The Cumberland Police Department bid an official farewell to its dedicated four-legged officers, Canines Johanna and Leon, as they officially enter retirement after years of faithful service. Retiring back on July 1, 2023, recent law changes prompted their retirement from active police duty, and both canines will now enjoy their golden years in the loving homes of their handlers.

This morning, the department proudly received the retirement badges for Johanna and Leon, symbolizing the end of their distinguished careers. These badges will be formally presented to their devoted handlers in recognition of the exemplary service provided by these loyal members of the force.

Throughout their careers, Johanna and Leon played pivotal roles in maintaining the safety and security of Cumberland and Allegany County. These exceptional canines were instrumental in numerous drug seizures, removing illegal substances from our streets and contributing significantly to the ongoing battle against drug-related crime.

"We want to express our deepest gratitude to Johanna and Leon for their unwavering dedication and invaluable service to the community," said Captain James Burt, spokesperson for the Cumberland Police Department. "Their hard work, loyalty, and courage have left an indelible mark on our department, and we are proud to honor them on their well-deserved retirement."

The Cumberland Police Department extends sincere thanks to our retired colleagues for their assistance and commitment throughout their careers. Failure to Appear
On Wednesday, December 6, 2023, the Cumberland City Police arrested Quinton Vaughn Baker, 25, of Cumberland, MD. Baker was arrested on an outstanding Bench Warrant issued by the Allegany County District Court on December 5. The warrant alleges Baker failed to appear in court on that date for a previous charge of animal cruelty. Baker was taken before a District Court Commissioner for an Initial Appearance, where he was remanded to the Allegany County Detention Center. He is currently being held on $5,000 bond.

Violation of Probation
On Wednesday, December 6, 2023, The Cumberland City Police arrested James Christopher Timothy Haines, 38, of Cumberland, MD. Haines was arrested on an outstanding Bench Warrant issued by the Allegany County District Court on October 16. The warrant alleges Haines violated the terms and conditions of his probation that stemmed from a previous assault conviction. Haines was taken before a District Court Commissioner for an Initial Appearance, where he was remanded to the Allegany County Detention Center. He is currently being held without bond.

Criminal Summons
On Wednesday, December 6, 2023, The Cumberland City Police served a criminal summons on Mark Jonathon Tallman, 55, of Cumberland, MD. The summons was in reference to an incident that occurred on November 21 at a business in the area of Queen City Drive. During that incident, the City Police responded to the report of a theft. An employee of the business advised officers that they had observed Tallman concealing items inside the store and not paying for them. The employee then confronted Tallman and advised they were contacting the police. Tallman fled the area on foot. As a result, an application for charges was filed, and a criminal summons was issued. The summons has been served, and Tallman has been released, pending trial in District Court.

On December 5, 2023, officers from the Cumberland Police Department served a Circuit Court Warrant on Nicholas Roy Sneden for Violation of Probation. The original charge is CDS possession with intent to Distribute. He was taken to the Detention Center, where he was held without bond.

On December 4, 2023, officers from the Cumberland Police Department served a Circuit Court Warrant on Scott Tyler Levine for Violation of Probation. The original charge is Conspiracy for Armed Robbery. He was taken to the Detention Center, where he was held without bond.

Summons Served
On December 5, 2023, officers from the Cumberland Police Department served a criminal summons on Kurt Jason Wilt. The summons stems from an incident at Family Dollar at 35 Queen City Drive. A subject was seen shoplifting and left the store. Officers reviewed the video and identified the suspect as Kurt Wilt. An application was filed and signed by Kurt Wilt.

On December 4, 2023, officers from the Cumberland Police Department served an Arrest Warrant on Robin Colleen Schaeffer for being the owner of an uninsured vehicle and allowing another person to drive the uninsured vehicle. She was taken to ACDC to await her hearing.

Failure to Appear
On Sunday, December 3, 2023, the Cumberland City Police arrested Daniel Keith Hewlin, 39, of Cumberland, MD. Hewlin was arrested on two outstanding Bench Warrants for failing to appear in District and Circuit Court on August 4th and July 11th, respectively. Both court cases were in reference to previous CDS possession charges. Hewlin was taken to the Allegany County Detention Center, where he is currently held without bond.

Burglary Arrest
On Saturday, December 2, 2023, the Cumberland City Police arrested Brandon Marshal Ridgeley, 45, and Christopher Michael Emerson, 34, both of Cumberland, MD. Both were served a Criminal Summons in reference to an incident that occurred on November 29 at a residence in the 400 block of Arch St. During that incident; it is alleged that both Ridgeley and Emerson had broken into a vacant apartment building and used it as a temporary residence. It was also alleged that several hundred dollars’ worth of damage was caused to the property. Both subjects were served the summons and released, pending trial in District Court.

Assault Arrest
On Saturday, December 2, 2023, the Cumberland City Police responded to a business in the 400 block of Maryland Ave for the report of an assault. Upon arrival, officers contacted the victim of the alleged assault. They stated they had been punched by another patron in the store while attempting to check out. While speaking with the victim, the alleged assailant exited the store. The subject then began to curse at officers and was then observed throwing an item at the victim, striking them. At that time, officers arrested Louis Levi Brown, 66, of Cumberland, MD. Brown was transported to the Allegany County Detention Center and is awaiting a bond hearing.

On December 1, 2023, Officers of the Cumberland Police Department served a Criminal Summons on Kenneth Lloyd Bowser Jr. The Criminal Summons was issued by the District Court of Maryland. The charges were CDS possession with intent to Distribute and possession not Cannabis.

On Thursday, November 30, 2023, Officers of the Cumberland Police Department were dispatched to Sheetz Store on Virginia Ave for a theft in progress. Upon arrival, Donovan Owenn Grabill was found sitting in the aisle while eating items from the store shelf. Donovan Grabill failed to comply with Officers and was arrested and taken to ACDC.

CUMBERLAND POLICE DEPARTMENT AND ALLIED AGENCIES RESPOND TO ARMED ROBBERY INCIDENT

CUMBERLAND, MD — November 30, 2023 — The Cumberland Police Department, in collaboration with allied agencies, including the Allegany County Sheriff's Office, Maryland State Police (MSP), Combined County Criminal Investigation Unit (C3I), and MSP Aviation, responded to a reported armed robbery at a business located in the 800 block of N. Mechanic Street.

The incident occurred on November 29, 2023, at approximately 7:18 pm. Law enforcement personnel from multiple agencies arrived at the scene to assess the situation and initiate an investigation.

The C3I and the Cumberland Police Department is currently leading the ongoing investigation, working in conjunction with the allied agencies mentioned above. The priority is to gather information that will aid in identifying the suspect and understanding the circumstances surrounding the incident.

Bench Warrants Served

On November 28, 2023, the Cumberland Police Department served a Bench Warrant on Richard Alan Wilburn, 46, of Cumberland, Maryland. The District Court of Maryland issued the Bench warrant for failure to appear. The original charge was driving a motor vehicle with a suspended out-of-state license. Wilburn was transported to the Allegany County Detention Center with a bond set at $2000.00.

Arrest: Richard Alan Wilburn, age 46, Cumberland, Maryland.
Charges: Bench Warrant FTA, driving a Motor vehicle with a suspended out-of-state license.


On November 28, 2023, Officers of the Cumberland Police Department Arrested Jared Citarelli on a Bench Warrant. The original charge was CDS possession, not cannabis. During the search incident to arrest, Officers located additional CDS. Mr. Citarelli was in possession of suspected Methamphetamine, suspected Clonazepam pills, and suspected Vyvanse pills. Citarelli was served with a bench warrant and served with multiple criminal citations for CDS possession.

Arrest: Jared Nathaniel Citarelli, age 35, Westernport, Maryland.
Charges: Bench Warrant CDS possession, not cannabis, and (3) CDS possession, not ma*****na.

Citarelli was transported to the Allegany County Detention Center and held without bond.

Mullen was arrested on an outstanding Bench Warrant issued by the Allegany County Circuit Court. The warrant alleges that Mullen violated the terms and conditions of pre-trial supervision that stemmed from a previous assault charge. Theft Arrest
On Monday, November 27, 2023, an officer with the Cumberland City Police was conducting a routine patrol of a business in the 400 block of Virginia Ave. During the check, they observed a male suspect conducting what was believed to be a theft in progress. The suspect was stopped a short distance from the store and questioned about the suspected theft. It was discovered that the male had numerous unpaid items in his possession. As officers attempted to place the suspect under arrest, he attempted to flee from the officers on foot, only to be immediately apprehended. It was at this time he was found to be in possession of suspected CDS and paraphernalia. As a result, Joshua Gene Day, 32, of Cumberland, MD, was charged with theft, obstructing & hindering, and CDS paraphernalia possession. He was taken before a District Court Commissioner for his Initial Appearance and remanded to the Allegany County Detention Center. He is currently being held on a $500 bond.

Monday, November 27, 2023

Assault Arrest
On Sunday, November 26, 2023, Officers of the Cumberland Police Department were dispatched to a residence in the 600 block of E Second Street for an assault involving a handgun. Upon arrival, Officers observed that Gerald Allen Moore assaulted an adult and a juvenile with a handgun. It was later determined the handgun was a replica airsoft gun with the orange markings removed. Due to the assaults, Gerald Allen Moore was arrested on the scene and taken to the Allegany County Detention Center.

Assault Arrest

On Sunday, November 26, 2023, Officers of the Cumberland Police Department were dispatched to a residence in the 20 block of Grand Ave. for a disturbance. Upon arrival, Officers learned that James E Robinette Jr. assaulted the female. As a result of the assault, James E Robinette Jr was arrested on the scene and taken to the Allegany County Detention Center.

On Monday, November 27, 2023, Officers of the Cumberland Police Department observed Desean L Thomas Jr trespassing on the CSX Railroad tracks. Desean L Thomas Jr was contacted and issued one Criminal Uniform Citation for Trespassing.

ARREST WARRANT SERVED

On Saturday, November 25, 2023, the Cumberland Police Department served an arrest warrant on Dakota Redman. The warrant was issued as the result of a private citizen filing for charges against Redman at the District Court of Allegany County. Redman was arrested and later seen by a District Court Commissioner for a bond hearing. Redman posted a $10,000 unsecured personal bond.

DISORDERLY CONDUCT ARREST

On Saturday, November 25, 2023, at approximately 4:42 PM, officers of the Cumberland Police Department responded to the area of N. Centre Street for an intoxicated male subject in the middle of the roadway. Officers located the subject and identified him as Ernest Nelson II. Nelson was uncooperative and caused a disturbance. He was placed under arrest and transported to Central Booking. He was later seen by a District Court Commissioner and released on his personal recognizance.

BENCH WARRANT SERVED

On Friday, November 24, 2023, the Cumberland Police Department served a bench warrant on Cory Sisk. The warrant was issued as the result of Sisk violating probation. He was originally charged with Assault-2nd Degree. Sisk was arrested and later seen by a District Court Commissioner for a bond hearing. Sisk was remanded to the Allegany County Detention Center on a $500 bond.

INDECENT EXPOSURE ARREST

On Friday, November 24, 2023, at approximately 9:21 AM, an officer of the Cumberland Police Department was patrolling the business plaza on Queen City Drive when he observed Damian Seltzer walking on the property. The officer had prior knowledge that Seltzer was barred from the property. The officer lost sight of him and began searching the area. Police were then dispatched to the same area for a male subject exposing himself to the public. It was determined that Seltzer was the subject exposing himself. Seltzer was located and arrested. He was then transported to Central Booking. A District Court Commissioner later saw him for his bond hearing. Seltzer was held at the Allegany County Detention Center on a temporary commitment-recalcitrant.

THEFT ARREST

On Friday, November 24, 2023, at approximately 2:56 PM, officers of the Cumberland Police Department responded to a business on Queen City Drive for a shoplifter. Police contacted an employee who reported the suspect stealing merchandise from the store. Officers located the suspect and identified him as Ollie Howell. After further investigation, Howell was placed under arrest and transported to police headquarters. Howell was issued a criminal citation and released pending trial.

Traffic Advisory for Holiday Tree Lighting Event in Downtown Cumberland

Cumberland, November 24, 2023 — The highly anticipated Holiday Tree Lighting Event is set to illuminate Canal Street at Western Maryland Station this year. In the spirit of ensuring the safety of participants and facilitating smooth traffic flow, temporary alterations to the standard traffic pattern are scheduled.

Bedford Street:
• It will be closed between Centre Street and Mechanic Street starting at 5:00 pm.

Mechanic Street:
• Southbound traffic will temporarily divert onto Frederick Street at approximately 5:30 pm.
• Northbound traffic will be detoured onto Harrison Street from Mechanic Street during the same period.

Pershing Street:
• Traffic will not be permitted to exit from Pershing Street onto Mechanic Street starting at approximately 5:30 pm.

Bench Warrants Served
On November 23, 2023, Officers of the Cumberland Police Department served two Bench Warrants for failure to appear on Keri Ann Donaldson. The original incident was investigated by the Cumberland Police. The Original charges were CDS: possession, not Cannabis. Donaldson was transported to Central Booking.
Arrest: Keri Ann Donaldson, Age 33, Cumberland, Maryland
Charges: (2) FTA, Original charge: CDS: Possession, not Cannabis.

Multiple Charges
On November 23, 2023, Officers of the Cumberland Police were dispatched to Sheetz on Virginia Avenue for a report of a trespassing complaint. Officers contacted the store manager, who stated that the subject had been asked numerous times to leave the business. Officers then made contact with the subject. The subject refused to communicate with the Officers or provide his name. The subject had an open beverage from the business he failed to purchase. The subject was then place under arrest and transported to Police headquarters. After arriving at Police Headquarters, the subject continued withholding his name from the Officers. After some time passed, he provided his name and date of birth. The subject was identified as Donovan Owen Grabill. Grabill was served with charging documents and transported to the Allegany County Detention Center.

Arrest: Donovan Owen Grabill, age 18, Cumberland, Maryland.
Charges: Trespassing, obstructing and hindering Police and Theft less than $100.00.

Violation of Probation
On Wednesday, November 22, 2023, the Cumberland City Police arrested Araya Maureen Plauger, 30, of Ridgeley WV. Plauger was arrested on an outstanding Bench Warrant issued by the Allegany County District Court. The warrant alleges that Plauger failed to appear in court on November 14 and violated the terms and conditions of her probation. Plauger was taken before a District Court Commissioner for her Initial Appearance, where she was remanded to the Allegany County Detention Center. She is currently being held on $2500 bond.

Charges: Bench Warrant – Violation of Probation

Driving without a License
On Wednesday, November 22, 2023, the Cumberland City Police arrested Zachary Jordan Crawford, 27, of Keyser, WV. Crawford was arrested on an outstanding Arrest Warrant issued by the Allegany County District Court for an incident that occurred on November 16. During that incident, it was alleged that Crawford operated a motor vehicle with a suspended license. Crawford was taken before a District Court Commissioner for her Initial Appearance, where he was remanded to the Allegany County Detention Center. He is currently being held without bond.
Arrested: Zachary Jordan Crawford Age: 27
Charges: Driving Suspended, Driving w/o a License.
