The Missouri Department of Transportation is seeking public input regarding High Priority Unfunded Needs. MoDOT has a list of unfunded projects that can be found at www.modot.org/unfundedneeds.
There are three projects of note for Adair County, all safety improvements for the intersections of Illinois Street and Shepherd Avenue with U.S. 63. The community gave an overwhelming response to MoDOT last year to help secure a study of the U.S. 63 that will be completed in 2025.

Comments will be accepted until August 23, 2024. There is also a public meeting on July 30 at the Northeast District Office in Hannibal from 4:00 pm to 6:00 pm.
City crews will begin replacing a water main on South Jamison Street, between East Patterson Street and East Hamilton Street, on July 25, 2024. As a result, South Jamison Street will be one lane in this area between the hours of 6:00 am and 4:00 pm while work is underway. The street will be reopened during the evening, overnight, and early morning hours.
Construction is expected to take approximately four weeks, depending on the weather. The traveling public is strongly encouraged to use caution, drive slowly through work areas, and utilize alternate routes.
Please disregard the notice that went out earlier today regarding utility work on South Osteopathy Street.

Hazel Creek Lake will be temporarily closed for all recreational activities for an additional day on Wednesday, July 24, 2024 to allow the City to continue treatment of the American Lotus plant. Plant treatment began today. Boating, fishing, and all other activity on or in Hazel Creek Lake will be prohibited during this time, and the boat ramp will be closed.
Hazel Creek Lake is one of the two water source lakes the City utilizes to provide water for all Adair County residents. The Missouri Department has approved this treatment program of Natural Resources. If this process must be postponed due to weather, adequate notice will be provided to the public and all affected parties. The City will draw water from Forest Lake – the City’s other drinking source lake – during this treatment process.
The City is committed to providing quality drinking water to all of Adair County and the care and management of our two source water lakes and their watersheds is where that work begins.

Some neat planes have come through Kirksville Regional Airport on their way to EAA AirVenture Oshkosh, the largest air show in the world. A steady flow of unique aircraft will come through over the next few weeks.
The City of Kirksville's payment system is down as part of the global technology outage that is happening.
The only payment methods that can be accepted at this time are cash, checks and money orders in person at City Hall. No timeline has been given on when the system will be operational again.

Here’s a look at work that’s been going on at the Water Treatment Plant. The hole for an additional clarifier was dug this week. It will be 80 feet in diameter, just like the one next to it.
Once installed, this clarifier will increase capacity at the plant and add redundancy to the treatment process.
The clarifier clumps solids in the water together so they can settle at the bottom and be removed.
Starting on July 22, 2024, Stanton Contracting will begin work on North Franklin Street, from West Mary Street to West Burton Street. The construction will replace the curb and gutter, intersections of connecting streets, and sidewalk approaches.
Construction will begin at the intersection of North Franklin Street and West Mary Street, and through to the intersection of West Elizabeth Street. The project will progress southward to West Porter Street and West Burton Street.
The intersections will be closed for several days for their replacement. Please limit any unnecessary travel in the area. No parking on the right-of-way/street during the construction. This construction is expected to last 30 days.
Additionally, the construction announced to begin on Fairway Drive and Randall Drive this week has been postponed.

The City of Kirksville is excited to announce it has been awarded a Transportation Alternative Program (TAP) Grant that will go toward converting abandoned railroad property into a community trail. Residents overwhelmingly supported the construction of a trail using the former Burlington Northern Santa Fe (BNSF) railroad right-of-way during Kirk’s Capital Improvement Campaign.
This grant goes toward the second phase of turning the former BNSF railroad right-of-way into a multi-use paved trail. The City previously received a grant to convert land off of East Cottonwood Street, heading northwest behind the Adair County Public Library and Parkview Terrace housing complex on Mill Street, into a trail. This new grant will extend the trail from Cottonwood behind Hy-Vee and to Pfeiffer Avenue.
In total, this project will add one mile of new trail, connecting recreational and retail amenities, along with tying into other trails and sidewalks to improve overall connectivity across Kirksville’s trail system. The proposed project also promotes safety and activity by creating an alternative route for pedestrians and cyclists from the existing street network.
The total cost of this project is estimated to be $895,550. This grant will cover 65 percent, or roughly $582,107. The local financial match for this project will come from funds allocated by the community from Kirk’s Capital Improvement Campaign.

The Kids Mini Mud Mile is coming up on August 17! Children ages 3-15 can embark on a one-mile, mud-filled obstacle course. Choose between a 9:00 am, 10:00 am, or 11:00 am start time.
Every child will receive a free Mud Mile shirt and post-race refreshments. Registration is $10. Children 5 and under can have an adult accompany them free of charge. Add an unlimited run wristband for just $5 when registering and run the course as many times as you would like until 12:30 pm.

After a great Fourth of July holiday weekend, the City of Kirksville is pleased to announce this year’s Red, White and Blue Festival was the biggest one yet. Across multiple events, there was incredible participation from Kirksville residents and visitors that led to a record-setting weekend.
Some important numbers to highlight:
• Early estimates say there were about 4,000 people downtown throughout Saturday morning’s festivities.
• The Joint Service Club Pancake breakfast served 615 people this year. It averaged 370 people in the last two years.
• With 50 entries, this was the largest Red, White and Blue Parade.
• The United Way Pie Contest/Auction raised its largest fundraising total.
• The NEMO Car Club’s Classic Car Show had 88 participants, the most in five years.
• The FLATS Uncle Sam 5k had 160 participants, up from 86 last year.
The City thanks everyone who came out and had fun and encourages them to stay tuned for future events. The City also recognizes the many staff members and community partners who helped make this event so successful.
We look forward to seeing everyone again next year and raising the bar in 2025.
The Adair County Emergency Communications Center will undergo an update to 911 telephone software at 10:00 am on Thursday, July 11, 2024. During this time, 911 calls will be routed to Sullivan County 911, the established backup center. If you have an emergency during this time, Sullivan County 911 will relay the emergency information to Adair County for dispatching as usual.
Administrative phone lines will remain active. All other 911 systems will remain active. The 911 phone call reroute is expected to last no more than one hour.
