estancia, Oton, Sta. Barbara, Passi City, and Cabatuan.
Key contributions were made by SEAFDEC Scientist Dr. Josefa Tan-Fermin and Ms. Gemma Arnaldo, who offered critical insights on hatchery operations and management. Additionally, Ms. Lissette Permocillo from BFAR Region 6 and Ms. Sheila Aguhob from the Philippine Crop Insurance Corporation (PCIC) delivered essential presentations concerning catfish updates and projects and the importance of insurance to catfish culture, respectively.
The primary objective of the dialogue was to address pressing issues and challenges within the catfish industry, particularly in light of the ongoing El Niรฑo phenomenon. With declining fish catch, there is a significant need to strengthen the aquaculture sector in Iloilo Province to ensure food security. This aligns with the strategic goals of the MoRProGRes Program under the leadership of Governor Arthur "Toto" Defensor Jr. # #

Toledo, hosted a key activity at Casa Real, Iloilo City to finalize the Collaborative Provincial Agriculture and Fisheries Extension Program (CPAFEP) for the seaweed industry in Iloilo under the ๐ฃ๐ฟ๐ผ๐๐ถ๐ป๐ฐ๐ฒ-๐น๐ฒ๐ฑ ๐๐ด๐ฟ๐ถ๐ฐ๐๐น๐๐๐ฟ๐ฒ ๐ฎ๐ป๐ฑ ๐๐ถ๐๐ต๐ฒ๐ฟ๐ถ๐ฒ๐ ๐๐
๐๐ฒ๐ป๐๐ถ๐ผ๐ป ๐ฆ๐๐๐๐ฒ๐บ (๐ฃ๐๐๐๐ฆ).
The activity brought together different National Government Agencies (NGAs), State Universities and Colleges (SUCs), and Municipal Local Government Units (LGUs). Key participants included the Department of Agriculture (DA) 6, Bureau of Fisheries and Aquatic Resources (BFAR) 6, Department of Trade and Industry (DTI) 6, Department of Science and Technology (DOST) 6, representatives from Northern Iloilo municipalities such as Ajuy, Batad, Barotac Viejo, Carles, and Concepcion, the Northern Iloilo Seaweed Industry Association (NISIA) and the Iloilo LEDIP (Local Economic Development and Investment Promotion) Center.
Southeast Asian Fisheries Development Center (SEAFDEC) and universities such as the University of the Philippines Visayas (UPV), Iloilo State University of Fisheries Science and Technology (ISUFST), and Northern Iloilo State University (NISU) shared their research and programs related to seaweed.
The event concluded with clear plans and commitments from all involved, generating optimism for the future of the seaweed industry in Iloilo. This collaboration is expected to drive significant growth and increase in production of seaweed, thus, promoting food security in the Province of Iloilo, aligning with the MoRProGRes Program led by Governor Arthur "Toto" Defensor Jr.
With these collective efforts, the seaweed industry in Iloilo is poised for a promising future, contributing to the local economy and enhancing the livelihoods of seaweed growers across the province. # #
