At the Visalia Navigation Center, advance reservations are required, and will be made through an online portal that will be accessible by local agency partners and law enforcement. Beds are pre-assigned, and residents can stay at the center for up to 180 days. Unlike emergency shelters, there will not be a line formed outside the facility waiting for entry because all residents are required to be pre-registered.
“This is going to be a place of hope, a place of changing lives, and not only for the individuals that are coming here for services, but for the people who have the privilege to work here," said Mary Alice Escarsega-Fechner, Executive Director of Community Services Employment Training - CSET. "We are committed to being a great partner, and the neighborhood will be a part of this as well.”

It was a joyous celebration, and we are so grateful to all of our community partners for their support of this much-needed facility for our community. Wraparound support is at the heart of the Visalia Navigation Center. The facility will include beds, showers, meals, laundry access, pet spaces, phone/mail services, storage for personal items, and parking for residents. On-site services will include employment training, health services, substance abuse and mental health services, and connections to permanent housing.
TC Hope is building a Low-Barrier Navigation Center (LBNC) here in Visalia. The “low-barrier” aspect of the center will reduce common barriers to entry, including a resident’s need to bring partners and/or pets, store personal possessions, or adhere to religious beliefs. The “navigation” aspect of the center refers to the presence of case managers to connect residents to supportive services. More than a homeless shelter, a LBNC is a critical first step in guiding our fellow unhoused neighbors towards shelter and stability.
Despite an increased need for housing, local shelter space here in Tulare County has remained unchanged in the last decade. The community’s existing shelters are at capacity, and because Visalia does not currently have a low-barrier navigation center, many individuals and families are being turned away. 922 is too many. TC Hope is a non-profit organization formed with the goal of building the Visalia Navigation Center - a low-barrier navigation center in Tulare County.
