From June 17-19, the New York State Sheriffsโ€™ Association hosted the Undersheriffs' Conference in Saratoga Springs. This event featured informative sessions, expert discussions, and networking opportunities.

June 18:
**Morning:** Sessions on recruitment and retention issues, and civil service challenges.

Wonderful Delaware County Sheriff's Office!

Tonight while patrolling in the Village of Franklin, Deputy Sheriff Logan Flavell was approached by a couple of local teenagers, Jesse and Jaron who told Deputy Flavell that they were interested in becoming police officers. Deputy Flavell talked with them about his job and gave both a โ€œtourโ€ of his patrol vehicle.

We had an incredible time at the Civil Supervisorโ€™s Conference held from June 12-14 at the Saratoga Springs Embassy Suites. The event brought together law enforcement professionals from across the state for three days of insightful discussions, valuable training sessions, and great networking opportunities.
Conference Highlights:

* Legislative Update: Alex Wilson, Esq., provided crucial updates on recent legislative changes affecting our work.
* Onondaga Civil Theft Report: Captain Jessie Welch from the Onondaga County Sheriffโ€™s Office shared an in-depth after-action report and facilitated a robust discussion.
* Good Cause Eviction: Nic Rangel, Esq., from the Legal Aid Society of Northeastern New York, spoke on the evolving landlord/tenant dynamic.
* Squatters Rights and Cannabis Enforcement: Undersheriff Joseph Fucito from NYC Sheriffโ€™s Office covered the latest challenges and enforcement strategies.
* Civil Scenarios Training: Mike Grossi from Putnam County and Kimberly Ward from Tioga County led practical training sessions on various civil scenarios.
* Networking Dinners: Participants enjoyed networking dinners, including a memorable evening at the Thirsty Owl.

Special thanks to Saratoga County Sheriff Mike Zurlo for his concluding remarks and presentation of certificates.

1. Obey Local Laws: Check your local laws and regulations regarding fireworks. Only use legal fireworks and adhere to any restrictions in your area.

2. Designate a Safe Area: Choose a clear, open area away from buildings, trees, and other flammable materials. Ensure spectators are at a safe distance.

3. Keep a Safe Distance: Never allow children to handle fireworks. Always have an adult supervise all fireworks activities. Maintain a safe distance after lighting fireworks.

4. Use Fireworks Responsibly: Light one firework at a time and never attempt to relight a "dud" firework. Soak duds in water before disposing of them.

Welcome to "Bail Reform: Unveiling Its Real-life Effects," a series presented by the New York State Sheriffs' Association.

We're here to shed light on how changes in bail laws are affecting communities across New York State. Through real-life stories from news reports statewide, we'll show you what happens when repeat offenders are released without bail.

In this installment, "Putnam County Financial Fraudster," Sheriff Kevin J. McConville of the Putnam County Sheriff's Office reported the investigation and subsequent arrest of Joshua Queen, a 42-year-old former employee accused of stealing funds from his employer.

In July 2023, a Deputy was dispatched to a business in Philipstown to investigate a larceny involving unauthorized purchases on a company credit card. The Sheriff's Office Bureau of Criminal Investigation (BCI) took over the case, and through interviews and forensic analysis, it was determined that Queen had made over $12,000 in fraudulent and unauthorized purchases over a two-month period in early 2023 before being terminated.

On April 10, 2024, Queen turned himself in and was charged with Grand Larceny in the 3rd degree, a Class D felony. He was arraigned in the Town of Philipstown Justice Court and, due to his prior felony convictions, was remanded to the Putnam County Correctional Facility to await a bail hearing. However, on April 11, he was arraigned in Putnam County Court and released on his own recognizance (ROR) with the condition that he report to Probation.

Sheriff McConville emphasized the importance of holding repeat offenders accountable, criticizing current bail reform policies that allow individuals with prior felony convictions to be released without bail. He called for legislative changes that prioritize victim safety and ensure that those who commit financial crimes face appropriate consequences.

As incidents like this unfold across New York State, it's evident that action is needed to address the ongoing violence and reform bail laws. Reach out to your local legislators - demand change to ensure the safety of our communities.

Please share this SCAM ALERT from the New York State Police widely. We have to keep informed and our friends, neighbors, and loved ones informed in order to stay ahead of these dangerous people.

Troopers have learned of a new sophisticated scam and want the public to be aware. New York State Police in Oneonta recently discovered that an unknown suspect stole the identity of a property owner in Otsego County. That unknown suspect then forged a New Jersey Driverโ€™s License and attempted to sell the property through a local relator. Luckily the suspect ran into a snafu because the deed had additional owners on it, and it raised some red flags and stalled the sale. Thatโ€™s when the realtor became suspicious and learned that the actual owner had no clue that someone was trying to sell his property. Due to the diligence of the realtor, no sale was made and no money was lost. If you believe that you may be a victim or know of anyone that is part of this scam, contact your nearest law enforcement agency as this may be part of a much larger scam.
