A gated living community designed for homeless and at-risk Veterans

A couple’s vision to build a gated housing community for military veterans in Raleigh cleared two hurdles in recent months, but other challenges remain before completion.

Paul and Debra Brantley started Memphis nonprofit BHW Estate with the goal of building permanent housing for homeless and at-risk veterans. In 2018, the Brantley purchased 13 undeveloped acres at 3681 Hawkins-Mill Road to finally make that happen.

Paul said the idea originated in 2011 as Debra encountered numerous homeless veterans while working for the Memphis Police Department. His father was also a veteran and remembers the struggles he faced, including being with him at the hospital as a result of different health issues from his military service.

The development includes 76 independent-living units, a 2.5-acre lake along with wrapped-around services for veterans. It will also have an on-site private community center and an administrative/security building within the gated community.

The Brantleys’ proposal received Land Use Control Board approval in January and from the Memphis City Council last month. The development remains unfunded, as the Brantley seek grants from other nonprofit organizations or governments to fill in the financial gap.

While it received the requisite support from those two bodies, there were concerns about the project. One was Hawkins-Mill Road’s narrow roadways and the other its proximity to Memphis Academy Health Sciences school across the street from the development at 3606 Hawkins-Mill Rd.
