In his role, he is a resource for planning and zoning matters across our region and leads research initiatives related to affordable housing and community development. He also supports the compliance and regulatory oversight of the PCHTF’s Housing Allocation Plan funded projects and American Rescue Plan Act (ARPA) funded projects.
Johnny comes to PCHTF from Proteus, Inc. where he was the Director of Workforce Programs. Prior to that, he worked as a planner in the public sector for the City of Des Moines and the City of Cedar Rapids. He holds a master’s degree in Community and Regional Planning (MCRP) from Iowa State University and an American Institute of Certified Planners (AICP) certification provided by the American Planning Association. Johnny is an appointed member and current Chair of the Plan and Zoning Commission for the City of Des Moines.
July 15 storms including a confirmed tornado have resulted in (regrettably) another disaster proclamation for Polk County Iowa being issued this season by Governor Kim Reynolds. This makes state aid available.
The Iowa Individual Assistance Grant Program provides grants up to $7,000 for households with incomes up to 200 percent of the federal poverty level (for a family of 4, this is annual income of $62,400 or less). Grants are available for home or car repairs, replacement of clothing or food, and temporary housing expenses. Original receipts are required for those seeking reimbursement for actual expenses related to storm recovery. The grant application and instructions are available on the Iowa Department of Homeland Security and Emergency Management website https://homelandsecurity.iowa.gov/assistance. Potential applicants have 45 days from the date of the proclamation to submit a claim.
As of July 1, 2024, the award amount for the Iowa Individual Assistance Grant Program has increased from $5,000 to $7,000. This increase is not retroactive.
The Disaster Case Advocacy Program addresses serious needs related to disaster-related hardship, injury, or adverse conditions. Disaster case advocates work with clients to create a disaster recovery plan and provide guidance, advice, and referrals to obtain a service or resource. There are no income eligibility requirements for this program; it closes 180 days from the date of the governor's proclamation. For information on the Disaster Case Advocacy Program, contact your local community action agency or visit iowacommunityaction.org.
The Governor's proclamation also covers Des Moines, Dubuque, Mitchell, and Scott Counties for the severe storms on July 15.
Yesterday’s west side tornado unfortunately has prompted a third tornado related disaster proclamation in Polk County for this year. The proclamation means disaster recovery funds are available for our income-qualified neighbors; we will share details about that tomorrow.
Survey team has returned to the office and determined that an EF-1 tornado passed across Urbandale, Windsor Heights, and Des Moines last evening.
The Polk County Extreme Temperature Plan is active at this time due to the hot and muggy conditions expected to persist in our area for the next couple of days. See the post below for details.
UPDATE: The Polk County Extreme Temperature Plan will be deactivated on Tuesday, July 16.
The Polk County Extreme Temperature Plan will be activated on July 12, 2024, based on forecast temperatures from the National Weather Service.
Activation of the plan includes:
●weather amnesty at area homeless shelters,
●activation of cooling/warming centers, and
●free access to these locations on DART buses.

The Trust Fund is in production today on Lighting the Way to Homeownership Opportunity, our video series in collaboration with Corinthian Baptist Church - Des Moines, IA and numerous other partners, made possible by the Homeownership Incubator Pitch Competition presented by the Iowa Finance Authority and the Iowa Association of REALTORS.
The purpose of the series is to help more aspiring homeowners connect to helpful local resources, especially community members historically excluded from homeownership by discriminatory practices.

The Trust Fund congratulates Ntontan RE and Newbury Living on your award of federal housing tax credits awarded today by the Iowa Finance Authority.
The Townhall project is a multifaceted $12.3 million development planned for the 6th Avenue Corridor in Des Moines with an anticipated completion date in late 2026. This project includes two adjacent buildings with 29 units. One building will involve the new construction of a three-story building containing affordable apartment units plus a first-floor food hall. The second building will involve the rehabilitation of the historic North Des Moines City Hall building, listed on the National Historic Register, to include additional affordable apartment units plus a first-floor coffee shop. Altogether, the project's primary objectives include the creation of much-needed affordable housing, economic empowerment through the innovative Food Hall concept, and the enhancement of community engagement in the River Bend neighborhood.
This project was the winner of the Iowa Finance Authority’s first-ever innovation competition at IFA's HousingIowa Conference in Cedar Rapids in 2023. Project innovations include sustainable design, a vibrant community space, equitable partnerships, and a resident rewards program.

For affordable housing providers, the Iowa Finance Authority has granted special clearance that Low Income Housing Tax Credit properties, including in Polk County, may temporarily suspend some qualification rules to rapidly house flood-displaced people. IFA has issued regulatory guidance on its compliance website under the heading “Housing for displaced individuals.”

The Directors Council is the driving force behind the One Economy report leading the way for full economic inclusion in the Black community in Polk County, and it coordinates the African American Leadership Academy. The Trust Fund is honored to support TDC as it continues its work.
Today the Trust Fund was pleased to support Des Moines Civil and Human Rights Commission in exhibiting at the Des Moines World Refugee Day celebration.
World Refugee Day was earlier this week, June 20. We were pleased to celebrate this weekend with community members and colleagues from Refugee Alliance of Central Iowa, Lutheran Services in Iowa, DART and many, many more.
Two important housing surveys are going on now that allow community members to share their housing experiences.
The Refugee & Immigrant Advocacy Strategic Taskforce (RIAS) is conducting a survey in English, Spanish, French, Vietnamese, Burmese, Swahili and Lao focused on housing needs among refugee and new immigrant communities. https://www.dsm.city/departments/civil_and_human_rights/refugee___immigrant_advisory_subcommittee.php
The City of Des Moines - Government, City of West Des Moines - City Manager's Office, and Polk County Iowa are also conducting a Barriers to Housing and Community Needs Survey which will provide a broader snapshot of housing conditions in Polk County and surrounding communities. https://dsm.city/barriers
Both surveys will help shine a light on housing challenges facing our community, with results to be released in the fall.
Greater Des Moines has crossed a worrying threshold for housing prices, according to the Harvard Joint Center for Housing Studies' highly anticipated State of America's Housing 2024 report.
Since the pandemic, the price to income ratio in our community has shown that the median sale price of an existing single family home is now 3.3x greater than median household income. The price to income gap is the largest on record here since 1980.
Greater Des Moines has long enjoyed a good reputation for affordability for middle-income home buyers, but we need to be mindful of how things have changed. Adding housing supply is the way to moderate future price increases.

The Section 8 waiting list remains closed at this time.

The Polk County Housing Trust Fund is now accepting applications for our FY2025 Homelessness assistance funding round as set forth in our FY2025 Housing Allocation Plan.
