The Department of Agrarian Reform (DAR) has presented the Implementing Rules and Regulations (IRR) of Republic Act No. 11953, also known as the New Agrarian Emancipation Act of 2023 in an event held at the DAR Central Office in Quezon City.

Secretary Conrado M. Estrella III led the Department of Agrarian Reform in presenting the IRR to President Ferdinand “Bongbong” Marcos Jr., ten (10) days before its deadline on the 22nd of September, 2023. This development comes after an extensive process of engaging with agrarian reform beneficiaries (ARBs) through a series of public consultation dialogues across Luzon, Visayas, and Mindanao.

In the same event, the President also signed Executive Order (EO) No. 40, extending the yearlong moratorium on the payments of principal obligation and interests on amortization by farmer beneficiaries which was signed last September 13, 2022.

Under the new EO, the implementation of the moratorium shall be extended for another two (2) years until September 13, 2025, covering beneficiaries who did not meet the cutoff date of July 24, 2023, specified in RA 11953, which would have qualified them for the benefits of the said Law.

𝗦𝗲𝗮𝗹 (𝗢𝗹𝗱 𝘁𝗶𝘁𝗹𝗲𝘀) 𝗮𝗻𝗱 𝗤𝗥 𝗰𝗼𝗱𝗲 (𝗡𝗲𝘄 𝘁𝗶𝘁𝗹𝗲𝘀) - An old title should have a red dry seal; new titles should have a QR code with title details matching your duplicate copy.

𝗖𝗼𝗻𝘁𝗲𝗻𝘁 𝗖𝗵𝗲𝗰𝗸 - Any means of difference in annotation, signatures, and the initials from the front and back pages of the Original Certificate Title (OCT) and Transfer Certificate of Title (TCT) is a ground of suspicion.

Suspension of government work and classes has been declared by the Provincial Local Government of Catanduanes due to the rains and flooding brought about by Typhoon . According to Memorandum No. 188, s. 2023 released by the office of Governor Joseph C. Cua, all government work activities except those involved in the delivery of basic goods and emergency services are suspended until lifted. All classes in all levels are also suspended.

Meanwhile, the suspension of work in private companies is at the discretion of their management.

Tropical Cyclone Wind Signal No. 2 remains raised in the municipalities of Pandan, Bagamanoc, Panganiban, Viga and Gigmoto at 5:00 AM, July 24, as rapidly intensifies over the Philippine Sea.

According to Tropical Cyclone Bulletin #12, is currently 565 km East of Baler, Aurora, moving Westward at 15 km/h. With maximum sustained winds of 140 km/h near the center and gustiness of up to 170 km/h.

Still, a no-sail policy has been enacted suspending all trips of all vessels suspended effective 5:00 P.M., Sunday.

✅ Request for a Certified True Copy (CTC) of their title;
✅ Pay the fees; and
✅ Receive the CTC of their title at the convenience of their home or office.

By using the LRA eSerbisyo Portal, the transacting public shall be able to help LRA in the declogging of its Registries of Deeds and focus on the core registrations services, while they avoid the inconvenience of traveling just to secure a copy of their title.

The following simple steps may be followed for this purpose:

1️⃣ Visit www.eserbisyo.lra.gov.ph;
2️⃣ Click Register to create an account;
3️⃣ Log-in by providing a username and a password;
4️⃣ Submit a Request for Certified True Copy; and
5️⃣ Pay the corresponding fees using the preferred online payment method.

The CTC of the title shall be delivered to the registered Philippine-based address of the requestor.

As the 𝗟𝗮𝗻𝗱 𝗥𝗲𝗴𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 𝗔𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 (𝗟𝗥𝗔) continues its digitalization efforts in support of the directive of the incumbent 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻, the transacting public is encouraged to use the online services offered under 𝗟𝗥𝗔 𝗲𝗦𝗲𝗿𝗯𝗶𝘀𝘆𝗼 𝗣𝗼𝗿𝘁𝗮𝗹 (𝗲𝗦𝗣) to:

✅ Request for a Certified True Copy (CTC) of their title;
✅ Pay the fees; and
✅ Receive the CTC of their title at the convenience of their home or office.

By using the LRA eSerbisyo Portal, the transacting public shall be able to help LRA in the declogging of its Registries of Deeds and focus on the core registrations services, while they avoid the inconvenience of traveling just to secure a copy of their title.

The following simple steps may be followed for this purpose:

1️⃣ Visit www.eserbisyo.lra.gov.ph;
2️⃣ Click Register to create an account;
3️⃣ Log-in by providing a username and a password;
4️⃣ Submit a Request for Certified True Copy; and
5️⃣ Pay the corresponding fees using the preferred online payment method.

The CTC of the title shall be delivered to the registered Philippine-based address of the requestor.
