Today marks 8 years since the police kicked in your door and murdered you...........WHERES THE JUSTICE????? My Uncle, Mr Charles Rosemond Sr was murdered by Greenville County Deputy Patrick Kelly on 12-10-15 in his own home after being robbed and shot at by intruders. He needed help but instead of rendering aid to him, the police murdered him. Justice delayed is justice denied! We demand that the deputies be indicted, charged, and convicted of murder!!!!!

As printed in the Spartanburg Herald Journal. “A report by the State Law Enforcement Division reveals new details about a February’s shooting that left one man dead and involved officers from both the Spartanburg Police Department and Spartanburg County Sheriff’s Office. According to an initial release by the sheriff’s office the day of the incident, when deputiesresponded to serve warrants to Darius L.J. Holcomb, 39, he barricaded himself in a bedroom,threatened officers with a knife and was shot by “at least one deputy” after stabbing a K-9.But SLED’s investigative report offers several additional insights. The report identified theobject Holcomb had as a barbeque fork rather than a knife, found one deputy misrepresentedHolcomb's actions with the fork and showed a muddied understanding by officers of how tohandle lethal force situations with K-9's.The report also examines internal and overlapping communications between the twoagencies.After unsuccessful attempts to serve Holcomb warrants days prior to the shooting, SPDsupervisors told officers to try different approaches to arrest him. However, following theincident, an SPD supervisor was upset orders to not confront Holcomb at his residence werenot followed. Additionally, the on-scene SCSO supervising SWAT commander told SLED hewas not informed of those previous attempts and would have responded differently, such asforgoing the use of tear gas.Holcomb, who had recently served 18 years in the South Carolina Department of Corrections,had known mental health issues, family members and neighbors, said.Chalmers RoglandSpartanburg Herald-Journal

Attorney andstate legislator Marvin Pendarvis, who represents Holcomb’s estate, was unhappy with thedecision not to prosecute and said that civil litigation is imminent.SLED report: One deputy misrepresented incident; sheriff’spersonnel unclear on K-9 use-of-force policyThe initial release from the sheriff’s office noted Holcomb threatened deputies with a knifeand stabbed a K-9 after verbal negotiations failed.SLED’s report revealed that the sheriff’s deputy who shot Holcomb claimed he did so indefense of himself and other officers, not the dog. But it added that while some officers onscene knew K-9s were expendable, others said they could not recall training for scenariosinvolving deadly force against K-9s.Additionally, the report found the sheriff’s deputy who initiated serving the warrants andbreached the bedroom door mischaracterized Holcomb’s movement while holding the object,which was a "two-pronged" barbeque fork, after the K-9 was released and bit him.The deputy further claimed in an interview with SLED agents that Holcomb moved"aggressively" toward other deputies and pointed the BBQ fork at them. However, SLEDdetermined through other officers’ body cameras that Holcomb did not point the weapon atdeputies or come toward them aggressively prior to shots being fired.Holcomb verbally threatened officers, saying he would “execute” them, SLED’s report states.Multiple neighbors said that Holcomb had mental health problems. His family claimed hehad schizophrenia and mentioned the disorder to officers on-scene.The report also states that Holcomb made stabbing motions towards the K-9 once the dogwas released while on a leash held by a sheriff’s deputy. A veterinarian found that the K-9sustained a 1.5 cm "superficial linear abrasion" below his left nostril.The autopsy report found Holcomb died of multiple gunshot wounds to the back, chest andleft groin area. A sharp force injury to the left arm, caused by a dog bite, was also noted.SLED agents asked many of the officers on-scene about training they received relevant to thesituation with Holcomb. While many said that the K-9 and SWAT team had conducted training on K-9 entries and removing barricaded subjects, at least six officers on-scene, the sheriff’s deputy who shot Holcomb, and the sheriff’s office SWAT commander, did not recall training that specifically covered use of lethal force against K-9s. Despite this, multiple officers referred to K-9s as "tools" that carry an inherent risk of harm. The deputy who shot Holcomb denied shooting him strictly for the sake of the dog’sprotection and told SLED he believed if Holcomb incapacitated the dog that he and the otherofficers present would be at risk. More explicitly, the SWAT commander on scene described a K-9 as "expendable, they are aless lethal option."A different deputy said that it was known that a K-9 was a “tool” and if a dog were to bestabbed or killed by a subject while attempting an extraction, that was the risk associated with the job of a K-9 and "everybody knows that." Another corporal with the sheriff’s officealso said that K-9's did not qualify as officers and were considered "tools."The deputy who shot Holcomb said he felt the K-9 did his job by drawing Holcomb’s attention away from deputies for "half a second" to give them a reactionary gap. He also saidtraining he received at the South Carolina Criminal Justice Academy taught him the marginof error for someone with a bladed object was 30 feet. Holcomb was approximately five to eight feet away when deputies breached the door, the deputy said. Sheriff’s office helped serve warrants after failed attempts bySpartanburg Police Department despite other orders. The incident on Feb. 2 followed two unsuccessful attempts to serve Holcomb warrants forfailure to pay fines and resisting arrest by the Spartanburg Police Department in lateJanuary. The SLED report examines communications between two SPD officers and the SCSO deputywho initiated serving warrants on Feb. 2, as well as on-scene communication betweenofficers from both agencies about previous efforts. Notably, those communications show that officers who served the warrants on Feb. 2appeared to go against an SPD supervisor’s directives. They also revealed the sheriff’s office warrants division and SWAT supervisors on-scene lacked context of prior attempts to arrestHolcomb because they were not informed by other officers.

After unsuccessful attempts to arrest Holcomb on both Jan. 27 and Jan. 28, an SPD officerrequested the Tactical Neutralization Team (TNT), a city unit similar to SWAT, to respond toHolcomb’s residence for assistance. The request was denied on the grounds that the situationdid not merit a response by the TNT. An SPD lieutenant told one of the officers that failure to pay fines did not warrant a responseby the tactical team, which would risk injury to officers and Holcomb, who was “known tohave mental issues.” The officers were told to find other ways to arrest him, such as through atraffic stop or walking on the street. After the request for the TNT was denied, the requesting officer said he felt he had exhausted all options available to the SPD, the report says.One of the SPD officers requested that a SCSO deputy they were acquainted with “take thelead” on serving Holcomb’s warrants because they knew they would be called off if the SPDdid, the SLED report states. What do police leaders in SC think? The sheriff’s deputy routinely helped the other SPD officer serve arrest warrants, the reportstates. In text messages with the first SPD officer on Jan. 29, the SCSO deputy referencedtrouble detaining Holcomb in the past and possible future arrest attempts."I have however talked mom into having sister turn him in to me last time," a message said,“So if no more fun ways to get him...I’ll try that."The deputy claimed the message about “fun ways” to apprehend Holcomb was not areference to killing him but could not provide an explanation for what he meant, the SLED report states.After Holcomb was pronounced dead following the incident, a high-ranking member of the SPD field services bureau was frustrated that SPD officers had defied orders and continued topursue arresting Holcomb, the report says.Additionally, while many officers on-scene knew about the SPD’s attempts to serve thewarrants days prior, the sheriff’s office SWAT commander on scene told SLED that he wasunaware of those attempts. The SWAT commander stated that he would not have introduced tear gas or breached the bedroom had he known about prior attempts to serve Holcombwarrants. Despite being informed by two different deputies about the SPD’s previous arrest attempts,the deputy who shot and killed Holcomb did not relay that information to the SWATcommander or warrants division supervisor prior to the incident. Nature of warrants offer possible context of Holcombresisting arrestThe warrants officers were out to serve are briefly discussed in the report and possiblysuggest why Holcomb was resistant to arrest. Holcomb was wanted for failure to register for the s*x offender registry and a resulting $100 fine, and an additional warrant for resisting arrest after he did not surrender to theSpartanburg Police Department on Jan. 28.He was released from SCDC in 2019 after serving 18 years for armed robbery andkidnapping. In most cases, South Carolina state law states that a conviction for kidnappingrequires automatic designation to the s*x offender registry, even in cases where thekidnapping may not be s*xual in nature.Two of Darius’ sisters told the Herald-Journal there was nothing s*xual about hisoriginal conviction. A Herald-Journal report on the incident from 2002 said that Holcomband others involved forced individuals into a freezer while robbing a pizza restaurant.Holcomb was sentenced to 18 years.Taja Holcomb, one of Darius’ sisters who was on-scene when deputies arrived on Feb. 2, told SLED that Darius did not believe he was a s*x offender and was frustrated with needing toregister."He wouldn’t go report (for the registry) because he was a mental patient...he knew he wasn’ta s*x offender," Taja told the Herald-Journal Thursday. "He said ‘leave me alone, leave mealone.’"Dr. Candace Brewer, another of Holcomb’s sisters and national president of the RacialJustice Network, reiterated that claim, calling the fact he had to register "demeaning."

Update: Carlee Russell who was thought to have been kidnapped on July 13, 2023 in Hoover, Alabama has been arrested on two misdemeanor charges after admitting she lied and made the whole thing up. She created a lie that opened up old wounds for families of missing persons and all time spent looking for her and the resources could have went in to someone who was really missing. I pray that Carlee gets the help she needs and understand that this hoax is no laughing matter.
