From Louis: Today I participated in my first ever panel discussion.
The panel was co-organised by ICC (Inuit Circumpolar Council) and the WWF Global Arctic, and named: Inuit-led Arctic Conservation Action for Establishing Nature Based Solutions.
I spoke on points from the Protocols for Equitable and Ethical Engagement from ICC, and my vision for arctic conservation in the future.

I am a Youth Delegate of ICC at the UNFCCC COP28, here in Dubai, United Arabs Emirates.

Today at COP28, International Chair Sara Olsvig co-convened a session with the WWF Arctic Programme, which was kindly opened by remarks from the Greenlandic Minister of Agriculture, Self-sufficiency, Energy and Environment Kalistat Lund at the WWF Pavilion. Minister Lund spoke about the recent Letter of Intent between Canada and Greenland on the Pikialasorsuaq/Sarvarjuaq as an example of Inuit-led conservation action in the Arctic.
They were joined by a panel consisting of ICC delegates Victoria Qutuuq Buschman, Rodd Laing and Louis Papis Chemnitz, as well as WWF colleague Martin Summerkorn. Louis says, "We have to remember the equitable and ethical engagement protocols because conservation is happening in our homelands.
Indigenous Peoples are severely impacted by change. Equitable and direct access to the Loss and Damage Fund and other climate finance mechanisms must be ensured.

In 2023 ICC Canada featured Inuit artists each month on our podcast. Thanks to the Department of Canadian Heritage – Indigenous Language Component funding, artists were provided with a bursary to further their work.

𝗜𝗖𝗖 𝗮𝘁 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗟𝗶𝘀𝘁𝗲𝗻𝗶𝗻𝗴 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝘄𝗶𝘁𝗵 𝗨.𝗦. 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝗮𝗹 𝗘𝗻𝘃𝗼𝘆, 𝗝𝗼𝗵𝗻 𝗞𝗲𝗿𝗿𝘆
This morning, the Inuit Circumpolar Council was invited to a Special Listening Session with the U.S. Special Presidential Envoy for Climate Change, the Honorable John Kerry. ICC Chair, Sara Olsvig, was invited to speak to the priorities of Inuit and the Arctic region.
“The Arctic is warming four times faster than the global average, which means it has already warmed 2.2C in our region. These are not just numbers to us, we see it and feel it every day. Climate change has a direct impact on our human rights, and that is why it is extremely important that we return to ensuring the decision texts include language on human rights. Additionally, from the Arctic, we have very little access to the proposed climate finance, because we live in the so-called “rich” states. Direct and equitable access to finance must be at the top of the priority list.”
Inuit Circumpolar Council delegate and Knowledge holder Jackie Qataliña Schaeffer, Director of Climate Initiatives at the Alaska Native Tribal Health Consortium, also addressed the room. “I come from Qikiqtaģruq Alaska, also called Kotzebue. I work directly with 229 tribes, and of those, we have 144 environmentally threatened communities that deal with climate change impacts directly. I would ask that you not only address these issues at the international level, but also at the community level. We have 31 communities that have still do not have water and sanitation services. If we don’t focus on the community level and educate one another, we will never find solutions for these international climate challenges.”
The COP28 negotiations are now entering into the final stages. ICC Chair, Sara Olsvig, has joined the ICC Delegation in Dubai and will participate in multiple high-level and bilateral meetings during the next week.
On her first day at the COP, Olsvig spoke at a Special Listening Session with the U.S. Special Presidential Envoy for Climate Change, the Honorable John Kerry. Later in the day, the ICC Chair will meet with Australia's inaugural Ambassador for First Nations People, Mr. Justin Mohamed. Then, she will end the day with a dinner meeting with the Greenlandic Minister for Agriculture, Self-Sufficiency, Energy and Environment, Mr. Kalistat Lund.
“Negotiations are ongoing on multiple levels and we are now focusing further in on each specific issue, including ensuring a human rights approach to the outcome text of this COP. Climate change cannot be separated from our rights. Just as the climate is at a tipping point, so is democracy. Climate justice cannot be achieved if it is not built on the full and effective participation of Indigenous Peoples, and on the full implementation of our rights.”
Vice-Chair Koperqualuk, Elder Alexina Kublu and staff met with the Honourable Steven Guilbeault, Minister of Environment and Climate Change Canada, at COP28 UAE today. They discussed the tangible impacts of climate change happening across Inuit Nunaat and the need for equitable and direct access to climate finance.
Yesterday, at COP28 UAE was focused on finance, trade, gender equality, and accountability. Jackie Schaeffer presented at a session on the Resilience of Indigenous Women to Loss and Damage at the Indigenous Peoples’ Pavilion and on Indigenous Perspectives of Loss and Damage.

New ICC Climate Change video: Silavut Asijjiliqtuq – The Weather is Changing
For over a year, the Inuit Circumpolar Council (ICC) has been working to create a short video to demonstrate Inuit leadership in climate change work internationally. We also wanted to show the devastating impacts climate change is having across Inuit Nunaat, the Inuit circumpolar homeland, and beyond.
Silavut Asijjiliqtuq – The Weather is Changing, highlights how Inuit have been leaders, for decades, in the fight against climate change. The video looks at the past, present, and future of ICC’s advocacy in the climate change space.
Among the Inuit leaders speaking in the video are former and current ICC Chairs. Her Excellency Governor General of Canada Mary Simon speaks about the importance of the 1992 Earth Summit held in Rio de Janeiro. Siila Watt-Cloutier comments on the court challenge in the mid 2000s by Inuit at the Inter-American Commission on Human Rights to fight for the right to be cold. Dr. Dalee Sambo Dorough addresses the contributions Inuit are making at the Intergovernmental Panel on Climate Change (IPCC) as expert reviewers. Our current ICC Chair Sara Olsvig speaks to contemporary issues such as the false dichotomy between the developed and developing world.
Other Inuit leaders in the video include ICC Canada President Lisa Koperqualuk; Adamie Delisle-Alaku, Makivvik Executive Vice-President Department of Environment, Wildlife and Research; Janice Parsons, Qarjuit Youth Council President; and Piita Irniq, Delegation Elder at COP27 in Sharm El-Sheikh, Egypt.

It was Arctic Day at the Indigenous Peoples’ Pavilion at COP28, co-hosted with the Saami Council.
The day began with the lighting of the qulliq, followed by presentations and discussions covering topics such as Inuit-led Conservation, Equitable and Ethical Engagement, and the 50-Year Commemoration of the Arctic Peoples Conference.
ICC also hosted a sneak preview and dialogue on the short film Entropy by Inuk Jørgensen.

The second part of the gathering, happening later this week, will feature participation by Knowledge holders, Party representatives, international organizations, constituted bodies under the Convention, and scientific bodies. In this segment of the gathering, the Knowledge Holders will present Knowledge-based observations and, recommendations, and proposals for integrating this Knowledge into climate action and policies.

ICC Vice-Chair, Lisa Koperqualuk, participated in the opening ceremony earlier today at the Canadian Pavilion, alongside Indigenous leaders and Canadian Minister of Environment and Climate Change, Steven Guilbeault. Later, Vice-Chair Koperqualuk also helped open the Indigenous Peoples Pavilion in partnership with the Saami Council as the Arctic socio-cultural region.

What is UNFCCC COP28?
The United Nations Framework Convention on Climate Change entered into force on 21 March 1994. 198 countries have ratified the Convention; those countries are called Parties to the Convention. The convention's goal is to reduce “dangerous” human interference with the earth’s climate system.
Indigenous Peoples have contributed the least to climate change yet are the most adversely impacted. It is time for climate action to support the calls of Indigenous Peoples.

From November 30 to December 12, 2023, the United Arab Emirates (UAE) will host the 28th Conference of the Parties to the UN Framework Convention on Climate Change in Dubai. ICC is a strong delegation of 15, bringing Inuit priorities and voices to international climate change work.
The intent of the conference every year is to foster global cooperation and create tangible actions aimed at limiting warming to 1.5 degrees, building resilience, and mobilizing finances.
ICC attended the International Indigenous Peoples' Forum on Climate Change in preparation for COP28, bringing together Indigenous Peoples from around the world.

Vice Chair Lisa Koperqualuk and Executive Council Member Herb Nakimayak welcomed the International Executive Council to town this week. ICC International Chair Sara Olsvig, Vice Chair Hjalmar Dahl, and Executive Council Member Kathrine Bødker have traveled from Greenland to participate. ICC Vice Chair Marie Greene and Executive Council Member Nicole Kanayurak Wojciechowski traveled from Alaska. Chukokta Vice Chair Egor Vereshagin and Executive Council Member Elena Kaminskaya participated virtually.
The ICC Executive Council meeting finished today with discussions on ICC's participation at the Arctic Council. ICC will continue to focus on and refine our priorities to benefit Inuit in all our international engagement.
Eva Krummel and Crystal Mitchell, are in Nairobi, Kenya, this week, participating in the third session of the Intergovernmental Negotiating Committee (INC-3) on behalf of ICC. This committee works to develop an international legally binding instrument on plastic pollution.
The ICC Executive Council and ICC Canada staff visited the Canadian Museum of History in Ottawa this morning and toured the First Peoples Hall.

Today in Ottawa, ICC International Chair Sara Olsvig, Executive Council Member Kathrine Bødker, and ICC Canada staff visited Nunavut Sivuniksavut, a unique educational program designed to empower Inuit youth. Sara Olsvig spoke about ICC's work advancing Inuit rights at international forums, followed by great questions from students about potential career paths, climate change, and youth engagement.

The ICC in Canada is a non-profit organization led by a board of directors comprising of the elected leaders of the four land-claims settlement regions: Nunakput, Nunatsiavut, Nunavik, and Nunavut; Inuit Tapariit Kanatami; Pauktuutit, and the National Inuit Youth Council.
An elected executive, including a president, two vice-presidents, and a secretary-treasurer, manages the organization. Staff members are responsible for day-to-day operations, under the direction of the executive director.
