NEW ORDINANCE: 549.11 SALE AND DISCHARGE OF FIREWORKS.

July 4 (8 p.m. – 11:59 p.m.)
Sunday immediately preceding Labor Day (8 p.m. – 11:59 p.m.)
New Years Eve (8 p.m. – 11:59 p.m.)
New Years Day (12 a.m. – 1:00 a.m.)
Sunday immediately preceding Memorial Day (8 p.m. – 11:59 p.m.)

(c) No person under the age of eighteen years of age shall discharge, ignite, or explode any fireworks, within the municipality, or other devices in which paper or plastic caps containing .25 grains or less of explosive compounds are used, provided they are so constructed that the hand cannot come in contact with the cap when in place for the explosion, and toy pistol paper or plastic caps which contain less than .20 grains of explosive mixture of any kind.

(d) No person shall negligently discharge, ignite, or explode fireworks while in possession or control of, or under the influence of, any intoxicating liquor, beer, or controlled substance.

(e) No person shall negligently discharge, ignite, or explode fireworks in a manner which causes or creates a risk of physical harm to persons or property.

(f) Except as provided in subsection (g) below, Section 3743.80 of the Ohio Revised Code, and for licensed exhibitors of fireworks authorized to conduct a fireworks exhibition pursuant to Sections 3743.50 to 3743.55 of the Ohio Revised Code, no person shall discharge, ignite or explode any fireworks in this jurisdiction.

(g) Owner, occupant, or person in control of any property shall be permitted to discharge, ignite or explode fireworks on said property during the specified holidays and times:
(1) July 4 (8 p.m. – 11:59 p.m.)
(2) Sunday immediately preceding Labor Day (8 p.m. – 11:59 p.m.)
(3) New Years Eve (8 p.m. – 11:59 p.m.)
(4) New Years Day (12 a.m. – 1:00 a.m.)
(5) Sunday immediately preceding Memorial Day (8 p.m. – 11:59 p.m.)

(h) Whoever violates subsections (b), (c), (f), or (g) hereof is guilty of a minor misdemeanor. Whoever violates subsections (d) or (e) hereof is guilty of a misdemeanor of the third.

Alliance Salvation Army is open from 9-3 as a Cooling Station today.

The Rodman Public Library in Alliance will serve as a cooling center during its normal hours of operation.

City of Alliance Annual Hydrant Flush

The Alliance Water Distribution Department will begin the hydrant flush on Sunday, June 9, 2024, at 6:00 pm. They will start at the north end of Alliance and work south.

Residents may experience a temporary loss of water pressure and/or discolored water which will clear up as the flush proceeds across the City.

Residents with questions or concerns may call the Water Distribution Department at 330-823-5216 during normal business hours of 7:00 am to 5:00 pm.

CITY OF ALLIANCE - PROPERTY INVENTORY INITIATIVE

Alliance, May 31, 2024 - The City of Alliance announces the commencement of a comprehensive property inventory initiative, starting the week of June 3rd. This vital project is a prerequisite for the City to secure crucial funding from the Department of Housing and Urban Development (HUD).

Residents will notice surveyors traversing the City streets, diligently capturing photographic documentation and completing detailed questionnaires for every parcel of land within Alliance's City limits, regardless of whether it is vacant or has a structure.

To diminish any concerns, it is important to note that surveyors will strictly adhere to public spaces such as streets, sidewalks, alleys, or rights-of-way and will not encroach upon private properties.

The inventory project is anticipated to span the entirety of the summer months, with a projected conclusion before the onset of fall.
For any inquiries or clarification regarding the property inventory initiative, residents are encouraged to reach out to the Mayor’s office at 330-821-3110.

We appreciate the cooperation and understanding of all residents as we undertake this significant endeavor.

UTILITY SERVICEMAN

The City of Alliance is anticipating an opening in the Water Distribution Department.

GENERAL: Performs tasks necessary to carry out the duties of the Distribution Department, which are primarily to construct, install and maintain water and sewer lines and their appurtenances; to maintain and repair equipment associated with the water and wastewater treatment plants, reservoirs and dams, water towers and lift stations. Also assist other City Departments as needed.

EXAMPLES OF JOB ASSIGNMENTS: Employees in this position are expected to carry out job assignments that range in normal description from highly skilled to labor. Examples include making taps, setting valves, repairing pumps, laying brick, as well as shoveling sand and gravel, mixing mud, cleaning equipment, or sweeping floors. Employees are expected to work outdoors in all weather conditions and must be capable of working in trenches up to fifteen feet deep. Preference will be given for experience in the troubleshooting, maintenance and repair of process equipment.

REQUIREMENTS: Must be physically fit to do all duties assigned. Must be able to:

Rake and shovel dirt, sand, and gravel
Climb up into equipment, down into excavations distances
up to 15 feet (with ladder)
Pick up items from ground and place on truck weighing up
to 50 pounds
Kneel and lower items weighing up to 10 pounds into an excavation
Look over both shoulders while seated to operate equipment and
vehicles

Must be a high school graduate, able to read and write well, with the math aptitude to perform basic algebra. Candidate must possess or obtain a Commercial Driver’s License within 6 months and a Class 1 EPA license within 30 months of hire date.

TOOLS/EQUIPMENT: Employees in this position must be able to properly and efficiently operate any of the departments tools and equipment, including but not limited to the following: Backhoe, excavator, loader, dump truck, sewer jet, vac-all, air compressor, jack hammer, street drill, cut-off-saw, cutting torch, welder, grinder, laser, auto level, sewer camera, tapping machine, rototiller, mowers, tractors, w**d eaters, chain saw, air blower, trencher, wrenches, impact tools, hammer, sledge hammer, shovel, rake, ladder, screw drivers, drills, saws, meter reading gun, magnetic locator, scope, chlorine residual analyzer.

This position will answer to the Water/Sewer Superintendent.
1) Hourly rates will be based on 40 hours per week, 2,080 per year.
2) Starting wage is $19.56 per hour.

PUBLIC NOTICE
The City of Alliance is accepting sealed bid proposals for PROPERTY & CASUALTY INSURANCE. Two (2) sealed copies of your proposal prepared on the forms provided herein must be received no later than 11:30 a.m., prevailing time on March 1, 2024 at the Auditor’s Office, located on the first floor at 504 E. Main Street, Alliance, Ohio 44601. Bid Opening will be at 12:00 noon prevailing time on March 1, 2024 at the City Administration Building located at 504 E. Main Street, 2nd Floor Conference Room, Alliance, Ohio 44601. All proposals, fully executed, must be submitted in a sealed envelope labeled with the name of the bidder and plainly marked: “PROPOSALS FOR CITY OF ALLIANCE PROPERTY AND CASUALTY INSURANCE”.
Copies of the specifications and proposals are available in the Auditor’s Office, 504 E. Main Street, Alliance, Ohio 44601 and can be picked up any time after 9:00 a.m. on February 5, 2024. A deposit of fifteen dollars ($15.00) is required for each set of specifications taken from the above office. The deposit is non-refundable.
A bid shall be invalid if it has not been received at the designated location as specified in the Advertisement or Notice to Bidders.
Errors and /or omissions in a submitted proposal could result in the proposal being declared invalid.
Bids may not be modified after being submitted. Bidders may withdraw bids at any time prior to bid opening.
The awarded bidder will be required to submit a performance bond in the amount of 5% of the contract amount or $5000.00, whichever is less, to insure that the proposer shall execute and properly perform a contract in conformity with their bid proposal.
If the proposer fails to enter into a contract and complete installation of coverage within 30 days of being notified that the proposal has been accepted and/or the proposer fails to properly perform its contract obligations, the proposer’s bond shall be fortified to the City of Alliance.
Each proposal shall contain the full name and address of every person, firm, or corporation interested; and if a corporation, the name of the chief officer.
Please note Claims Paid Forms will not be considered, and bidders may not place any conditions on occurrence beyond a sixty (60) day notification period.
All inquiries regarding discrepancies in or omissions from the specifications should be directed to Michael Dreger, (330) 821-3110. All inquiries will be replied to in writing. No responsibility will be accepted by the City of Alliance for any oral communications.
All deviations should be clearly stated. Any deviations from the specifications MUST be plainly identified and clearly defined in supplemental information submitted with the proposal.
The intent of the bid is to elicit common and objective information from all bidders relative to administrative and insurance costs, services and cost containment. While each bidder is required to respond to each and every item in the bid in a complete and factual manner, each bidder is also required to provide any additional information he deems necessary to fairly present his services.
