BSEE works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement.

BSEE is supported by three regional offices: New Orleans, La., Camarillo, Calif. and Anchorage, Alaska. The regional offices are responsible for reviewing Applications for Permit to Drill to ensure all of the recently implemented enhanced safety requirements are met and for conducting inspections of drilling rigs and production platforms using multi-person, multi-discipline inspection teams. BSEE Director Kevin Sligh, U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) Deputy Administrator Tristan Brown and key leaders from both agencies met for the first-ever BSEE-PHMSA principals meeting in Washington D.C. July 24.

BSEE and PHMSA leaders provided updates on agency regulatory efforts and led sessions on incident response, enforcement, cybersecurity and carbon sequestration to improve coordination between the agencies regarding the regulation of pipeline systems on the Outer Continental Shelf.

BSEE collaborates with PHMSA in the areas of pipeline safety, spill prevention and response, inspections, investigations and enforcement. Aligning efforts on federal roles and responsibilities will avoid duplicative efforts, increase human health and environmental safety, and effectively implement compatible regulatory requirements for all OCS pipelines. OESI has published a comprehensive Request for Proposals (RFP) opening funding opportunities for research pathways across three application areas: oil and gas, wind energy, and marine energy, as identified in its 2024 Annual Plan. OESI is accepting research proposals for consideration through 11:59 p.m., CST Oct. 18, 2024.

Organized under an agreement between BSEE, DOE and Texas A&M Engineering Experiment Station, OESI is a consortium of industry, national labs, NGOs, and academia created to support the development of critical safety and environmental improvements for all offshore energy activities, including renewable and traditional energy.

As Beryl traversed through the Gulf of Mexico this week, BSEE monitored its track and maintained contact with operators impacted by the storm. At its peak on July 8, 15 production platforms were evacuated, and shut-in production was 151,306 barrels of oil per day (BOPD) and 154 million cubic feet per day (MMCFD) of gas. There are no reported injuries and affected operators are conducting inspections and damage assessments before resuming operations.

BSEE maintains close contact with operators conducting inspections and has provided a post hurricane Notice to Lessees (https://ow.ly/QYCP50Syf97) as guidance for safely resuming operations.

The Bureau of Safety and Environmental Enforcement participated in training on Partnering with Tribes during May 2024. As part of the Department of Interior Lecture Series on Partnerships, participants were from 16 federal agencies, including the White House Office of Science and Technology Policy, private sector, non-governmental organizations and Tribal Organizations. Lecturers discussed lessons learned, research policies, future partnership opportunities and addressed present-day challenges.

BSEE Director Kevin Sligh, BOEM Director Liz Klein, and others toured the Revolution Wind advanced foundations components assembly hall in Rhode Island and the ECO EDISON – the first-ever American-built, owned, and crewed offshore wind service operations vessel. When complete, the Revolution Wind Farm will provide up to 704 MW of clean energy, via 65 wind turbines, to about 250,000 Connecticut and Rhode Island homes.

BSEE is the lead federal regulator for the safe and environmentally responsible production of offshore renewable energy. We continue to work and engage with our partners and the industry to ensure facility designs and installation techniques for renewable energy facilities utilize best practices to protect workers, marine life, and the environment.

The Bureau of Safety and Environmental Enforcement (BSEE) recently conducted the first wind turbine inspection of the South Fork Wind Project. Located offshore New York and Rhode Island, South Fork is the nation’s first commercial offshore wind farm on the Outer Continental Shelf and will have a capacity of 130 megawatts of wind energy to power over 70,000 homes.

This first wind turbine inspection is critical as the wind farm transitions from installation and commissioning activities to daily power production, operations, and maintenance.

BSEE conducts various oversight activities that include inspections of both the offshore assets, onshore control centers, rigorous oversight of the safety management system, drills and exercises, and asset and personnel management evaluations as part of its mission to protect the environment.

The Bureau of Safety and Environmental Enforcement (BSEE) monitors energy operations in federal waters during major weather events such as tropical storms and hurricanes.

We work with offshore operators and other state and federal agencies to ensure the safety of personnel working offshore and to preemptively mitigate any potential for environmental impacts caused by a storm.

BSEE recommends that all offshore energy industry personnel monitor weather reports often and to initiate protocols for evacuating areas in the storm’s path well in advance of its arrival.

When a storm has the potential to impact offshore energy operations, BSEE will send out daily news releases and update our social media platforms with the latest information.

Big news for cleaner oceans! BSEE Director Kevin Sligh, Senior Advisor Winnie Stachelberg and Senior Advisor Phil Burton overflew the Matagorda Island block today to see orphaned infrastructure in the area.

An important part of BSEE’s responsibilities is to ensure that infrastructure used in exploration, development, and production activities undertaken according to the Outer Continental Shelf Lands Act is properly decommissioned to provide the long-term protection of the resource and the surrounding environment.

BSEE's recent $3 million boost from the Bipartisan Infrastructure Law will fund decommissioning efforts in the Matagorda Island area, reducing pollution risks to our oceans.
