EU joint procurement of ammunition and missiles for Ukraine: Council agrees €1 billion support under the European Peace Facility

The Council adopted an assistance measure worth €1 billion under the European Peace Facility (EPF) that will finance the provision to the Ukrainian Armed Forces of 155-mm-calibre artillery rounds and, if requested, missiles which will be jointly procured by EU member states from the European defence industry.

❗️At last week’s informal meeting of EU defence ministers in Stockholm, HR/VP Josep Borrell has proposed a three way approach to speed up military support to Ukraine.

Namely:
1️⃣ Ensure the immediate delivery of more artillery ammunition, notably 155 mm, to the Ukrainian Armed Forces out of existing member states’ stocks.

2️⃣ Aggregate demand in Europe and fast-track the procurement of 155 mm ammunition to backfill member states’ stocks and ensure long-term support to Ukraine. It can be done using a promising joint procurement project that the European Defence Agency has been preparing with EU member states over the last months.

3️⃣ Support the rapid ramping-up of manufacturing capabilities of European defence industry.

This initiative will be built on the work done by the European External Action Service and the European Defence Agency together with the Commission.

❗️Минулого тижня на неформальній зустрічі міністрів оборони ЄС у Стокгольмі Високий Представник ЄС Жозеп Боррель запропонував тристоронній підхід з метою збільшити та прискорити військову допомогу Україні.

Зокрема:

1️⃣ Забезпечення негайного постачання більшої кількості артилерійських боєприпасів для Збройних сил України, зокрема калібру 155 мм, із наявних запасів держав-членів або з поточних замовлень.

2️⃣ Об’єднання європейського попиту та прискорення закупівель 155-мм боєприпасів для поповнення запасів держав-членів та забезпечення довгострокової підтримки України. Це можна зробити за допомогою проєкту спільних закупівель, який Європейське оборонне агентство готує разом з державами-членами ЄС протягом останніх місяців.

3️⃣ Підтримка швидкого нарощування виробничих можливостей європейської оборонної промисловості.

Така інціатива спиратиметься на на роботу, виконану Європейською службою зовнішньої дій та Європейським оборонним агентством разом з Комісією.

🗣During the Munich Security Conference, High Representative Vice-President Josep Borrell gave a speech on the European Security Architecture and confirmed the acceleration of the EU military support to Ukraine.

The most important theses of the speech are provided below:

📍Europe faces three major challenges: its credibility as a global player;its strategic responsibility as security and defence provider; engagement with partners around the world and re-building cooperation with countries of the Global South.
📍The decision to provide battle tanks has been upholding for too long. And now, this shortage of ammunition needs to be solved quickly.
📍In the short-term, European Union needs to engage its resources with the help of the European Peace Facility to quickly provide ammunitions to Ukraine.
📍In the medium term, we have to increase the capacity of the EU defence industry much more, using the European Defence Agency facilities, which is specialised in these kinds of matters, to get ammunitions for all of us, but mainly and with a strong priority for the Ukrainians.
📍Another long-term goal is to look towards EU partners in the South to make them participate in the world reaction against Russia for the war in Ukraine.

❗️During the EU-Ukraine Summit taking place in Kyiv, High Representative/Vice-President for Foreign Affairs and Security Policy Josep Borrell announced an additional €25 million support to Ukraine’s de-mining of the liberated territories temporarily occupied by Russian armed forces.

🔈Josep Borrell emphasized that Ukraine is one of the most contaminated countries in the world by military remnants of any kind. The old equipment coming from the Soviet times, as well as the new equipment that is supplied more, are now in use to de-mining the territories of Ukraine. The first tranche granted for Ukraine aims at increasing the quantity of modern equipment to save lives and allow Ukrainian soldiers to work in safer conditions.

📌The additional funding will include essential equipment for Ukrainian state mine action operators and support the capacities of the Ukrainian authorities to effectively manage the national mine action sector.

❗️В рамках саміту Україна-ЄС, що відбувається в Києві, Високий представник/Віцепрезидент із закордонних справ і політики безпеки Жозеп Боррель оголосив про надання Україні додаткової підтримки розміром 25 мільйонів євро для розмінування звільнених територій, що були тимчасово окуповані збройними силами Росії.

🔈Жозеп Боррель підкреслив, що Україна є однією з країн у світі, які найбільш забруднені різного роду військовими залишками. Зараз для розмінування територій України використовується як стара техніка радянських часів, так і нова техніка, яка все більше постачається партнерами. Перший вказаний транш, наданий Україні, спрямований на збільшення кількості сучасного обладнання, щоб рятувати життя цивільних та дозволити українським військовим працювати в більш безпечних умовах.

📌Додаткове фінансування передбачає необхідне устаткування для державних органів протимінної діяльності України та підтримку спроможності української влади ефективно керувати національним сектором протимінної діяльності.

❗️The Council of the European Union today adopted further assistance measures under the European Peace Facility (EPF) - a seventh package worth EUR 500 million, and a new EUR 45 million assistance measure supporting the training efforts of the European Union Military Assistance Mission (EUMAM Ukraine).

💬 Josep Borrell, High Representative for Foreign Affairs and Security Policy said: “Ukraine should get all the necessary military equipment and training they need to defend their territory and their people from Russia’s war of aggression. They are not just defending their country; they are also defending our common values and the basic principles of international law.”

📌The seventh package will now bring the total EU contribution under the EPF for Ukraine to EUR 3.6 billion.
📌The aim of the new assistance measure supporting the Armed Forces of Ukraine trained under EUMAM Ukraine is to provide necessary non-lethal equipment and supplies as well as services to back the training activities.

❗️Сьогодні Рада ЄС ухвалила чергові заходи допомоги в рамках Європейського фонду миру - сьомий пакет на суму 500 мільйонів євро та ще 45 мільйонів євро для підтримки навчань в рамках Місії ЄС з військової допомоги (EUMAM Ukraine).

💬 Жозеп Боррель, Високий представник із закордонних справ і політики безпеки, сказав: «Україна повинна отримати всю необхідну військову техніку та підготовку, яку вона потребує для захисту своєї території та свого народу від загарбницької війни Росії. Українці не просто захищають свою країну; вони також захищають наші спільні цінності та основні принципи міжнародного права».

📌 З урахуванням сьомого пакету допомоги загальний внесок ЄС у рамках ЄФМ для України становитиме 3,6 мільярда євро.
📌Метою нових заходів допомоги в частині підтримки Збройних Сил України, що проходять навчання в рамках місії EUMAM Ukraine, є надання необхідного нелетального обладнання та матеріалів, а також послуг щодо навчання.

📍The EU Common Security and Defence Policy (CSDP) is a dynamically evolving area of the EU.
Constant security threats and ongoing Russian military aggression push Ukraine for closer rapprochement with the EU in the field of security and defense. "EU_Ukr_CSDP" Jean Monnet Chair at the National University of Kyiv-Mohyla Academy addresses Ukraine’s increasing demand for closer cooperation with the EU in this field.
The outputs of the project consist of undergraduate and postgraduate courses in EU CSDP, annual academic events, series of guest lectures. The "EU_Ukr_CSDP" Jean Monnet Chair targets academic audiences, policymakers, stakeholders, think tanks, and NGOs.
