The Low Income Energy Assistance Program (LIEAP) is a Federally funded program that helps eligible households pay a portion of their home energy costs by providing a one-time per year benefit.
The 2024 LIEAP application period will begin December 18, 2023 and will continue until the close of business on Friday, March 29, 2024. Once the application period begins, you can apply online by clicking on "Apply for Services" at the top of this page. If you would rather receive a paper application or if you have questions about an application you've submitted, you can call 1.888.369.4777.

Persons Eligible
In order to qualify, applicants must meet the following requirements:
An adult living at the address must be personally responsible for paying the heating costs incurred at the current residence, payable either to the landlord or the fuel vendor.
Applicants must demonstrate a recent history of payments toward purchase of the primary heating energy.
One-on-One LIEAP Application Support:
DCF, along with Atmos Energy, Black Hills Energy, Evergy and Kansas Gas Services, is offering in-person assistance to Kansans who are applying for LIEAP benefits. Find a location near you.
The combined gross income (before deductions) of all persons living at the address may not exceed 150% of the federal poverty level according to the guidelines listed below:

We know parents and families have to make very hard decisions. Choosing between paying utilities, rent or food for the family comes first. How to buy Christmas presents can be a heartbreaking challenge. We have experienced significant increases from families seeking basic needs and now we receive requests to help make Christmas brighter this year. Thanks to amazing community businesses, churches, and individual donors, we can make some wishes come true. Angel Tree and Star of Hope programs allow The Salvation Army to say "yes" for those who may otherwise go without Christmas gifts.
Anonymous donors adopt the “angels” as a Christmas tradition that makes the season more rewarding for the gift giver and happier for the receiver. If you are in need or know of individuals and families struggling to make ends meet, please know community and The Salvation Army is here for you. Star of Hope assistance for 60 and older with no children in the home. You can apply for a household gift.
WHAT TO EXPECT WHEN APPLYING FOR CHRISTMAS APPLICATIONS
Be prepared to enter income for the entire household.
At the Distribution Center, you must bring original ID's for everyone in your household to receive your gifts.
Christmas Distribution is December 14-15. You will receive a mailer at your home address in early December instructing you of the date, time and location to pick up your toys and food voucher.
PLEASE NOTE:
NO in-person applications will be done this year. If you cannot complete your application on-line, please call 316-425-6123, October 16 through November 15 to complete your application over the phone. Hours for the phone applications are Monday-Friday from 10:00 am - 3:00 pm.
WICHITA, Kan. The Salvation Army announced its south central area command will soon begin its winter clothing distribution at Salvation Army locations in Wichita, as well as Wichita Par and Recreation facilities.
The Warm Hearts Distribution of coats and winter wear starts Monday, Oct. 17 and continues through Friday, Oct. 21. Distribution sites and hours of operation include the following Salvation Army locations:
• Downtown Koch Center, 350 N Market St. Downtown Wichita – 10 a.m. to 3 p.m.
• Citadel Corps Community Center, 1739 S. Elpyco – 10 a.m. to 3 p.m.
• West Orchard Community Center, 1910 S Everett – 10 a.m. to 3 p.m.

“Items available will include coats, sweaters, and blankets. While supplies last, quantities are limited to items available, and limits may apply,” the Salvation Army said. “Families are asked to provide IDs for everyone in their household.”
Applications for Christmas Assistance for the Angel Tree and Start of Hope Campaign also begin Monday, Oct. 17. The Salvation Army said it will be taking applications from 10 a.m. to 3 p.m. Monday through Friday through Nov. 16.

WERAP and KERA Come to an End
Wichita's Emergency Rental Assistance Program (WERAP) is no longer accepting any new applications as of September 28th. Additionally, Kansas Emergency Rental Assistance (KERA) entered its Hold Phase this week and is currently processing new applications at this time. Both programs were funded through two COVID relief bills, the CARES Act and the American Rescue Plan Act (ARPA). More than 33,300 Kansas families were offered assistance between the two programs.

Storytime Village – Register to get a free 10” android tablet. Thanks to a donation by NBA legend Shaquille O’Neal, Storytime Village in partnership with Moolah Wireless is distributing free 10” Android tablets to qualifying families.
Families must qualify for free or reduced lunch to receive a tablet. Only one (1) tablet per family.

Candy Crawl at Clapp Park – Free family-friendly event
The Wichita Police Department and Wichita Park & Recreation are teaming up this Halloween to bring you the Candy Crawl at Clapp Park!
The Candy Crawl will take place at Clapp Park (4611 E Harry St.) on October 28 from 6-8pm.
This free family-friendly event encourages everyone to dress up, grab your candy bag or bucket, and come visit local law enforcement, emergency personnel, park & rec staff, and local businesses and organizations for candy and prizes.
Children and their families will follow a one-way route through Clapp Park stopping at vendors booths to collect their treats while listening to DJ KJ Entertainment. Event map and vendors will be posted soon.

Each year HumanKind Ministries distributes basic necessities such as food, kids coats, and blankets to those who need it most through Operation Holiday. Children 14 and under receive toy presents through our partnership with U.S. Marine Corps Reserve Toys for Tots program.

The summer meal program will begin next week Tuesday, June 1, 2021 but end date will vary by location. All sites have a grab and go option and most will have a dine-in option. More detailed information is available at the following link https://www.usd259.org/summerfood
Free breakfasts and lunches will be offered to children at 28 locations in Wichita as part of the WPS Summer Food Program, beginning June 1, 2021. The free meals are available to all children ages 1 – 18, not just students who attend Wichita Public Schools. All locations will offer a grab-and-go option. Most locations will also offer dine-in. Each child will receive a boxed lunch and a to-go breakfast for the following day. Dates and times of operation vary at each site. Go to www.usd259.org/summerfood for locations, times and menus. Wichita Water Conservation Rebate Program
The Wichita City Council approved $100,000 for the continuation of the Water Conservation Rebate Program. The program encourages residents to purchase water-saving household devices by offering rebates in the form of a credit to their water account. This is the ninth consecutive year of the program. Rebates are available to customers who have active utility accounts with Public Works & Utilities for the delivery of potable water. The application, list of qualifying items, program requirements and submittal instructions are available at savewichitawater.com. Online and paper applications will be accepted through December 31, 2021 or until funds are exhausted. Rebates apply to any device purchased on or after January 1, 2021.
Seven devices and appliances are eligible for rebates. General guidelines and eligible items are listed below. The City strongly recommends bringing a printout of the qualifying appliances for reference when shopping. There is a limit of five rebated items per water account. Rebates will not exceed the purchase price. Rebates are available for up to:
• $100 on Low flow Toilets: WaterSense© qualified using 1.28 gallons per flush or less;
• $100 on High Efficiency Dishwashers: Energy Star or Consortium for Energy Efficiency (CEE);
• $100 on High Efficiency Clothes Washers: Water Factor of 4.5 gallons or less (CEE rated);
• $100 on Smart Irrigation Controllers: Labeled as approved by WaterSense©;
• $100 on Rain Sensor-Shutoffs: Set to shut off irrigation after ¼-inch of rain is received;
• $75 on Rain Barrels: 45 gallons or larger; and
• $50 on Dual Flush Toilet Conversion Kits: Change inefficient toilets to using 1.6 gals. per flush or less. Customers are encouraged to contact Water Conservation staff at (316) 268-4199 or visit savewichitawater.com for more information.
