With heavy hearts, CNOA Region 1 pays tribute to Vacaville Police Department Officer Matthew Bowen who made the ultimate sacrifice today while on a traffic stop.
Officer Bowen previously worked for the Concord Police Department, and our thoughts are also with former coworkers and colleagues of CPD.
We mourn with Vacaville PD, Officer Bowen’s family, and the entire Vacaville community. He leaves behind a wife, two sons, parents and brother.
Rest easy Officer Bowen, we have the watch from here.

Tragically, each year, 10 to 20 California officers lose their lives in the line of duty. Our thoughts and prayers are with our brothers and sisters of the Oakland Police Department as they mourn the loss of Officer Jordan Wingate.
On August 13th, 2018, Officer Wingate was responding to a call for service when he was involved in a tragic traffic collision in the 19000 block of Middle Harbor Rd. Despite the valiant efforts of medical professionals, Officer Wingate remained in a coma and later in a vegetative state for over five years before peacefully passing away on April 20, 2024.
Officer Wingate, was a dedicated member of the Oakland Police Patrol Division, who followed in father’s footsteps joining OPD and graduating in the 176th Academy Class.
On behalf of Region 1, we extend our sincerest condolences to the family, friends, and former coworkers of Tobin Bolter at the Pleasant Hill Police Department.
Bolter had lateraled to a police agency in Idaho.
On 4/20/24 at approximately 9:00 P.M. (MT) Deputy Bolter initiated a traffic stop. As he approached the drivers side he was shot. On 4/21/24 he succumbed to his injuries.
Deputy Bolter was 27-years-old. Deputy Bolter had seven years of law enforcement experience and had been with the Ada County Sheriffs Office (ID) since January 2024. Prior to the ACSO, Deputy Bolter worked with Meridian Police Department (ID) and Pleasant Hill Police Department (CA). He leaves behind a pregnant wife.

CNOA Executives, RISS/WISIN Executives, HIDTA Executives, and CNOA regional members represented California yesterday at the US Capitol. We visited all 52 congressional district offices and advocated for national (not just California) narcotic enforcement funding and law enforcement grants.

ACSO Detectives with the assistance of our law enforcement partners recovered: 32.34 pounds of fentanyl, 1.12 pounds of he**in, 12 ounces of methamphetamine, two fi****ms, body armor and $33k cash. 9 suspects were arrested and booked for various felony violations related to drug trafficking.
