The Planning Commission on Nov. 21 approved the Final PUD Site Plan, with conditions, for redevelopment of the Downs by developer Hunter Pasteur by a vote of 7 to 1. Conditions pertained to architecture, floor plans, elevations, natural resources, site access and circulation, parking, parks and open space, lighting, utilities and project phasing.

“The Planning Commission, City Planner and developer did a lot of hard work to get to this point,” said City Manager George Lahanas. “There was also much input from many others. It was a tremendous effort that will yield positive results for the city in the future. This is the launching point for the next phase, which is construction.”

The Downs Final PUD Site Plan is located on vacant parcels on the south side of Cady St. (between S. Center & Griswold), the Northville Downs racetrack property south of Cady St. (between S. Center St. and River St.), and two areas on the west side of S. Center St.

City Council votes in a new member and retains one incumbent

Northville held an election Nov. 7 for two seats on City Council and for the office of mayor, which was uncontested. The top vote getters in the Council race were business owner Laura Genitti, with 1,226 votes, and incumbent Mayor Pro tem Barbara Moroski-Browne, with 916 votes. Mayor Brian Turnbull retains the office of mayor, which is a two-year term.

Runners-up in the Council race were incumbent Marilyn Price, with 907 votes, and Robert Sochacki, with 821 votes.

New council members, serving four-year terms, will be sworn into office at the Nov. 20 meeting at 7 p.m. at City Hall. At that time, the current City Council will vote on the minutes from the Nov. 6 meeting before the new council members are seated.

This was the first election using the nine-day early voting option, which drew 13 voters to the polls in Novi and Waterford, off-site locations arranged through the Oakland County Clerk’s Office. On Election Day, 422 voters cast their ballots at Precinct 1 (Wayne County voters, at the Northville Community Center) and 297 voted in person at Precinct 2 (Oakland County voters, at Amerman Middle School.) A total of 1,321 voters submitted absentee ballots.

Of 5,254 registered voters in Northville, 2,053 cast ballots in this election. That equates to a 39% voter turnout. These are unofficial results until certified by the county canvassers.

City administration is recommending that City Council approve a proposal submitted by Municipal Analytics, of Ann Arbor, to conduct a professional water and sewer rate study at a not-to-exceed cost of $20,250. This largely unseen network of pipes, manhole structures, reservoirs and valves requires ongoing maintenance and investment. Municipal Analytics has previously done quality work for the city and is the only one to respond to a request for bids.
