Today, our staff and Board of Directors had the great pleasure of celebrating Karin Ford as she retires from 29 years of service to the Tulare County EDC. Karin we wish you the very best as you enter into this new chapter of life with your family! You will be missed greatly and we simply cannot thank you enough for your service.

Amy Shuklian, Chair of the Tulare County Board of Supervisors, presented a proclamation to Karin Ford of Tulare County Economic Development Corporation upon her retirement after 29 years of service. Ford is the longest-serving employee in TCEDC history and was currently serving as the Vice-President and Chief Operating Officer. Pictured with Scott Harness, Chair of TCEDC Board of Directors.

This week TCEDC staff welcomed Julie Herd, newly-appointed Central Valley Regional Business Development Specialist for the Governor’s Office of Business and Economic Development (GO-Biz) for a tour of Tulare County and its incorporated cities, as well as a meeting with city managers and county staff. GO-Biz is a critical partner in business attraction across Tulare County, and we’re excited to have Ms. Herd representing the Valley at the state level!

Under policy direction of the Board of Directors, the President/CEO provides executive oversight for all economic development services and programs implemented by the Tulare County Economic Development Corporation, provides overall leadership and direction to subordinate staff, and provides sound fiscal management to ensure cost effective services.

This is an at-will position that is appointed by, reports to, and serves at the will of the Board of Directors.

KEY RESPONSIBILITIES

● Oversees, directs, participates in, and strives to continuously improve all aspects of TCEDC services in business/industrial attraction, recruitment, retention, expansion and support.
● Collaborates and partners with cities, county, and private sector entities in economic development and job creation activities and strategies.
● Works diligently with organizations providing prospect leads on and support to industries and businesses, such as Workforce Investment Board, Governor’s Office of Business and Economic Development, and California Central Valley Economic Development Corporation.
● Works directly with industrial and business clients, developers, brokers, and local governments in advancing their economic development projects.
● Establishes and implements marketing programs and data platforms for economic development and business real estate in Tulare County and its eight cities.
● Establishes effective working relationships with private and public sector partners, including elected officials.
● Works strategically with the Board to develop the comprehensive annual work plan and budget.
● Effectively manages the operation and finances of the organization.
● Provides effective training, supervision, and development of employees.
● Develops and implements ancillary programs that support business activity throughout Tulare County.
● Takes a prominent role in regional policy forums to promote economic development and job creation.


DESIRABLE QUALIFICATIONS

Knowledge of:

● Management principles and methods, including strategic leadership, planning, goal setting, and program and budget development.
● Principles and practices of economic development.
● Public and private financing methods.
● Marketing principles and practices for regional economic development and business/industrial real estate.
● Information technology systems and platforms related to economic development and real estate, including social media applications.
● Training and supervision of subordinate employees.

Ability to:

● Provide effective leadership.
● Build and maintain effective working relationships.
● Communicate clearly and concisely, both orally and in writing.
● Lead, manage, and supervise staff.
● Understand and apply complex regulations, procedures, and guidelines.
● Exercise political acumen.
● Think and act strategically.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and ability is qualifying. A typical way to obtain the knowledge and ability would be:

● Graduation from an accredited college or university with a bachelor’s degree in business administration, economics, finance, or related field. A master’s degree is desirable.
● Management experience in government or business and at least one year of direct experience in economic development.

SPECIAL REQUIREMENT

Possession of or ability to obtain a California Driver’s License is required.
