PNCOD SUCCESSFULLY FACILITATES THE MASS OATH-TAKING, DONNING, AND PINNING OF RANKS OF NEWLY PROMOTED SECOND LEVEL UNIFORMED PERSONNEL AT THE NATIONAL HEADQUARTERS

At 4:00 PM of March 25, 2024, the PNCO Placement and Promotion Division spearheaded by it Chief, PCOL RENELL R SABALDICA under direct supervision of PMGEN BELLI B TAMAYO, The Director for Personnel and Records Management successfully facilitated the Mass Oath-taking, Donning, and Pinning of Ranks of newly promoted 2nd Level Uniformed Personnel who successfully hurdled the process and the requirements of the calendar year 2023 Regular Promotion Program and 1st Quarter CY 2024 Police Lieutenant Colonel Continuous Promotion Program at the National Headquarters (NHQ), Philippine National Police (PNP). 2,027 personnel from the Command Group, Directorial Staff, Personal and Special Staff, and NHQ-based National Support Units attended the ceremony in front of the NHQ-PNP Building which was also conducted simultaneously at the Police Regional Offices (PRO) and Area Police Commands (APC). A total of 49,125 uniformed personnel (161 PLTCOLs, 467 Police Majors, 853 Police Captains, 2,442 Police Lieutenants, 4,282 Police Executive Master Sergeants, 5,334 Police Chief Master Sergeants, 6,116 Police Senior Master Sergeants, 11,426 Police Master Sergeants, 11,930 Police Staff Sergeants, and 6,114 Police Corporals) took their oath under their new ranks and new responsibilities administered by no less than the Chief, PNP PGEN BENJAMIN C ACORDA, JR who also congratulated the promoted personnel and reminding them to always adhere to the code of professional conduct and ethical standards of the PNP, fight for the truth without fear or favour, uphold justice, and serve and protect the people with fairness and kindness.
Leading to this event, the PNCOD has painstakingly streamlined the promotion process in cooperation with the National Police Commission (NAPOLCOM) and the Civil Service Commission (CSC), sticking with the timeline from the approval of the Authority to Fill Vacancies to the oath-taking, leaving no stone unturned in order to ensure the fairness and meritocracy of the process. This resulted in the promotion of only those who deserve such. To absolutely maintain the integrity of the process, the PNCOD was divided into Secretariats for the different Promotion Boards and meticulously reviewed all documents submitted, scrutinizing their authenticity and coordinating with other offices to ascertain service reputation of personnel applying for promotion. PLTCOL BEVERLY G MAGASTINO, Assistant Chief, PNCOD headed all the Secretariats while PMAJ LEONARD PRUDENTE T BULLANDAY is Head Secretariat for the PMAJ Promotion Board; PMAJ MA GRACIA R JULIAN headed the PCPT promotion Board; PMAJ CHARMAE DP MANILLA is head of the PLT Promotion Board; and PMAJ EMELDGIE R OLLOS fronted the Police Non-Commissioned Officers (PCpl to PEMS) Promotion Board. The Promotion Secretariats maintained constant coordination with the members of the different Promotion Boards, the NAPOLCOM, CSC, and their counterparts in the PROs, APCs, and IAS for a smooth-sailing promotion process.
The donning and pinning of ranks spearheaded by the CPNP and the Command Group, together with the personnel’s families, highlighted the ceremony.
The promotion program is part of the PNP’s long-cherished tradition of rewarding the good deeds, exceptional achievements, and hardwork of its personnel, thereby uplifting their morale and well-being to further ensure their productivity and growth in the organization. This is the primary role of the DPRM being the administrator of the moral and welfare of the PNP, hence the motto, “Personnel welfare is above all.” CONGRATULATION TO THE PROMOTEES AND MAY YOU BE THE BEACON OF A GENUINE AND LASTING ORGANIZATIONAL TRANSFORMATION.

Valentine’s Day, also called Saint Valentine’s Day, is a former Christian Holiday honouring a martyr known as Valentine. Many stories have been told about the martyrdom and persecution of Saint Valentine of Rome who ministered to Christians in the Third century. These accounts include his restoration of the sight of the blind daughter of his jailer and performing weddings to Roman soldiers who were then forbidden by the Roman Empire to marry. Another account told of him writing a letter to the daughter of his jailer and signing it as “Your Valentine”.
As a cherished tradition of respecting and empowering women in the PNP, the Directorate for Personnel and Records Management (DPRM) and the PNCO Placement and Promotion Division (PNCOD) celebrated love on this special day honouring Saint Valentine and that of the eternal love of God to his creation. PCOL RENELL R SABALDICA, Chief, PNCOD, DPRM under direct supervision of PMGEN BELLI B TAMAYO, TDPRM spearheaded a simple fellowship over lunch, distributing cupcakes and cakes, not only for the PNCOD ladies, but for the whole PNCOD Family as well. PCOL SABALDICA emphasized the value of love as the foundation that holds our families stronger everyday. He remarked that Valentine’s Day should not only be celebrated every 14th of February, but rather everyday as the LOVE that this day symbolizes is the love that God, our Father has for all being. “Dapat LOVE LOVE na lang palagi,” said PCOL SABALDICA.
The story of the origin of Valentine’s Day should inspire everyone to love unconditionally, for “the greatest of these is LOVE”. MALIGAYANG ARAW NG MGA PUSO SA ATING LAHAT!

The PNP Enhanced Revitalized Internal Cleansing Program employs a three-pronged approach to rid the PNP ranks off of corruption for a morally upright and righteous organization in furtherance of its vision of a highly capable, effective, and CREDIBLE police service. The religious sector plays the vital role of being the life coaches of the PNP for the preventive and restorative approaches of this program.
To further strengthen its partnership with various religious organizations, PNP officers attended the National Bible Day on January 29, 2024 at Every Nation Building, Bonifacio Global City, Taguig City. Headed by PCOL RENELL R SABALDICA, Chief, PNCO Placement and Promotion Division of the Directorate for Personnel and Records Management under direct supervision of PMGEN BELLI B TAMAYO, TDPRM, the contingent participated in the day-long activity featuring testimonies and strengthening of faith through interactive and collaborative sharing and activities. PMAJ LEONARD PRUDENTE T BULLANDAY, Chief, Placement Section, PNCOD, DPRM and officers from other Offices and Units also attended the event. The PNP Chaplain Service (CHS) on Tuesday, October 24, 2023 signed a Memorandum of Understanding with My Brother’s Keeper – Life Coaches and International Auxiliary Chaplain Association, Incorporated at the PNP CHS Conference Room, Camp BGen Rafael T Crame, Quezon City. PBGEN JASON D ORTIZO, Director, CHS represented the PNP while Bishop Andre Alcoba and Pastor Danny Punay represented the IACAI and MBK-LC, respectively.

On September 15, 2023, PCOL RENELL R SABALDICA, Chief, Morale and Welfare Division of the Ditectorate for Personnel and Records Management under direct supervision of PMGEN ROBERT T RODRIGUEZ, TDPRM spearheaded a community outreach activity in coordination with the 2nd Special Action Battalion, PNP Special Action Force and Morong Municipal Police Station at the BTPI Complex, Brgy. Sabang, Morong, Bataan. Fifty families from the IP community of Sitio Kanawan, said barangay benefitted from the assorted groceries, rice, and clothes that the MWD distributed.
PCPT ERNESTO CLEMENTE, II, Morong MPS Chief pf Police welcomed the participants while Vice Chieftain Jose Salonga acknowledged and expressed his gratitude for the choosing of their community as beneficiary of the noteworthy undertaking. In his message, PLTCOL SONNY BITAGA, Battalion Commander, 2SAB PNP SAF, stressed strength in unity.
Meanwhile, PCOL SABALDICA emphasized that “we are the same despite being different.” He also quoted Mother Theresa in saying, “Not all of us can do great things, but we can do small things with great love.”
The IP community showcased their talent in singing and dancing making the event more colorful and meaningful.

Plan 2030 to personnel of Cavite Police Provincial Office under the stewardship of PCOL ELEUTERIO RICARDO.
