USE is happy to welcome our newest branch – White Knights Security Services Pte Ltd into our unionised neighbourhood. White Knights signed a Form B and a Collective Agreement with us, thus according formal recognition to the union to represent its officers on career progression, workplace issues including abuse and others. Welcome Brother Murugayan and colleagues!
USE now represents more than half of the industry’s agencies.
Collectively, we will work together towards transformation of the industry, engage buyers to embrace enlightened outsourcing practices, and help to look out for each other and our officers.
Like our Labour Movement comrades, USE is clear that companies must first do well in order for our officers to be paid well. USE stands ready to help all our unionised agencies with company training grants and union training assistance funding to get good contracts. Officers will then have their livelihoods taken care of.

Swiss Club Incident
USE attended to a case of abuse of a security officer on 11th Aug 2024.
USE’s Executive Council member, Brother Sofian visited Brother Chandra Segaran on-site to show our support. Brother Chandra’s employer from DP Quest Investigation Consultancy Pte Ltd, Brother Eric, and Swiss Club’s Assistant Security Manager Mr Khairudin were also present.
On the afternoon of 11th Aug 2024, Brother Chandra was on duty at the guard post when he saw a private hire vehicle approaching. Per SOP, Brother Chandra walked to the vehicle to verify the driver’s purpose for entering the vicinity.
The driver refused to say anything and demanded that Brother Chandra lift the barrier to let him in immediately.
Brother Chandra refused, as allowing entry to unidentified vehicles with unknown purposes would constitute a trespassing incident. The driver then aggressively challenged Brother Chandra and used vulgarities on him. The incident escalated when the driver became aggressive and pushed Brother Chandra on his left chest as seen on the widely circulated video. Brother Chandra was pushed twice.
Brother Chandra did not retaliate and informed the driver not to block the entrance and to leave the premises. The driver eventually complied. Brother Chandra made a police report (report no: E/20240811/7024) on the same day.
Brother Sofian presented Brother Chandra with USE’s Quick Relief Support vouchers when he returned to his site after his MC. USE and DP Quest affirmed to all officers on duty that the union and company supported them fully and do not condone any forms of abuse towards any of our security officers.
Security officers in Singapore perform duties under the Private Security Industry Act (PSIA) to safeguard lives and properties. They should not be abused while executing their duties. The PSIA was enhanced in May 2022 to offer increased protection to security officers.

ICYMI. USE had the privilege of engaging Minister of State for Home Affairs and Social and Family Development, Sister Sun Xueling, yesterday at a dialogue session with our members. 🙌
Before the session started, we held a National Day Observance Ceremony to celebrate the 59th birthday of our beloved country. The solemn moment started with the singing of our National Anthem, followed by the reciting of our Pledge. USE President Brother Ardi then read out the National Day message from NTUC’s SecGen Brother Ng Chee Meng.
At the Q&A, MOS Sun addressed members' concerns regarding challenges faced in the security industry, including provision of rest areas, working hours, PWM, engagement with security service buyers and other issues.
Members appreciated the opportunity to engage MOS Sun and were very appreciative to learn that she understood their concerns and addressed most of them.
USE thank our members for their participation and also MOS Sun's time spent with us yesterday afternoon.

USE’s Mediation Services Centre Monthly Sharing – Non-compliance of PWM
A non-unionised security agency “O” located at the northern part of Singapore breached the current PWM licensing requirements by making its officers work 104 extra hours.
USE received a case filed by a security officer with over three years of service at “O”. The officer, who is a union member, was compelled to work continuously for 14 days without a single day of rest. Throughout the month of January, he endured a grueling schedule, clocking in a total of 28 days of work.
According to the Security Tripartite Cluster committee (STC), the extra hours worked in a calendar month cannot exceed 72 hours regardless of the number of days in the month, as required under PLRD’s licensing conditions.
USE shared with the agency the requirement to grant every security officer at least one rest day per week. USE also urged the agency to implement enlightened employment practices and treat their officers fairly as employees. “O” promptly complied with these directives.
Officers, please take note: The basic wages for local Full-Time Security Officers will be at least $2,650 per month. This amount will include wages paid for any extra hours worked, up to 72hrs above regular work hours.
Security agencies, please take note: Any changes in contractual hours requires engagement with affected officers to ensure understanding and acceptance. Unilateral changes are not allowed.

USE held our 15th General Convention of Delegates today.
At the Convention, we recounted the union’s achievements in the areas of industrial relations, industry transformation/company training committee, membership and leadership over the last term of office. From the number of mediation cases successfully handled, to the numbers of officers impacted through our CTC work, to the highest numbers of members and leaders historically, we are proud of the union’s achievements.
We also elected our new Executive Council who will lead the union forward for the next four years.
Every delegate was presented a copy of our “USE Branch Official Handbook” which serves as an aide memoire covering key aspects of labour and trade union legislations, the history of NTUC and USE, and case guides for union leaders to refer to.
All delegates recited the USE Pledge as we took the next step forward to continue to advance the wages, welfare and work prospects of our officers.

USE and Henderson Security Services Pte Ltd signed a new Collective Agreement (CA) today.
A CA is an agreement between an employer and a trade union on the employees’ terms and conditions of employment. Under Singapore’s laws, the CA is valid for a minimum of 2 years and a maximum of 3 years and is filed to the Industrial Arbitration Court for certification.
USE is glad to add Henderson Security, an enlightened, forward-looking and committed employer, to our list of agencies that have signed a CA with us. If you are in doubt whether your employer is the right one for you, check if they have a CA with USE.

A huge shoutout to all our fantastic members who joined us for the USE JB Durian Trip on June 26, 2024! 🎉 A whopping 95 participants, including members, their family, and friends, made this day trip to Johor Bahru an unforgettable experience.
The highlight of the trip? An all-you-can-eat durian feast at the durian distribution center in Yong Peng! 🍈🤤 Watching the operations while diving into the delicious durians was a treat in itself.
But the fun didn’t stop there! After indulging in the king of fruits, we enjoyed a delightful shopping spree at the mall, followed by a sumptuous dinner before heading back home. 🛍️🍽️

Update on the Parc Esta incident.
Our President, General Secretary and Executive Secretary, Brother Ardi Bin Amir, Brother Raymond Chin and Brother Steve Tan, alongside Metropolis Security Systems Pte Ltd's Managing Director and General Manager, Brother James Soh and Brother Randy Ang visited the officers on-site.
USE presented the officers with vouchers to recognise their professionalism. Metropolis also awarded them with Certificates of Commendation.
USE and Metropolis stand firm against any abuse of security officers and re-emphasised to the officers on keeping themselves safe while performing their duties professionally.

The driver had also tried to reverse his vehicle despite there being officers surrounding the vehicle. These were captured on footage circulated online.
The management of Metropolis Security Systems Pte Ltd, which provides the security services to the condominium have gotten in touch with USE.
We are concerned with this very serious case of alleged abuse of our officers. The incident as captured on video is extremely disconcerting as it involved the usage of a vehicle against officers on foot.
USE will assist the agency and its officers as much as we can. We will update as we conduct our follow up.

USE was recently accorded formal recognition by Enhance Security (S) Pte Ltd and Vigilantech Security Management Pte Ltd to represent their officers.
With this, USE is now able to work with the management to ensure the wages, welfare and work prospects of their officers are taken care of. Enhance and Vigilantech will also join 154 agencies to be part of USE and the NTUC.
Singapore’s industrial relations climate has been stable since our independence because there is trust and mutual respect between labour, management and the Government. For USE, we are clear that our agencies must first be able to do well in order to do good for its officers.
We will continue to uphold that spirit in our new relationships with these 2 newest branches of USE. We would like to thank the management of both branches for the trust and partnership. Together, we can make a difference!
USE attended to a case of abuse of a security office on 31 May 2024.
Our General Secretary, Brother Raymond Chin with Reachfield Security & Safety Management Pte Ltd's HR Manager, Brother Jason Lim, visited Brother Kuselan A Keshavan on-site to show our support.
Brother Kuselan is deployed at a commercial building in the CBD. On the afternoon of 27th April 2024, he was on duty at the loading bay when he saw a private vehicle unloading goods at the carpark exit. Brother Kuselan, approached the vehicle and advised the driver to move the vehicle as he was blocking the carpark exit.
The driver, claiming to be a tenant in the building, then aggressively challenged Brother Kuselan and placed his hand on Brother Kuselan’s neck to push him back. The alleged assailant continued the abuse by spitting on the officer’s face.
Brother Kuselan radioed his supervisor for help and the alleged assailant left hurriedly. A police report (report no: A/20240427/7043) was made on the same day.
GS, USE presented Brother Kuselan with Quick Relief Support vouchers for his professionalism and dedication. USE and Reachfield Security affirmed to all officers on duty that the union and company support them fully and condemn any form of abuse towards any of our security officers.

USE signed an MOU with G4S Secure Solutions (Singapore) Pte Ltd, The world’s largest security agency to establish a Company Training Committee (CTC) on 10th June 2024.
The MOU will allow G4S the opportunity to partner USE to redesign jobs through the use of technology at their worksites. Officers will receive higher wages after each CTC project and will also be covered by other programmes of USE, including grievance handling and training support.
At the same time, we took the opportunity to reflect on the wonderful partnership we had with Brother Jonathan Tedd, Managing Director of G4S. Brother Jonathan will be retiring soon, and we wished him a happy well-earned retirement.
Brother Jonathan has been a strong partner of USE, bringing to the table his world views from the many countries he had served in. USE has benefited from our partnership with G4S and we could not have asked for a better, more supportive management partner than Brother Jonathan.
To Jon, our dear brother – your support to USE has been invaluable. Stay in touch and all the best in your future adventures!

USE's IROs and MOM’s Industrial Relations Department (IRD) met for our regular catch up over lunch today.
Both IR teams meet up regularly to update each other of developments and also to ensure the relationships remain strong.
Industrial harmony has been a hallmark of Singapore since our independence. A stable industrial relations climate is one of the pillars for drawing investments into Singapore. MOM's IRD and our unions have worked together for decades to preserve this hard-earned peace.
As a relatively newer union compared to our fellow unions in the NTUC family, USE has benefited from this strong partnership and will continue to grow and nurture this unique relationship.
