๐ Greenpeace stands by our statement that we observed and documented the thick oil slick near Hagonoy on July 28, 2024, and the possible oil sheen near Roxas Boulevard on July 30, 2024. All our photos and videos are available for public download and examination. The Philippine Coast Guard and other observers are welcome to verify their authenticity.
Our documentation team on the ground located these oil sightings based on satellite maps like that of Karagatan Patrol, scientific projections, and by engaging with local communities, fisherfolk, and barangay officials, as seen in this video. We released coordinates of where the oil sightings were at the time of documentation, and these coordinates were used by at least one third-party documenter to find and produce photos of oil slicks that have been posted online as well.
We urge government agencies to work collaboratively with organizations instead of discrediting them, to address environmental disasters and provide essential information to local governments and communities for better preparedness.

Hands stained with black paint in solidarity with communities affected by the oil spills in Manila Bay.
Representatives of climate impacted communities, civil society organizations, and Greenpeace Philippines staged a protest in front of the Department of Environment and Natural Resources on Tuesday to call on the Marcos administration to make fossil fuel companies accountable for climate impacts and damage to the environment.
Fossil fuels bring serious harm to communities, and companies must be made accountable for damages.

The oil spill will affect our fisherfolk and coastal communities the most.
Communities deserve nothing less than a coordinated response from government agencies to help them prepare for the worst. The government must also be transparent with any information pertinent to the spills, including what theyโre doing to hold the ship owners and the owners of the oil accountable.
As long as we donโt hold climate polluting companies accountable, the crises their industry brings about will continue. We must .

A team from Greenpeace Philippines and Oceana went to the area in Hagonoy following reports of sightings of oil slick in the area based on the satellite photos in Karagatan Patrol and the projection of its spread here. This was confirmed by Barangay officials of Isla Tibaguin who saw oil when they went out to sea to catch fish the night before. They took videos of the oil slick.
The Greenpeace documentation team and campaigner left the jetty around 9:40am, and saw the spill at 10:00am, reaching the thickest part at 10:36am (Coordinates: lat. 14.7206417, long. 120.75331166666666.). Photos and videos were taken from 10:00am to 10:36am (and not 12:00nn as stated in an earlier Facebook post). The boat in the photo is the boat carrying the Greenpeace team, and where the drone was launched.
The photos and videos validated the information shared by barangay officials and the report in Karagatan Patrol. The team did not encounter any Philippine Coast Guard personnel in the morning when they went to the site. Aerial photos are now uploaded in the Greenpeace media library (link in the comments).

"Sa bawat ulan, nangangamba kami.... 'Di pa rin kami safe"
WATCH: Just days before , Greenpeace and frontline communities in San Mateo, Rizal, deliver a powerful message to President Marcos Jr.
With the recent devastating impacts of Super Typhoon and the intensified , San Mateo stands as a stark example of more intense climate disasters severely affecting communities. Its incomplete flood control structures are already falling apart.
Communities are exhausted by the government's lack of concrete climate action, perpetuating a cycle of injustice among the most vulnerable.
As typhoons, flooding, and other climate impacts grow more intense, the Marcos Jr. administration must hold oil and gas companies accountable and demand they pay for loss and damage.
Greenpeace supports Buklod Tao, Inc.โa community-based disaster preparedness groupโin distributing much needed food relief for residents of Brgy. Banaba, San Mateo, Rizal, who have been severely affected by flooding due to Super Typhoon and the enhanced .
Buklod Tao, Inc. is a grassroots organization that set the standard for disaster risk reduction and management (DRRM) at the barangay level, and has called on the Marcos Jr. government to hold accountable the oil & gas companies most responsible for the climate crisis.
For decades, theyโve worked to build their communitiesโ resilience. But with climate impacts getting worse, and the interval between extreme weather events getting shorter, itโs become clear that resilience is not enough. Climate polluters must be held accountable and pay for the suffering theyโve caused Filipino communities.
Special thanks to Good Food Community and Gulay Na! for preparing healthy and delicious food for the communities!

For days, their fisherfolk could not sail because of Super Typhoon and the enhanced , which swept away several boats and damaged others. Now, they are forbidden from going to sea because a ship carrying 1.4 million liters of oil went underwater a few kilometers from their homes. While worried about their livelihood and even sustenance, theyโre using the relative quiet after the storm to repair their boats.
Limay is not the only municipality that was devastated by the super typhoon. It will not be the only one to suffer should the reach coastal areas, potentially causing widespread environmental damage, harming marine life, and devastating local economies. Both disasters can be traced back to the fossil fuel industry. The government must hold the owners of the tanker and of the oil cargo accountable for any damages. Likewise, the Marcos Jr. administration must make oil and gas companies pay for fueling the climate crisis with their destructive businesses.
Lagi na lang bang mga Pilipino ang tanging may kasalanan sa pagbaha? ๐ค
Plastic-aggravated flooding and other impacts of plastic pollution are mainly caused by the unregulated and nonstop production of single-use plastics by corporations, especially sachets (โผ๏ธHint: 164 million sachets are being used every dayโผ๏ธ).
Comprehensive flood control must include a national ban on sachets and other single-use plastics. Likewise, corporations must stop flooding our communities with impossible-to-recycle sachets, and instead make real, sustainable solutions like reuse and refill more accessible to Filipinos.

Ang panawagan natin sa gobyerno: Panahon na para kumilos, protektahan ang ating mga mamamayan, at papanagutin ang mga nagdudulot ng polusyon sa klima!
Community volunteer rescuers struggle to wade through almost neck-deep floods and get evacuees to safety. The last time Manila and the surrounding provinces faced rains and flooding comparable to this week's Super Typhoon Carina and the enhanced southwest monsoon was Super Typhoon Rolly and Tropical Storm Ondoy. Such extreme "once-in-a-decade" rains are getting more common because of heating ocean waters due to climate change.
The Philippines has joined the UN Loss and Damage Fund Board, and starting this year, will be its host. We urge the Marcos administration to not stop there. The government must hold oil and gas companies accountable for causing the climate crisis, and make climate polluters pay.
