A bill restoring counties’ regulation of to***co products may die in state House | Maui Now A measure that would restore the counties’ power to regulate the sale of ci******es, to***co products and e-ci******es appears to be stalled in the House Finance Committee, and it may die there Wednesday if no action is taken.

HB1778 which restores the counties” authority to regulate to***co sales, is in danger. If it does not receive a hearing by Friday, March 1, it will die. This bill is the only one moving this Session that can restore county authority. If the bill dies, the counties cannot enact local ordinances to regulate to***co sales that address community concerns.

As a state, Hawai‘i has struggled with the youth va**ng epidemic for several years. The problem is the worst on the neighbor islands. The counties are uniquely positioned to quickly address the health needs of their communities and have used that ability to great success. In fact, Hawai‘i County was among the first in the nation to raise the age for to***co sales to 21. SB 1447 restores the counties’ ability to pass these innovative policies at the local level and to find new and effective ways to address the public health challenges posed by to***co use.
