The WSA is now accepting applications for the 2024 CTC Legislative Organizer Internship! This program is open to students enrolled at a community or technical college in Washington, and the deadline to apply has been extended to September 10th, 2023.

Each year, the WSA member campuses hire a student to serve as the Legislative Liaison for their student body. The WSA trains, hosts, and coordinates a strategic advocacy program based on their collective priorities. Students participate in the legislative session through lobbying and public testimony, and furthering their communication, organizing, and leadership skills. This year, the WSA is hiring 3 community or technical college students to join the Legislative Liaison Program for the 2024 session. These students will be given every opportunity to engage in the policy-making process that four-year Liaisons are given. The program begins the first week of January through the end of March 2024. This is a paid internship program, and in addition to compensation, participating students will be provided with travel or relocation accommodations to Olympia.

WSA is proud to announce that the application for the Community College Legislative Fellowship is now open!

For the 2023 legislative session, the WSA is hiring 3 community college students to participate in the Legislative Liaison program. Fellows will be given every opportunity to engage in the policy making process that four-year Liaisons are given, and will be included in all WSA Liaison training, policy development, lobbying, and educational activities. The Fellowship is a paid internship program, and students will be provided accommodations to travel to Olympia during session (Winter Quarter only).

The Executive Director plays a central and facilitative role in the association. The Executive Director is the chief administrator of the Washington Student Association and has the general authority with respect to its business and affairs, subject to the approval of the Board of Directors.

Since a new board of directors transitions every summer, the students rely on the ED to provide direction and stability for the organization. This means providing training and mentorship to students as they execute their legislative agenda and their campus-based outreach. The ED of the association is tasked with educating students about the underlying budget and policy issues that impact the affordability, access, diversity, and inclusion of our institutions. This means researching the key issue areas impacting public higher education and steering students towards a successful legislative strategy.

The students rely on the ED to develop, maintain, and foster productive relationships with the WSA Board of Directors, members of the Washington State Legislature, and higher education stakeholders. Finally, the ED ensures that all operational and financial functions of the association are maintained.

Throughout the past few years, many have come to know Zackary Turner as a dedicated Executive Director, caring mentor, and good friend. Zack's unwavering commitment to student advocacy has helped push numerous valuable pieces of legislation across the finish line in Washington state, and his passion for this work has strengthened the Washington Student Association, overall. At General Assembly, Zack announced that he will be moving on from the WSA to pursue an exciting new opportunity. Though we are disappointed to see him go, we are beyond grateful for the time and dedication he has given to the organization.

Prior to holding the Executive Director position, Zack worked with the WSA as the Legislative Liaison from Central Washington University and as the WSA President. His contributions and achievements within these years will have positive, lasting effects for students in Washington state. This past year, Zack has been working diligently with student leaders to construct a detailed and expansive strategic plan to guide the growth of the WSA. This plan includes opportunities for future programming, increased organizational capacity, and expanded membership. This framework is the culmination of hours of thoughtful planning, collaboration with students, and creative visioning for the future of the organization, and it is a strong testament to Zack's dedication and leadership. It is with this foundation that future students will be able to reap the benefits of an even more powerful student advocacy arm through the WSA.

Zack, you are certainly leaving the WSA in a stronger, more resilient position than when you entered, and we are grateful. Thank you for your contributions to making Washington state a better place to pursue a post-secondary education. Thank you for consistently leading with care and respect for the students and partners you engage with. Thank you for your work in securing a hopeful and lasting future for student-led advocacy in Washington state.

WHAT IS SB 5597?
SB 5597 would strengthen the existing Voting Rights Act, improving the process of identifying biases (racial, economic) in our electoral systems
Allows histories of discrimination to be considered in assessing if voter discrimination is present
Clearly defines what discrimination looks like in our elections, intentional or otherwise
Allows action to be taken against organizations found guilty of engaging in discriminatory electoral practices
Establishes a central database to assist in researching election best practices and providing voter information

WHY IT MATTERS!
The passage of SB 5597 w0uld enable us to improve our elections through community involvement and data gathering
Students, young voters, and first-time voters are often disenfranchised from participation in the electoral process
This bill would make it easier for students voices to be heard!!

One of the WSA’s top priorities this legislative session is the passage of House Bill 1659! Fill out our involvement form (link in bio) to receive notifications of involvement opportunities!!

House Bill 1659 would fully fund the Washington College Grant for students with up to 70% Median Family Income. The bill would also establish $1000 Bridge Grants for students to pay for non-tuition-related expenses such as books, food, housing, technology, transportation, etc.

This bill would help support students by covering the costs of tuition, as well as living expenses. Students who are able to meet their basic needs are much more likely to be successful in continuing their education and completing their educational goals.

We are super excited to share that we have brought on an Organizing Manager, Molly!

Molly Walker grew up in Portland, Oregon and graduated from Portland Community College in 2017. Their student advocacy journey began as a student leader at PCC, where they volunteered for the Oregon Student Association’s nonpartisan voter registration program, and developed a passion for student organizing.

After graduation, they were hired by OSA and stayed with the organization for several years. During this time, they helped to organize and plan such events as the 2019 Oregon Students of Color Conference and the 2019 Oregon Student Equal Rights Alliance Symposium.

They moved to Washington in 2020, where they are continuing to support students in their new role at WSA. In their spare time, they enjoy cooking for friends, playing Dungeons & Dragons, and candle-making.

The WSA is seeking to bring on two interns starting in January!!

- These interns will help guide our work in postsecondary basic needs and engaging community and technical college students
- Interns will learn valuable skills in government relations, community building, higher education policy, stakeholder relations, and much more
- The positions are funded at $18/hour, 12.5 hours per week from January through June of 2022, and are only available for students who are currently enrolled (part or full time) in a Washington state public college or university

BASIC NEEDS ENGAGEMENT INTERN
- Meet regularly with the WSA’s committee on basic needs, provide support, and assist in the tracking of relevant legislation
- Support efforts to advocate for basic needs policy solutions, and assist the Organizing Manager and Executive Director in the development of advocacy tools
- Work with relevant partner organizations to support mutual basic needs policy initiatives
- Assist the WSA in the creation of our legislative agenda in relation to basic needs policies
- Some event planning and other duties as assigned

COMMUNITY AND TECHNICAL COLLEGE ENGAGEMENT INTERN
- Work with the Organizing Manager to identify community and technical colleges to partner with
- Advise on CTC student engagement matters, and work with the Organizing Manager to create a long term, strategic framework for involving CTC students
- Assist the Organizing Manager in the recruitment and engagement of CTC students in the legislative process
- Build and maintain relationships with CTC student leaders from across the state
- Work with relevant stakeholders and represent the WSA in coalitions as needed and other duties as assigned

What a week it has been!! So many Washington students met with legislators this week to discuss our priority items. Here’s another key priority that we will be focusing on this year!!

Childcare Expansion

All student parents deserve access to quality, affordable childcare, regardless of where they are in their educational journey. But right now, not all student parents can send their kids to child care while they’re in school. Expanding the Working Child Connection Care program to undergraduate and graduate students will allow student parents the resources needed to accomplish their educational goals.

- Student parents need access to affordable & quality childcare to be successful
- Educational attainment should be considered work for the WCCC program
- CTC students face a childcare benefits cliff upon graduation

What we’re up to this week!!

Committee Days are in full swing, and our liaisons and other student representatives are meeting with lots of legislators to share our legislative priorities!!

Each year, typically in November, the Washington State Legislature convenes for 'Committee Days'. The committees from the House and Senate begin to plan and prioritize work and key issues to focus on during the legislative session. This year, Committee Days is being held the week of November 15th-19th.

Student liaisons (DOLAs) from accross the state will be meeting with legislators to discuss student centered priorities, establish an understanding of the Chairs' priorities, and plan further student lobbying. These meetings will help set the groundwork for student lobbying and advocacy efforts for the coming Legislative Session.

Basic Needs Survey Grant

No student should worry about meeting their basic needs. By creating a mandatory Basic Needs Survey, and an Emergency Assistance Grant (modeled after HB 1893, 2019,) we will ensure that all students, regardless of their income, will have the resources necessary to achieve their goals.

We do not know how many students in our state experience food and housing insecurity
Clear and consistent information will allow the legislature to make targeted investments in the future and avoid waste
Expanding access to emergency assistance grants will decrease food/housing insecurity and increase student retention

Behavioral Health Resources

The lack of funding for mental health supports on college campuses has increased the rate of anxiety, depression, and su***de among students. Increased funding for mental health services will make students healthier and allow them to focus on their education and future.

- 80% of students report that COVID has negatively impacted their mental health
- To live happy and healthy lives, students need access to quality behavioral health services
- 55% of students report that they would not know where to go if they or their friend needed emergency behavioral health care

Simplify Student Aid

Washington's student and social aid programs are some of the best in the nation. However, low-income and first-generation students often struggle to understand what aid is available to them. By including in financial aid awards a list of programs students are eligible for, students will be better informed and supported.
- Low income and first-gen college students struggle to identify aid programs & services
- Providing this information will help students make good decisions about where to attend & how to pay for college
- Better communication around basic needs support is needed to increase enrollment, especially for low income & first generation students

Fully Fund the Washington College Grant

All students in Washington have the right to quality higher education without taking on a lifetime of debt. But in 2019, thousands of low to middle income students were left out of the Washington College Grant. By increasing the WCG eligibility to 100% of median family income, Washington’s students, families, and the economy will thrive.

- Families who make 100% of MFI and below cannot support their basic needs while paying for their children's education
- The WCG gives families the flexibility and financial freedom to make good decision about their lives
- Washington's workforce and economy need additional investments in higher education to obtain the goal of 70% postsecondary degree completion

Position Summary:

The Washington Student Association is seeking an Organizing Manager to focus on student basic needs organizing, community college student engagement, organizational support, and organizing around our legislative agenda.

An ideal candidate for this position will have a background in community organizing/relevant field, a strong understanding of Washington’s higher education system and student advocacy, a positive - can do attitude, a strong commitment to the WSA’s mission, and at least two years of experience in campaigns/elections/community organizing.

Travel & COVID-19 Precautions:

This position requires frequent travel to four year and community/technical colleges throughout the state. The WSA is requiring all employees to be fully vaccinated against the COVID-19 virus.

Duties and Responsibilities

Legislative Community Organizing: 40%

Assist in the recruitment of CTC, four year, and graduate students to participate in the legislative process

Organizational Management: 20%

Assist in the planning of several large meetings, conferences, and other student focused events throughout the year
Work with the Vice President of Diversity to organize meetings of the Students of Color Coalition
Assist the Executive Director in the development and implementation of the basic needs organizing campaign
Provide technical and logistical support for the WSA’s subcommittee on basic needs
Assist the Executive Director in the hiring, management, and daily oversight of interns
Community & Technical College Outreach: 40%

Work to identify partnerships with community and technical colleges throughout the state

2 years or more experience working in student advocacy, campaigns, elections, or other relevant community organizing positions;
Proficiency in ThruText and VAN software
A valid driver's license and reliable transportation

Preferred Qualifications:

A bachelor's degree in a relevant field, OR a combination of education and professional experience
Experience working with the WSA or any of our member campuses/an understanding of student advocacy in WA state
An understanding of higher education policy in relation to student basic needs, financial aid, and student support services
Experience working with community and/or technical college students
Proficient in spanish or ASL

This position is full time, temporary, and salaried at $45,000/year, with the opportunity to extend dependent on funding in June. The WSA offers a competitive benefits package which includes a health care stipend of up to $350/month and a technology reimbursement of $75/month. In addition, the WSA offers a flexible work schedule and unlimited sick and vacation leave with an expectation that all employees take a minimum of 10 vacation days per year in addition to 18 paid federal and state holidays.
