Philippine Rural Development Project (PRDP) is a national project implemented under the Department of Agriculture, designed to establish the government platform for a modern, climate-smart and market-oriented agri-fishery sector. In partnership with LGUs and private sector, PRDP shall provide key infrastructure, facilities, technology and information to raise incomes, productivity and competitiveness in targeted areas.

๐๐๐๐ ๐๐ | The Cordillera Regional Project Advisory Board (RPAB) has approved and endorsed the Improvement of Limood, Balinciagao Sur-Magsay-Malucsad-Amdalao Farm-to-Market Road (FMR) in Pasil, Kalinga, for funding under the DA-PRDP Scale-up.
The deliberation for the subprojectโs approval took place today, September 6, at the DA-CAR Conference Hall, BPI Compound, Guisad, Baguio City. DA-CAR Regional Executive Director and RPAB Chair Atty. Jennilyn M. Dawayan presided over the meeting and challenged the LGU officials to preserve the coffee areas along the road, cautioning against converting them into other crops or commercial establishments.
During the meeting, Provincial Agriculturist Engr. Domingo A. Bakilan detailed the specifications of the FMR subproject. The subproject covers 6.40 kilometers with an estimated cost of PHP 206 million. It aims to support heirloom rice, banana, and coffee production and is expected to benefit over 958 households, or 4,501 individuals (2,331 male and 2,170 female). The road will directly connect barangays in its influence area to the TabukโBalbalan-Abra national road and the Calanan-Mountain Province national road.
Kalinga Governor James Edubba expressed his gratitude to the technical team from the RPCO and PPMIU for their efforts in completing the subproject proposal and to the local governmentโs legislative body for allocating counterpart funds. He also noted that the approval of this subproject contributes to the PhP1.5 billion worth of investments the province of Kalinga has secured from the DA-PRDP.

To strengthen the harmonization and standardization of the Department of Agriculture โ Philippine Rural Development Project (DA-PRDP) Scale-Upโs communication strategies, the Projectโs Information, Advocacy, Communication, and Education Unit (InfoACE) of the National Project Coordination Office (NPCO) conducted a Capability Building Workshop on Graphic Design, Layout, and Production of Information, Education, and Communication (IEC) Materials from August 27 to 30, 2024, in Baguio City.
The four-day training provided Information Officers from the PRDPโs Project Support Offices (PSOs) and Regional Project Support Offices (RPCOs), DAโs Agriculture and Fisheries Information Division (AFID), and Regional Agriculture and Fisheries Information Section (RAFIS) with practical skills and knowledge in various digital editing software. The training also enhanced the participants knowledge and ability to produce advocacy materials that effectively convey information about the project.
Additionally, the event provided an opportunity for the InfoACE Units to engage in discussions and reach an agreement on crafting all IEC materials related to the Projectโs implementation and direction.
In her message, Cheryl C. Suarez, InfoACE Unit Head, underscored the participants' role in disseminating PRDP's programs and activities through the development of creative and informative content. She emphasized that their efforts are crucial in further promoting the Departmentโs services to the farmers, fishers, and beneficiaries.
โIt is important that we enhance our skills to be always relevant with the current trends and technologies to improve our effectivity and efficiency in promoting the objectives of PRDP. Let us harmonize our efforts towards the attainment of the project's vision and mission. Your commitment is one of the keys to the Projectโs success,โ Suarez said.
Among the topics discussed were: Translating Documents into IEC materials, Key Concepts and New Trends in Graphic Design, Key Concepts and New Trends in Print and Web, and Using Canva & Adobe Software for Graphic Design and Layout.

๐๐ ๐๐๐๐๐๐ | The DA-PRDP Regional Project Coordination Office (RPCO) Cordillera recently conducted a profiling of beneficiaries for the proposed enterprise subproject led by the Sagada Arabica Coffee Growers and Processors Organization (SACGPO) under the DA-PRDP Scale-Up.
Held from August 20-22, DA-PRDP technical staff, spearheaded by the Monitoring, Evaluation, and Learning (MEL) Unit, collected baseline data from selected farmer beneficiaries across the municipalities of Bontoc and Sagada who will be directly benefiting from the proposed enterprise subproject.
This baseline data is crucial for identifying indicators that describe the current conditions of these areas, which will help guide targeted interventions and investments. The data collected will also serve as a benchmark to measure the progress and effectiveness of the project, providing a basis for comparison before, during, and after the implementation of the subproject.
The proposed enterprise will be implemented by SACGPO along with Aliwes Irrigators Association, Inc., and Madchikom Coffee Producers Multipurpose Cooperative.

The Department of Agriculture-Philippine Rural Development Project (PRDP) Regional Project Coordination Office-CAR (RPCO-CAR), through its I-PLAN Component, facilitated a training on the enhanced Climate-Resilient Agro-Industry Oriented Value Chain Analysis (iVCA) from August 14 to 16, in Baguio City.
Integrating a gender-sensitive approach into the value chain processes, the training intended to strengthen the capacity of the DA-CAR regional core planning team, banner program coordinators, and report officers in preparation for the integration of the value chain approach into investment planning within the DA.
Dr. Susan D. Balanza, I-PLAN component head and DA-CAR PMED chief, emphasized the trainingโs goal to improve participantsโ understanding and skills in developing VCAs.
โThe goal is to produce localized VCAs specific to the Cordillera and with this training, we aim to elevate our understanding of VCA to a level where we can craft VCAs for various commodities. The next step will involve hands-on practice and detailed discussions on each VCA chapter,โ Dr. Balanza said.
She noted that the VCA preparation was enhanced integrating climate risk resiliency and gender sensitivity to ensure more inclusive and responsive interventions.
The training included sessions on the iVCA introduction, its preparation processes, VC segments, VC upgrading strategies, conducting stakeholder consultations, and the VCA review and approval process. These sessions were delivered by the RPCO-CAR I-PLAN Componentโs Capacity Development Team.
At the end of the training, participants were grouped into three teams, each assigned to develop VCAs for rice, heirloom rice, and livestock. This division is designed to ensure a focused and comprehensive approach to crafting tailored value chain analyses for these key commodities. As they move forward, the teams will apply the skills and knowledge gained to enhance local agricultural strategies and support the region's climate resilience and gender inclusivity goals. # # # (Elvy T. ๐๐ ๐๐๐๐๐๐ | The DA-PRDP Regional Project Coordination Office-CAR I-PLAN Component is leading a capacity development initiative aimed at enhancing the skills of DA-CARโs Regional Core Planning Team, banner program coordinators, and report officers in the preparation and updating of the enhanced Climate-Resilient Agro-Industry Oriented and Gender-Sensitive Value Chain Analysis (iVCA).
Running until August 16, the training is designed to strengthen the capacity of DA staff in preparation for the integration of the value chain approach into investment planning within the DA.
The program includes presentations and discussions on various aspects of VCA development and value chain segments, delivered by the Capacity Development Team from the RPCO-CAR I-PLAN Component.

The Improvement of P**a-Cawayan-Camandag Farm-to-Market Road (FMR) with Bridge subproject in Asipulo, Ifugao is set to commence as the Department of Agriculture โ Philippine Rural Development Project (DA-PRDP) Scale-Up granted the green light for contract awarding to the winning bidder.
The issuance of the No Objection Letter 2 (NOL2) officially authorizes the subproject to proceed, with ALFALFA Construction securing the contract valued at PhP244.30 million.
This subproject, proposed in support of the local coffee industry, will cover a span of 6.02 kilometers and include the construction of a 30-linear meter bridge. Once completed, it is expected to benefit 1,847 households, encompassing 8,755 residents (4,655 men and 4,100 women) across the area.
The road will connect three barangays: P**a, Cawayan, and Camandag, ensuring smoother and safer transportation for farmers and traders, especially during inclement weather. The enhanced infrastructure is anticipated to significantly boost the efficiency of local agricultural trade and support the communityโs economic growth.
Initially approved under the DA-PRDP Original Loan funding in 2017, the project faced delays due to the original contractor's failure to meet the required project specifications within the designated timeline, leading to its termination.

The Municipal Local Government of Kiangan, Ifugao officially broke ground on its new PhP136 million farm-to-market road (FMR) rehabilitation project at a ceremony held today, August 2, at Baguinge, Kiangan, Ifugao.
Implemented under the Department of Agriculture-Philippine Rural Development Project (DA-PRDP) Scale-Up, the 6.6-kilometer improvement of Lamka-Mappit FMR is expected to serve 1,318 households benefiting 6,455 individuals within its influence area. The subproject will link barangays Baguinge and Duit in the municipality of Kiangan and barangay Panubtuban in the municipality of Asipulo.
The the capsule-laying ceremony was led by Kiangan Mayor Atty. Raldis Andrei A. Bulayungan, Vice Mayor Michelle Alice B. Baguilat, DA-CAR Agricultural Programs Coordinating Officer (APCO) for Ifugao Charlemagne S. Monayao, RPCO-CAR I-BUILD Component Head Engr. Gaston B. Cael, and ALFALFA Construction representatives. Subproject beneficiaries, DA-PRDP technical staff, and several LGU officials and heads of offices from the provincial and municipal LGU of Ifugao were also present to witness the event.
During the program, Mayor Bulayungan highlighted the collaborative efforts that brought the subproject to realization, noting its inclusion in the Provincial Commodity Investment Plan (PCIP) and the significant funding it received.
"This is the largest funded project Kiangan has received, it benefits not only the people of Baguinge and Duit but everyone who will pass through it especially our farmers. We hope their production will increase,โ said Mayor Bulayungan.
He emphasized the importance of proper coordination to meet the projectโs specifications, timelines, and quality standards. Mayor Bulayungan further urged the community to continue supporting the subproject until its completion, demonstrating that Kiangan has the capability to implement such projects successfully.
Representing the DA-CAR, APCO Monayao expressed his enthusiasm for the commencement of the Lamka-Mappit FMR improvement.
"I am happy to be part of this occasion as it marks the start of the construction of the Lamka-Mappit FMR," he said.
He noted that the subproject supports banana, coffee, and corn production, servicing 189 hectares of agricultural land with a potential expansion of 51 hectares. "This will help us produce our own food because the basic role of the DA is to help farmers achieve a higher income," Monayao added.
The program concluded with a message by Kiangan Vice Mayor Baguilat.
"This marks another milestone for Kiangan as a whole, so congratulations to all of us," said Mayor Bulayungan. He highlighted the partnership's success in bringing together all stakeholders. "It is a cohesion of everybodyโs hard work, patience, and dedication towards a community development that is both progressive and inclusive,โ said Vice Mayor Baguilat.

๐๐ ๐๐๐๐๐๐ | The improvement of Ubao-Manaot Farm-to-Market Road (FRM) subproject in Aguinaldo, Ifugao with a length of 8.39km is now at 66% physical progress as of July 15.
A joint inspection is scheduled to be conducted next week, to validate completed work accomplishments.

The Provincial LGUs of Isabela and Mountain Province signed a Memorandum of Agreement (MOA) earlier today, August 1, at the Provincial Capitol of Isabela, City of Ilagan, for a farm-to-market road subproject proposed for funding under the Department of Agriculture - Philippine Rural Development Project (DA-PRDP) Scale-Up.
The signing ceremony was led by Isabela Governor Rodolfo T. Albano III and Mountain Province Governor Bonifacio C. Lacwasan Jr., accompanied by department heads from both PLGUs. DA-PRDP Regional Project Coordination Office (RPCO) 2 Deputy Project Director Kay Olivas and RPCO Cordillera I-BUILD Component Head Engr. Gaston B. Cael were also present to witness the event.
This agreement marks a collaborative effort to enhance accessibility and establish vital market linkages. The MOA covers the terms and conditions for the proposed construction of the 9.089-kilometer Malamtam-Bitabit-Catao FMR with 50-linear meter bridge, which will start at Sitio Catao, Buringal, Paracelis, Mountain Province, and end at Malamtam, Dummon, Quezon, Isabela.
During the event, Governor Lacwasan expressed his gratitude to the DA-PRDP and the PLGU of Isabela for this promising partnership.
โThis is an important economic collaboration between our provinces, providing our farmers with essential market access. We are the farm, and you are the market,โ Governor Lacwasan stated.
Governor Albano reaffirmed his commitment to support the success of the proposed subproject.
โOnce the project is completed, accessibility will be significantly improved. If we can assist in the progress of your province, we will do so gladly. We are delighted to witness the advancement of each province,โ said Governor Albano.
The ceremony concluded with a brief presentation outlining the subprojectโs location.

The Business Planning Writeshop for the implementing Proponent Groups (PGs) of new enterprise subprojects proposed for funding under the Department of Agriculture-Philippine Rural Development Project (DA-PRDP) Scale-Up has commenced on July 23 in Sagada, Mountain Province.
Business development teams from the Taloy Farmersโ Multipurpose Cooperative (TAFARMCO) and the Sagada Arabica Coffee Growers and Processors Organization (SACGPO) began developing their business plans according to the updated requirements and guidelines for proposed enterprise development subprojects under the DA-PRDP Scale-Up.
The PGs were recently confirmed eligible to propose enterprise subprojects based on the documents they submitted, including their proposed business models. During the writeshop, participants were first oriented on DA-PRDP Scale-Up requirements related to Social and Environmental Safeguards, Geomapping and Governance, and Economics. Both groups presented their business models and provided overviews of their proposed enterprises.
The four-day writeshop focused on finalizing their business models to determine the final structure of their proposals and assessing the feasibility of their proposals through financial analysis. To facilitate the process, timelines and follow through activities were set prior to a Joint Technical Review.
Technical staff from the DA-PRDP NPCO, PSO, RPCO-CAR, and LGUs were on hand to assist the PGs and facilitate the writeshop. Representatives from AgriTerra were also present to provide technical advice and assistance.

Both PGs were recently confirmed eligible to propose enterprise subprojects under the DA-PRDP Scale-Up.
As part of the preliminary activities, the PGs were first oriented on the DA-PRDP Scale-Up requirements concerning Social and Environmental Safeguards, Geomapping and Governance, and Economics. Both groups also presented their business models and overviews of their proposed enterprises.
The four-day writeshop will also include the presentation of their business plans, discussions on the way forward, agreements, and timeline setting for follow-up activities.
Technical staff from the DA-PRDP NPCO, PSO, RPCO-CAR, and LGUs are on hand to assist the PGs and facilitate the writeshop. Representatives from AgriTerra are also present to provide technical assistance to both PGs.
