SFPD Arrests Suspects in Shooting Investigations, Seizing Multiple Fi****ms

Members of SFPD’s Crime Gun Investigations Center (CGIC) link suspects to multiple shootings that occurred in 2021 and 2022, seizing several fi****ms including one assault pistol and two assault rifles. Six of the recovered fi****ms were “Ghost Guns”

On September 29, 2022, investigators from the San Francisco Police Department’s Crime Gun Investigations Center (CGIC) served search warrants at three residences on the 100 block of Northridge Road in San Francisco. The warrants stemmed from multiple shooting investigations beginning in March 2021 and continuing through September of 2022. The shootings occurred in the area of Northridge Road and Harbor Road.

Through the course of the investigation, officers identified three adult males who were believed to be related to the shootings.

As officers were preparing to serve the search warrants they observed one of the suspects, 28-year-old San Francisco resident Faalavelave Ulavale, outside his residence. Following a brief struggle, officers were able to take Ulavale into custody. Officers conducted a search of Ulavale and they located a firearm on his person. Ulavale was later transported to San Francisco County Jail and booked on one charge of felon in possession of a firearm (29800(a)(1) PC).

Investigators served the search warrant on Ulavale’s residence, on the 100 block of Northridge Road, which lead to the discovery of ammunition and a loaded magazine.

Investigators served a second search warrant on a residence on the 100 block of Northridge Road. Upon entering the residence, officers located and detained 30-year-old San Francisco resident Arturo Osorio.

The search of Osorio’s residence yielded three handguns, an assault pistol, one rifle, and two loaded assault rifles. Officers also located more than 15 high-capacity firearm magazines and several firearm accessories including a scope and flashlight. Additionally, an unfinished privately manufactured firearm or “Ghost Gun” was recovered. Osorio was later transported to San Francisco County Jail and booked on charges of being a felon in possession of a firearm (29800(a)(1) PC) and possession of an assault weapon in California (30605(a) PC).

The search warrant for the third suspect’s residence, also on the 100 block of Northridge Road, did not yield any additional evidence.

Two of the assault weapons recovered in this investigation were equipped with suppressors or silencers and six of the recovered fi****ms were “Ghost Guns.”

The San Francisco Police Department Crime Gun Investigations Center (CGIC) was developed in 2017 with a mission to disrupt gun violence through the consistent production of timely, precise, and actionable information. Through collaboration with the Crime Lab and Property Control Unit, CGIC provides valuable information for investigations, focusing its resources on the most violent connected fi****ms offenders.

So far in 2022, SFPD has seized a total of 805 fi****ms, with 107 of those seizures being in the month of September.

Today, District Attorney Brooke Jenkins announced the conviction of an armed robber for violently attacking vulnerable employees in a jewelry store heist. Michael Alexis was found guilty on numerous armed robbery, false imprisonment and weapons charges including the use of a semi-automatic firearm.

DA Jenkins: "The jury’s verdict sends a msg that violent crime is unacceptable and will not be tolerated. I stand with small biz and retailers throughout our city who've been targeted and victimized. I'll use every legal means available to seek justice and hold offenders accountable."

Today, District Attorney Brooke Jenkins announced our office is taking aggressive action to hold egregious drug dealers accountable, pursuing detention & seeking to admonish defendants of the lethality of fentanyl. Deaths resulting from the sale of fentanyl may result in murder charges.

We are seeking detention where defendants pose clear threats to public safety given the lethality of the vast quantities of fentanyl they are accused of possessing, the repeated possession for sale of suspected narcotics, or being armed while possessing fentanyl for sale.

"The lethality of fentanyl presents new and unprecedented risks to our community, and we must do everything in our power to hold drug dealers accountable to help save lives," said District Attorney Brooke Jenkins.

Today, District Attorney Brooke Jenkins announced new reforms for and the appointment of Julia Cervantes to the Innocence Commission. The Innocence Commission is an external advisory body to the DA that investigates cases of innocence and wrongful convictions.

"Those who have been wrongfully convicted should not be left to languish in prison for crimes they didn’t commit,” said District Attorney Brooke Jenkins. “Unfortunately, there are far too many cases of innocent people being behind bars when they shouldn't be. My office is committed to ensuring the integrity and longevity of the Commission for years to come."

Today, our office announced new streamlined organization that puts experienced prosecutors back in the courtroom while adding new resources and services for vulnerable victims. These changes will enhance public safety in San Francisco.

The new Major Crimes Team will focus on more serious and complex felony crimes, and will be handled by more experienced and senior prosecutors.

The new Post-Conviction Review Unit was created to more efficiently handle all post-conviction matters.

The new Vulnerable Victims Unit will provide more dedicated resources to prosecute crimes targeting vulnerable victims and expanded services for vulnerable victims within the Victims Services Division (VSD).

The VSD has expanded support services to better serve crime victims and their families, while ensuring the rights of victims are protected.

The VSD has also added a new Vulnerable Victims and Community Engagement Unit to provide specialized services for vulnerable victims.

This new organizational structure furthers our office's mission and will streamline operations to better serve victims and hold offenders accountable by breaking down silos between divisions and units to create stronger collaboration.

Today, our office announced a new juvenile justice policy and the creation of a new Juvenile Review Team. We will not seek to try juvenile offenders as adults in vast majority of cases unless they are accused of a heinous crime(s) that shock the conscience of the community.

Crimes that will be considered for review are listed in the Welfare and Institutions Code section 707(b) and are limited to murder, attempted murder, forcible sexual assaults, kidnapping, torture, and aggravated mayhem, in addition, the offense must be heinous in nature.

Transfer hearing petitions will only be filed by the DA after careful review by the managing attorney, Chief of Collaborative Justice & the Juvenile Review Team. This team will provide a holistic review of cases that will make the system fairer for all parties.

Our office filed multiple counts of felony charges in the serial armed robbery case against Aamonte Hadley and Nicole Holmes, who were arrested by San Francisco Police Department. Hadley and Holmes were charged with 13 counts of armed robbery and victimizing 13 individuals.

“This level of extreme and repeated victimization will not be tolerated in San Francisco,” said District Attorney Brooke Jenkins. “The serious felony charges filed in this case are the first step in sending a clear message that there will be consequences for those who perpetrate acts of violence in our city. Holding violent perpetrators accountable is critical to restoring public safety.”

Today we are announcing a new policy where our office will bundle misdemeanor drug possession charges for individuals with at least 5 misdemeanor citations for public drug use. Individuals with bundled charges will be referred to the Community Justice Center.

Our office is laser-focused on holding drug dealers accountable. We need to help those w/ substance abuse issues, not drug dealers. New drug policies were introduced to stop the previous administration’s practice of referring drug dealers to the CJC. https://www.sfdistrictattorney.org/press-release/district-attorney-brooke-jenkins-announces-new-policy-to-hold-drug-dealers-accountable-revokes-misdemeanor-plea-offers-for-fentanyl-dealers/

Helping substance users access treatment & services through the CJC will save lives. When someone reaches 5 citations for public drug use, they're in a crisis & need support. Addressing addiction requires a holistic approach that includes the criminal justice system.
